A區(qū)農(nóng)村集體發(fā)展用地開(kāi)發(fā)利用存在問(wèn)題及對(duì)策

【摘要】:隨著中國(guó)城鎮(zhèn)化建設(shè)的不斷推進(jìn),大量的農(nóng)村集體土地被征收,農(nóng)民的生計(jì)成為一個(gè)社會(huì)問(wèn)題。近年來(lái),黨中央、國(guó)務(wù)院及各級(jí)政府高度重視失地農(nóng)民的出路,先后出臺(tái)了各項(xiàng)政策解決失地農(nóng)民的生計(jì)問(wèn)題。為了讓村集體和失地村民有長(zhǎng)久、穩(wěn)定、可持續(xù)的收入來(lái)源,政府在征地的同時(shí),預(yù)留了農(nóng)村集體發(fā)展用地。農(nóng)村集體發(fā)展用地的有效開(kāi)發(fā)利用關(guān)系到廣大失地農(nóng)民的收益,關(guān)系到城市建設(shè)的穩(wěn)步推進(jìn),關(guān)系到國(guó)家的安定、和諧發(fā)展。研究農(nóng)村集體發(fā)展用地的有效開(kāi)發(fā)利用對(duì)解決農(nóng)業(yè)農(nóng)村農(nóng)民問(wèn)題,建設(shè)中國(guó)特色新型城鎮(zhèn)化,全面建成小康社會(huì)、加快推進(jìn)社會(huì)主義現(xiàn)代化有著重要的理論和現(xiàn)實(shí)意義。在國(guó)家政策法規(guī)框架下、在福建省廈門(mén)市不斷推進(jìn)城鎮(zhèn)化建設(shè)的背景下,本文以A區(qū)農(nóng)村集體發(fā)展用地為研究對(duì)象,通過(guò)資料收集、實(shí)地調(diào)研訪談等方式,對(duì)A區(qū)農(nóng)村集體發(fā)展用地的開(kāi)發(fā)利用現(xiàn)狀進(jìn)行了分析,提出A區(qū)農(nóng)村集體發(fā)展用地的開(kāi)發(fā)過(guò)程中存在用地規(guī)劃能力有限、用地閑置率高、開(kāi)發(fā)效益低、無(wú)序開(kāi)發(fā)、開(kāi)發(fā)占用財(cái)政資金的比例過(guò)大以及行政村觀念重,打破行政界線統(tǒng)籌安排較難等問(wèn)題,并對(duì)問(wèn)題背后的成因進(jìn)行了探究,發(fā)現(xiàn)村集體財(cái)力匱乏以及村集體項(xiàng)目規(guī)劃、經(jīng)營(yíng)能力不足等是造成以上問(wèn)題的主要因素。針對(duì)A區(qū)農(nóng)村集體發(fā)展用地的開(kāi)發(fā)過(guò)程中存在的問(wèn)題,結(jié)合當(dāng)?shù)貙?shí)際,本文創(chuàng)造性地提出了農(nóng)村集體發(fā)展用地部分出讓流轉(zhuǎn)的觀點(diǎn),并通過(guò)對(duì)具體項(xiàng)目的經(jīng)濟(jì)指標(biāo)測(cè)算和綜合分析,定量提出了出讓60%集體發(fā)展用地的對(duì)策,以解決村集體開(kāi)發(fā)財(cái)力不足的問(wèn)題。同時(shí),本文還針對(duì)村集體項(xiàng)目規(guī)劃、經(jīng)營(yíng)能力不足等問(wèn)題提出了應(yīng)對(duì)策略,包括政府應(yīng)當(dāng)加強(qiáng)引導(dǎo),科學(xué)規(guī)劃、拓寬集資渠道,建立全方位的配套機(jī)制等,并對(duì)集體發(fā)展用地的開(kāi)發(fā)模式、策劃、管理等方面提出一些建議。A區(qū)農(nóng)村集體發(fā)展用地開(kāi)發(fā)利用上存在的問(wèn)題既有其特殊性,也有全國(guó)的普遍性。本文通過(guò)對(duì)A區(qū)農(nóng)村集體發(fā)展用地開(kāi)發(fā)利用上存在問(wèn)題進(jìn)行分析并提出對(duì)策,對(duì)充分發(fā)揮農(nóng)村集體發(fā)展用地的價(jià)值,提高農(nóng)村集體發(fā)展用地開(kāi)發(fā)利用的效益,增加農(nóng)民的收入,使農(nóng)村集體發(fā)展用地切實(shí)成為村集體和村民長(zhǎng)久、穩(wěn)定、可持續(xù)收入的重要來(lái)源,具有一定的參考作用。
[Abstract]:With the development of urbanization in China, a large number of rural collective land has been expropriated, and farmers' livelihood has become a social problem. In recent years, the Party Central Committee, the State Council and governments at all levels attach great importance to the way out for landless farmers, and have issued various policies to solve the livelihood problems of landless farmers. In order to make the village collective and landless villagers have a long, stable and sustainable source of income, the government has reserved land for rural collective development while expropriating land. The effective development and utilization of rural collective development land is related to the income of the vast number of landless farmers, the steady progress of urban construction, the stability and harmonious development of the country. It is of great theoretical and practical significance to study the effective development and utilization of rural collective development land for solving the problem of agricultural rural farmers, building new urbanization with Chinese characteristics, building a well-off society in an all-round way and speeding up socialist modernization. Under the framework of national policies and regulations, and under the background of continuously promoting the urbanization construction in Xiamen, Fujian Province, this paper takes the rural collective development land in area A as the research object, through the means of data collection, field investigation and interview, etc. This paper analyzes the present situation of the development and utilization of the rural collective development land in area A, and points out that the land planning ability is limited, the idle rate of the land is high, the development benefit is low and the development is out of order in the development process of the rural collective development land in the A area. Such problems as excessive proportion of development and occupation of financial funds, heavy concept of administrative villages, difficulty in overall arrangement to break administrative boundaries and so on, and the causes behind the problems are explored, and it is found that the village collective financial resources are scarce and the village collective project planning. Insufficient management ability is the main factor that causes above problem. In view of the problems existing in the development of rural collective development land in area A, combined with the local reality, this paper creatively puts forward the viewpoint of partial transfer and circulation of rural collective development land. By calculating and synthetically analyzing the economic indexes of specific projects, this paper puts forward quantitatively the countermeasures of transferring 60% collective development land to solve the problem of insufficient financial resources for village collective development. At the same time, aiming at the problems of village collective project planning and insufficient management ability, this paper puts forward some countermeasures, including the government should strengthen guidance, scientifically plan, widen the channels of raising funds, and establish a comprehensive supporting mechanism, etc. Some suggestions on the development mode, planning and management of the land for collective development are put forward. The problems existing in the development and utilization of the land for collective development in area A have their particularities as well as the universality of the whole country. This paper analyzes the problems existing in the development and utilization of rural collective development land in area A and puts forward countermeasures to give full play to the value of rural collective development land, to improve the efficiency of the development and utilization of rural collective development land, and to increase farmers' income. To make the rural collective development land become an important source of long-term, stable and sustainable income for the village collective and villagers, it has certain reference function.
