【摘要】：貧困退出機制完善有助于扶貧開發(fā)業(yè)務(wù)流程再造、脫貧對象生計能力提升與扶貧治理優(yōu)化。綜合考察"著力于扶貧開發(fā)制度完善和扶貧資源效率提升、突出多元主體參與扶貧開發(fā)治理機制創(chuàng)建和強調(diào)現(xiàn)代信息技術(shù)利用與新型管理模式創(chuàng)新"的貧困退出機制運行特點,針對性分析貧困退出標(biāo)準(zhǔn)僵化且難以科學(xué)衡量、"程序合法即合理"的認(rèn)知偏差、貧困退出工作激勵水平不高等貧困退出實踐困境,提出了貧困退出機制完善與發(fā)展扶持政策接續(xù)策略:嚴(yán)把精準(zhǔn)路徑,完善貧困退出指標(biāo)體系;嚴(yán)格貧困戶、貧困村的退出程序,注重貧困退出工作考核評估;強化貧困退出宣傳教育,注重精神脫貧與物質(zhì)脫貧相結(jié)合;注重正向激勵與負(fù)向激勵相結(jié)合,強化貧困退出工作支持保障;創(chuàng)新發(fā)展扶持政策接續(xù),提升脫貧對象生計可持續(xù)發(fā)展能力。
[Abstract]:The improvement of poverty withdrawal mechanism is helpful to the business process reengineering of poverty alleviation and development, the improvement of the livelihood ability of poverty relief objects and the optimization of poverty alleviation governance. A comprehensive review of the operating characteristics of the poverty withdrawal mechanism, which focuses on improving the system of poverty alleviation and development and improving the efficiency of poverty alleviation resources, highlighting the participation of multiple subjects in the establishment of the governance mechanism for poverty alleviation and development and emphasizing the utilization of modern information technology and the innovation of new management patterns, This paper analyzes the poverty withdrawal practice dilemma, such as the rigid standard of poverty withdrawal, the cognition deviation of "legal procedure is reasonable", the low incentive level of poverty exit work, etc. The following strategies are put forward to improve the mechanism of poverty withdrawal and the policy of development support: strict accurate path, perfect the index system of poverty withdrawal; Strict exit procedures for poor households and poor villages, pay attention to the evaluation of poverty withdrawal work, strengthen the propaganda and education of poverty withdrawal, pay attention to the combination of mental poverty alleviation and material poverty reduction; We should pay attention to the combination of positive and negative incentives, strengthen the support and guarantee of poverty withdrawal, and promote the ability of sustainable development of the poverty relief objects through the continuation of innovative development support policies.
