【摘要】：農(nóng)業(yè)作為第一產(chǎn)業(yè),在中國經(jīng)濟(jì)的增長中起著十分重要的作用。改革開放以來,農(nóng)村實(shí)行的家庭聯(lián)產(chǎn)承包責(zé)任制極大地調(diào)動了農(nóng)民的生產(chǎn)積極性,在一定程度上促進(jìn)了機(jī)械化的發(fā)展。但家庭聯(lián)產(chǎn)承包責(zé)任制造成地塊分割過小,難以發(fā)揮機(jī)械化的作用,經(jīng)營模式滯后,管理混亂等問題對農(nóng)業(yè)生產(chǎn)的規(guī)模效益有很大的影響。進(jìn)入新世紀(jì)以來,隨著農(nóng)機(jī)專業(yè)合作社的出現(xiàn)和推廣,彌補(bǔ)了傳統(tǒng)農(nóng)業(yè)模式的缺點(diǎn),使農(nóng)作效率顯著提高,農(nóng)民收益明顯增加。黑龍江省作為中國的糧食主產(chǎn)區(qū),是首批建立農(nóng)機(jī)專業(yè)合作社的省份,農(nóng)機(jī)專業(yè)合作社的推廣為黑龍江省農(nóng)業(yè)成長做出了巨大貢獻(xiàn),有效解決了落荒及農(nóng)田廢棄的問題,促進(jìn)了勞動力轉(zhuǎn)移,加強(qiáng)了農(nóng)業(yè)生產(chǎn)的綜合能力,提高了農(nóng)機(jī)化水平。但同時在合作社的成長與發(fā)展的過程中,產(chǎn)生土地連片、缺乏管理人才、農(nóng)業(yè)機(jī)械選型與配備不合理、部分農(nóng)機(jī)合作社缺乏有效的監(jiān)督和規(guī)范的規(guī)章制度等問題。這些問題都嚴(yán)重制約了黑龍江省農(nóng)機(jī)專業(yè)合作社的發(fā)展。因此,本文將從黑龍江省農(nóng)機(jī)專業(yè)合作社的實(shí)際情況出發(fā),運(yùn)用實(shí)地調(diào)查研究、案例分析、層次分析法及線性規(guī)劃等方法與手段相結(jié)合,在對國內(nèi)外農(nóng)機(jī)專業(yè)合作社基本理論以及特點(diǎn)界定的基礎(chǔ)上,分析黑龍江省農(nóng)機(jī)專業(yè)合作社運(yùn)行機(jī)制、現(xiàn)存具體問題,側(cè)重探討了制約黑龍江省農(nóng)機(jī)專業(yè)合作社發(fā)展因素以及農(nóng)機(jī)具選型與配套等內(nèi)容,進(jìn)而為黑龍江省農(nóng)機(jī)專業(yè)合作社的健康積極發(fā)展提供對策與建議,最后總結(jié)出相應(yīng)的結(jié)論。⑴本文對農(nóng)機(jī)專業(yè)合作社的理論、特點(diǎn)、作用進(jìn)行了理論界定,從組建形式、管理制度、裝備結(jié)構(gòu)等多方面,分析出黑龍江省農(nóng)機(jī)專業(yè)合作社的發(fā)展現(xiàn)狀及存在問題,并對黑龍江省現(xiàn)代農(nóng)機(jī)專業(yè)合作社示范社進(jìn)行深入分析,找出其優(yōu)勢做法,為黑龍江省其它地區(qū)農(nóng)機(jī)專業(yè)合作社提供理論參考;⑵運(yùn)用層次分析法對影響黑龍江省農(nóng)機(jī)專業(yè)合作社成長與發(fā)展的因素進(jìn)行剖析,找出主要影響因素,并對其最終結(jié)果進(jìn)行權(quán)重值大小排序;⑶運(yùn)用線性規(guī)劃的方法對黑龍江省東官農(nóng)機(jī)專業(yè)合作社的農(nóng)業(yè)機(jī)械系統(tǒng)進(jìn)行優(yōu)化配備,降低農(nóng)機(jī)專業(yè)合作社運(yùn)營的總成本。與優(yōu)化前的農(nóng)業(yè)機(jī)械系統(tǒng)進(jìn)行對比,最后得出結(jié)論;⑷從經(jīng)營及建設(shè)兩個方面提出適合黑龍江省農(nóng)機(jī)專業(yè)合作社發(fā)展的對策及建議,為黑龍江省及相關(guān)地區(qū)發(fā)展農(nóng)機(jī)專業(yè)合作組織提供指導(dǎo)和參考。
[Abstract]:Agriculture, as the primary industry, plays a very important role in China's economic growth. Since the reform and opening up, the household contract responsibility system in rural areas has greatly aroused the farmers' enthusiasm in production and promoted the development of mechanization to a certain extent. However, the household contract responsibility system makes the land division too small, it is difficult to play the role of mechanization, the management model lags behind, and the management confusion has a great impact on the scale efficiency of agricultural production. Since the beginning of the new century, with the emergence and popularization of agricultural machinery cooperatives, it has made up for the shortcomings of the traditional agricultural model, and has greatly improved the efficiency of farming and increased the income of farmers. Heilongjiang Province, as the main grain producing area of China, is the first province to set up specialized cooperative of agricultural machinery. The popularization of specialized cooperative of agricultural machinery has made great contribution to the growth of agriculture in Heilongjiang Province, and has effectively solved the problems of desolation and abandonment of farmland. Promote labor force transfer, strengthen the comprehensive ability of agricultural production, improve the level of agricultural mechanization. But at the same time, in the process of the co-operative 's growth and development, there are many problems, such as continuous land, lack of management personnel, unreasonable selection and allocation of agricultural machinery, lack of effective supervision and standardized rules and regulations in some agricultural machinery cooperatives, etc. These problems have seriously restricted the development of agricultural machinery cooperatives in Heilongjiang Province. Therefore, this article will proceed from the actual situation of Heilongjiang Province agricultural machinery specialized cooperative, uses the field investigation research, the case analysis, the analytic hierarchy process and the linear programming and so on the method and the means unifies, On the basis of defining the basic theory and characteristics of agricultural machinery cooperatives at home and abroad, this paper analyzes the operating mechanism of agricultural machinery cooperatives in Heilongjiang Province and the existing concrete problems. The factors restricting the development of agricultural machinery cooperatives in Heilongjiang Province and the selection and matching of agricultural machinery tools are discussed in order to provide countermeasures and suggestions for the healthy and positive development of agricultural machinery cooperatives in Heilongjiang Province. Finally, the corresponding conclusions are summarized. 1 this paper defines the theory, characteristics and functions of agricultural machinery cooperatives, from the form of formation, management system, equipment structure, and so on. This paper analyzes the present situation and existing problems of agricultural machinery cooperatives in Heilongjiang Province, and analyzes the model cooperatives of modern agricultural machinery cooperatives in Heilongjiang Province, and finds out its advantages and practices. To provide theoretical reference for agricultural machinery cooperatives in other regions of Heilongjiang Province; 2Analytic hierarchy process (AHP) is used to analyze the factors that affect the growth and development of agricultural machinery cooperatives in Heilongjiang Province, to find out the main influencing factors, and to rank the weight value of the final results. Using linear programming method to optimize the agricultural machinery system of Dongguan Agricultural Machinery Cooperatives in Heilongjiang Province to reduce the total cost of the operation of Agricultural Machinery Cooperatives. Compared with the agricultural machinery system before optimization, the final conclusion is drawn. 4 the countermeasures and suggestions suitable for the development of agricultural machinery cooperatives in Heilongjiang Province are put forward from the aspects of management and construction, which provide guidance and reference for the development of professional cooperative organizations of agricultural machinery in Heilongjiang Province and related areas.
