【摘要】：南京國(guó)民政府前期,由于官方未能有效地控制基層,因此,民間勢(shì)力成為官方行政的障礙,政府推行的土地調(diào)查工作收效不大。建國(guó)后,新生的人民政權(quán)通過(guò)土改,徹底消除了鄉(xiāng)村地區(qū)的民間組織資源,得以重建基層。近年來(lái),民間組織資源復(fù)蘇,"鄉(xiāng)賢治村"模式受到關(guān)注;但是,法治建設(shè)和民主監(jiān)督必須加強(qiáng),尤其要警惕"士紳劣質(zhì)化"。
[Abstract]:In the early period of Nanjing National Government, because the government failed to control the basic level effectively, the folk forces became the obstacle of the official administration, and the land survey carried out by the government had little effect. After the founding of the people's Republic of China, the new people's power completely eliminated the resources of civil organizations in rural areas and rebuilt the grassroots through land reform. In recent years, the resources of non-governmental organizations have recovered, and the mode of "village governance" has been paid close attention to, but the construction of the rule of law and democratic supervision must be strengthened, especially on the alert of "the inferior quality of the gentry".
