小城鎮(zhèn)土地定級(jí)方法修定研究

【摘要】:城鎮(zhèn)土地定級(jí)涵蓋了多個(gè)研究領(lǐng)域,完善小城鎮(zhèn)的土地定級(jí)工作對(duì)土地利用總體規(guī)劃的實(shí)施以及促進(jìn)土地資源可持續(xù)利用都有積極作用,而且土地級(jí)別的優(yōu)劣程度可以客觀的表現(xiàn)出土地質(zhì)量的優(yōu)劣。按照我國(guó)城鎮(zhèn)土地定級(jí)規(guī)程的要求,土地定級(jí)結(jié)果應(yīng)該在上一次定級(jí)成果的基礎(chǔ)上每隔三年進(jìn)行一次更新。但是,小城鎮(zhèn)土地定級(jí)成果更新受到了資金、設(shè)備、技術(shù)的制約,成果更新相對(duì)遲緩,難以反映出小城鎮(zhèn)各級(jí)土地市場(chǎng)的真實(shí)情況,特別是在經(jīng)營(yíng)性用地掛牌、出讓土地價(jià)格評(píng)估中已經(jīng)無(wú)法應(yīng)用,制約了土地價(jià)格調(diào)節(jié)作用的發(fā)揮,補(bǔ)充和完善小城鎮(zhèn)土地定級(jí)方法是十分必要的。本文從土地定級(jí)的理論分析入手,客觀地評(píng)價(jià)常用定級(jí)方法在小城鎮(zhèn)土地定級(jí)工作中的主要問(wèn)題,結(jié)合對(duì)小城鎮(zhèn)土地定級(jí)特殊性的分析,提出修定土地定級(jí)常用方法,以期提供小城鎮(zhèn)土地定級(jí)的范式。本文在多因素評(píng)定法的基礎(chǔ)上,一方面基于統(tǒng)計(jì)軟件SAS9.0中的主成分分析提取定級(jí)因子,將定級(jí)因子的選取進(jìn)行修定,從而保證土地經(jīng)濟(jì)因素和非經(jīng)濟(jì)因素的結(jié)合,以及定性分析和定量分析的結(jié)合;另一方面以綜合賦權(quán)法進(jìn)行權(quán)重修定,將主觀權(quán)重和客觀權(quán)重通過(guò)數(shù)學(xué)運(yùn)算整合,力圖更加確切的表現(xiàn)出小城鎮(zhèn)土地定級(jí)因子權(quán)重。德惠市于2008年完成了上一次定級(jí)工作,到目前為止已經(jīng)有近七年之久,所以,有必要進(jìn)行德惠市土地定級(jí)成果更新,通過(guò)實(shí)證研究,以德惠市作為小城鎮(zhèn)定級(jí)工作的縮影,得出以下結(jié)論:(1)小城鎮(zhèn)土地定級(jí)具有不同于大中城市的特點(diǎn),以往常用方法不適合小城鎮(zhèn)土地定級(jí)的特殊性。(2)修正小城鎮(zhèn)土地定級(jí)因子的選取,應(yīng)該先采取以城鎮(zhèn)土地定級(jí)規(guī)程為依據(jù)進(jìn)行初選,再通過(guò)主成分分析進(jìn)一步提取;修正定級(jí)因子的權(quán)重,應(yīng)該采取綜合賦權(quán)法進(jìn)行修正。(3)經(jīng)過(guò)修定后的小城鎮(zhèn)土地定級(jí)方法通過(guò)了相關(guān)專家論證,并且定級(jí)結(jié)果通過(guò)了土地市場(chǎng)交易價(jià)格的檢驗(yàn)。
[Abstract]:The classification of urban land covers many research fields. Improving the land grading of small towns plays an active role in the implementation of the overall planning of land use and in promoting the sustainable use of land resources. And the quality of the land level can objectively show the quality of land. According to the requirements of urban land grading rules in China, the results of land grading should be updated every three years on the basis of the previous results. However, the renewal of land grading results in small towns is restricted by funds, equipment and technology, and the results are relatively slow to reflect the real situation of land markets at all levels in small towns, especially when listed on operating land. It is necessary to supplement and perfect the method of land gradation in small towns because it has been unable to be applied in the land price evaluation of land transfer, which restricts the function of land price adjustment. Starting with the theoretical analysis of land gradation, this paper objectively evaluates the main problems of common gradation methods in small town land gradation, combines with the analysis of the particularity of small town land gradation, and puts forward some common methods for land gradation. In order to provide a small town land classification paradigm. Based on the multi-factor evaluation method, on the one hand, based on the principal component analysis in the statistical software SAS9.0, the gradation factor is extracted, and the selection of the grading factor is revised to ensure the combination of the land economic factor and the non-economic factor. And the combination of qualitative analysis and quantitative analysis; On the other hand, the weight is revised by the comprehensive weighting method, the subjective weight and the objective weight are integrated through mathematical operation, and the weight of land gradation factor of small town is shown more accurately. Dehui City completed its last grading work in 2008, and it has been nearly seven years so far. Therefore, it is necessary to update the land grading results of Dehui City. Through empirical research, Dehui City is taken as the epitome of small town grading work. The following conclusions are drawn: (1) the land grading of small towns is different from that of large and medium-sized cities, and the common methods used in the past are not suitable for the particularity of land gradation in small towns. (2) the selection of land gradation factors for small towns is revised. The primary selection should be based on the rules of urban land gradation, and then extracted by principal component analysis (PCA). In order to correct the weight of grading factors, the comprehensive weighting method should be adopted. (3) the land gradation method of small towns after revision has passed the relevant expert demonstration, and the grading results have passed the test of the transaction price of the land market.
