【摘要】：現(xiàn)代農(nóng)業(yè)資金短缺問題僅僅靠國(guó)家財(cái)政、信貸等傳統(tǒng)融資渠道不能有效解決,創(chuàng)業(yè)投資是解決這一問題的重要途徑。創(chuàng)業(yè)投資具有促進(jìn)現(xiàn)代農(nóng)業(yè)發(fā)展的資源優(yōu)化配置效應(yīng),但與其他創(chuàng)業(yè)投資項(xiàng)目相比,現(xiàn)代農(nóng)業(yè)創(chuàng)業(yè)投資具有委托代理關(guān)系較復(fù)雜、主體各方利益差異大、參與主體素質(zhì)較低、農(nóng)業(yè)面臨風(fēng)險(xiǎn)大、投資周期長(zhǎng)和收益回報(bào)慢等特點(diǎn)。為更好地促進(jìn)創(chuàng)業(yè)投資與現(xiàn)代農(nóng)業(yè)的對(duì)接,應(yīng)設(shè)立現(xiàn)代農(nóng)業(yè)創(chuàng)業(yè)投資引導(dǎo)基金,構(gòu)建以對(duì)接機(jī)制、運(yùn)行機(jī)制和退出機(jī)制為中心,以政策支持機(jī)制和監(jiān)管評(píng)價(jià)機(jī)制為兩翼的有利于現(xiàn)代農(nóng)業(yè)創(chuàng)業(yè)投資引導(dǎo)基金發(fā)展的梭形投融資機(jī)制。
[Abstract]:The shortage of modern agricultural funds can not be effectively solved by traditional financing channels such as national finance and credit. Venture capital is an important way to solve this problem. Venture capital has the effect of optimizing the allocation of resources to promote the development of modern agriculture, but compared with other venture capital projects, the principal-agent relationship of modern agricultural venture capital is more complicated, the interests of the main parties are different, and the quality of the participants is lower. Agriculture is faced with the characteristics of high risk, long investment cycle and slow return on income. In order to better promote the connection between venture capital and modern agriculture, the guiding fund of modern agricultural venture capital should be set up, with the docking mechanism, operation mechanism and exit mechanism as the center. The fusiform investment and financing mechanism, which is beneficial to the development of modern agricultural venture capital, is based on the policy support mechanism and the supervision and evaluation mechanism.
