【摘要】：隨著社會經(jīng)濟(jì)的迅速發(fā)展與城鎮(zhèn)化進(jìn)程的不斷加快,我國逐漸進(jìn)入風(fēng)險(xiǎn)多發(fā)期,社會風(fēng)險(xiǎn)頻繁發(fā)生。在當(dāng)前社會發(fā)展過程中,許多問題都已經(jīng)顯現(xiàn),比如社會結(jié)構(gòu)嚴(yán)重分化、貧富差距逐漸加大、社會利益過度失衡等。與此同時(shí),風(fēng)險(xiǎn)開始不斷地出現(xiàn)在農(nóng)村土地流轉(zhuǎn)的過程中,進(jìn)而引發(fā)出更多的社會矛盾與問題。現(xiàn)階段,農(nóng)村土地流轉(zhuǎn)問題愈來愈成為當(dāng)前發(fā)展中的重大問題,從各個(gè)方面影響著現(xiàn)代化的前進(jìn)與發(fā)展。如何解決好土地流轉(zhuǎn)的問題以及如何保障農(nóng)民自身的權(quán)益,都是解決好“三農(nóng)”問題的關(guān)鍵。了解當(dāng)前政府對土地流轉(zhuǎn)中的風(fēng)險(xiǎn)管理的現(xiàn)狀,分析土地流轉(zhuǎn)中存在的風(fēng)險(xiǎn)帶來的嚴(yán)重危害,可以提高全體社會風(fēng)險(xiǎn)管理意識,預(yù)防和減少更多的群體事件的發(fā)生,更好的采取有效措施,從根本上解決當(dāng)前面臨的各種風(fēng)險(xiǎn),進(jìn)而促進(jìn)整個(gè)社會健康全面的發(fā)展。本文通過探討與分析,總結(jié)了當(dāng)前國內(nèi)外學(xué)者從不同角度研究農(nóng)村土地流轉(zhuǎn)風(fēng)險(xiǎn)管理問題的成果,界定了有關(guān)農(nóng)村土地流轉(zhuǎn)及風(fēng)險(xiǎn)管理方面的概念與內(nèi)涵,闡述了當(dāng)前我國在農(nóng)村土地流轉(zhuǎn)過程中風(fēng)險(xiǎn)管理方面的主要概況。隨后,通過仔細(xì)分析我國農(nóng)村土地流轉(zhuǎn)中所面臨的風(fēng)險(xiǎn),總結(jié)出所面臨的風(fēng)險(xiǎn)類別,并分析其產(chǎn)生這些風(fēng)險(xiǎn)的主要原因。最后,運(yùn)用管理方面的知識以及風(fēng)險(xiǎn)理論的知識,提出規(guī)避各類風(fēng)險(xiǎn)的對策。
[Abstract]:With the rapid development of social economy and the accelerating process of urbanization, China has gradually entered into a period of frequent risks, social risks occur frequently. In the process of current social development, many problems have emerged, such as the serious division of social structure, the widening gap between the rich and the poor, the excessive imbalance of social interests, and so on. At the same time, the risk began to appear in the process of rural land circulation, and then caused more social contradictions and problems. At present, the issue of rural land circulation is becoming more and more important in the current development, which affects the progress and development of modernization in all aspects. How to solve the problem of land circulation and how to protect the rights and interests of farmers are the key to solve the problem of "agriculture, countryside and farmers". Understanding the current situation of risk management in land circulation by the government and analyzing the serious harm caused by the risk in land circulation can raise the awareness of risk management in the whole society and prevent and reduce the occurrence of more group events. Better take effective measures to fundamentally solve the current risks, and promote the overall development of the whole society. Based on the discussion and analysis, this paper summarizes the research achievements of risk management in rural land circulation from different angles, and defines the concept and connotation of rural land circulation and risk management. This paper expounds the main situation of risk management in the process of rural land circulation in China. Then, through the careful analysis of the risks in the rural land circulation in China, this paper summarizes the types of risks faced and analyzes the main reasons for these risks. Finally, using the knowledge of management and the knowledge of risk theory, the countermeasures of avoiding all kinds of risks are put forward.
