【摘要】：弗農(nóng)·拉坦通過大量的實證分析,證明農(nóng)業(yè)增長受資源稟賦制約,并根據(jù)農(nóng)業(yè)資源稟賦的不同豐裕程度提出實現(xiàn)農(nóng)業(yè)現(xiàn)代化的3種不同模式,即機(jī)械化主導(dǎo)模式、技術(shù)主導(dǎo)模式、交錯發(fā)展模式,美國、日本、法國分別是3種模式的典型代表,3國農(nóng)業(yè)現(xiàn)代化發(fā)展模式雖然不同,但在科研技術(shù)投入、農(nóng)業(yè)合作組織建設(shè)、農(nóng)業(yè)補(bǔ)貼、技能培訓(xùn)等方面都十分重視。我國農(nóng)業(yè)存在資源稟賦空間分布差異大、基礎(chǔ)薄弱、農(nóng)民文化程度低、農(nóng)業(yè)合作組織少等問題,政府應(yīng)借鑒國外成功經(jīng)驗,從優(yōu)化農(nóng)業(yè)區(qū)劃、推進(jìn)農(nóng)業(yè)供給側(cè)結(jié)構(gòu)性改革、強(qiáng)化農(nóng)民技能培訓(xùn)、完善農(nóng)資儲備體系、健全農(nóng)業(yè)合作組織等方面努力,切實推進(jìn)農(nóng)業(yè)現(xiàn)代化發(fā)展。
[Abstract]:Vernon Rattan proves that agricultural growth is restricted by resource endowment through a lot of empirical analysis, and puts forward three different modes of realizing agricultural modernization according to the different abundance degree of agricultural resource endowment, that is, the dominant mode of mechanization. The technology leading mode, the staggered development model, the United States, Japan and France are the typical representatives of the three models respectively. Although the three countries' agricultural modernization development models are different, but in scientific research and technology investment, agricultural cooperation organization construction, agricultural subsidies, Skills training and other aspects are very important. There are some problems in agriculture in our country, such as great difference in spatial distribution of resource endowment, weak foundation, low education level of farmers and less agricultural cooperative organization. The government should draw lessons from the successful experience of foreign countries and promote the structural reform on the supply side of agriculture by optimizing agricultural regionalization and promoting the structural reform on the supply side of agriculture. We should strengthen the training of farmers' skills, improve the reserve system of agricultural materials, and improve agricultural cooperation organizations, so as to promote the development of agricultural modernization.
