【摘要】：農(nóng)戶宅基地有償退出是土地供給側(cè)結(jié)構(gòu)改革的具體實踐。農(nóng)戶宅基地有償退出面臨著政策和法律的限制、動力機制缺乏、保障機制不足等障礙。本文以河南省"百村調(diào)查"為實證,提出鼓勵和引導農(nóng)戶宅基地有償退出的實現(xiàn)路徑:實施政府權(quán)力清單制度;保障農(nóng)戶居住權(quán);建立補償機制;解除農(nóng)戶后顧之憂;增加農(nóng)戶非農(nóng)收入等。
[Abstract]:It is the concrete practice of land supply-side structure reform to withdraw from homestead paid by peasant households. Farmers' paid withdrawal from homestead is faced with the restriction of policy and law, the lack of motive mechanism, the insufficiency of guarantee mechanism, and so on. Based on the investigation of 100 villages in Henan Province, this paper puts forward the ways to encourage and guide farmers to withdraw from their homestead with compensation: implementing the system of government power list, protecting the right of residence of farmers, establishing compensation mechanism, lifting the worries of farmers; Increase peasant household non-agricultural income and so on.
