【摘要】：土地問題一直是涉及人們切身利益的大問題，隨著時(shí)間推移，其重要性有增無減。人口的不斷增加和經(jīng)濟(jì)的飛速發(fā)展加劇了對(duì)土地的需求，人地矛盾變得愈加突出。土地是有限的，就是說土地的供給是一定的，要滿足人們不斷增長(zhǎng)的需求就只能從提高土地的利用效率來得以解決，土地的集約利用是提高土地利用效率最好的解決方法。 土地集約利用順應(yīng)了時(shí)代發(fā)展的方向，踐行了節(jié)約型社會(huì)、可持續(xù)發(fā)展和生態(tài)文明建設(shè)的要求。黨中央、國(guó)務(wù)院高度重視節(jié)約集約利用土地工作，明確提出要建立健全嚴(yán)格的節(jié)約集約用地制度，并將資源節(jié)約確定為基本國(guó)策和優(yōu)先戰(zhàn)略，多次對(duì)實(shí)行嚴(yán)格的節(jié)約用地制度提出明確要求。2014年8月28日，國(guó)土資源部審議并通過《國(guó)土資源部關(guān)于推進(jìn)土地節(jié)約集約利用的指導(dǎo)意見》，為土地集約利用工作提供了方向。土地集約利用的實(shí)現(xiàn)不僅可以保住18億畝耕地紅線，保證糧食安全，，還可以通過完善土地規(guī)劃實(shí)現(xiàn)土地資源的合理配置，提高土地的利用效率，從而提高經(jīng)濟(jì)效益。除了獲得經(jīng)濟(jì)效益以外，土地的集約利用還包括很多內(nèi)涵，在充分利用土地的同時(shí)也注重對(duì)土地的合理保護(hù)，以期實(shí)現(xiàn)土地可持續(xù)利用。 本文主體分為三部分：第一部分首先通過晉城市土地利用現(xiàn)狀分析對(duì)晉城市的土地利用情況有了初步了解；第二部分通過建立評(píng)價(jià)指標(biāo)體系對(duì)晉城市土地集約利用水平進(jìn)行量化綜合評(píng)價(jià)；第三部分針對(duì)評(píng)價(jià)結(jié)果分析得出晉城市土地集約利用中存在的具體問題，并提出相關(guān)對(duì)策及建議。 本文主要通過多因素綜合評(píng)價(jià)模型對(duì)晉城市土地集約利用水平進(jìn)行評(píng)價(jià)。在土地集約利用內(nèi)涵的指導(dǎo)下，從土地投入情況、土地利用的經(jīng)濟(jì)效益、社會(huì)效益和生態(tài)效益等四個(gè)方面入手，并選取11個(gè)指標(biāo)對(duì)晉城市土地集約利用水平進(jìn)行評(píng)價(jià)。在建立指標(biāo)體系之后，利用熵值法求出權(quán)重，通過計(jì)算得出晉城市土地集約利用處于中低水平，還有極大改進(jìn)空間。最后結(jié)合晉城市的具體情況，提出相應(yīng)的對(duì)策建議，即通過完善土地規(guī)劃、引進(jìn)市場(chǎng)機(jī)制、提高城市土地利用效率、污染土地治理等方式提高土地集約利用水平。
[Abstract]:The land issue has always been a major issue involving the vital interests of people, and its importance has increased with the passage of time. With the increasing of population and the rapid development of economy, the demand for land has been aggravated, and the contradiction between man and land has become more and more prominent. Land is limited, that is, the supply of land is certain, in order to meet the increasing demand of people can only be solved by improving the efficiency of land use, the intensive use of land is the best solution to improve the efficiency of land use. Intensive land use conforms to the direction of development of the times and practices the requirements of saving society, sustainable development and ecological civilization construction. The Party Central Committee and the State Council attach great importance to the work of economizing on intensive land use, and clearly propose to establish and improve a strict system of economizing and intensive land use, and to define resource conservation as a basic national policy and a priority strategy. On August 28, 2014, the Ministry of Land and Resources deliberated and adopted the guidance of the Ministry of Land and Resources on promoting intensive land use, which provided the direction for intensive land use. The realization of intensive use of land can not only keep the red line of 1.8 billion mu of cultivated land, guarantee food security, but also realize the rational allocation of land resources through improving land planning, improve the efficiency of land use and increase the economic benefit. In addition to obtaining economic benefits, intensive use of land also includes a lot of connotations. It also pays attention to the rational protection of land while making full use of land, in order to realize the sustainable use of land. The main body of this paper is divided into three parts: the first part through the analysis of the current situation of land use in Jincheng City has a preliminary understanding of the situation of land use; The second part of the evaluation index system through the establishment of intensive land use level of Jincheng quantitative comprehensive evaluation; the third part of the evaluation results of the analysis of Jincheng City land intensive use of specific problems, And put forward the relevant countermeasures and suggestions. This paper evaluates the level of intensive land use in Jincheng city by multi-factor comprehensive evaluation model. Under the guidance of the intension of intensive land use, this paper starts with four aspects of land input, economic benefit, social benefit and ecological benefit of land use, and selects 11 indexes to evaluate the level of intensive land use in Jincheng city. After the establishment of the index system, the weight is calculated by the entropy method, and the intensive use of land in Jincheng is in the middle and low level, and there is much room for improvement. Finally, according to the concrete situation of Jincheng city, the corresponding countermeasures and suggestions are put forward, that is, to improve the level of intensive land use by perfecting the land planning, introducing market mechanism, improving the efficiency of urban land use, and controlling the pollution of land.
