【摘要】：以供給側(cè)改革為抓手,實(shí)現(xiàn)農(nóng)業(yè)供求高度契合是提升我國(guó)農(nóng)業(yè)綜合實(shí)力的可靠路徑。以"去庫(kù)存""降成本"和"補(bǔ)短板"為研究思路和內(nèi)容,在分析美國(guó)、澳大利亞、以色列和加拿大等國(guó)供給側(cè)改革實(shí)踐的基礎(chǔ)上,認(rèn)為應(yīng)該從關(guān)注小規(guī)模兼業(yè)農(nóng)戶(hù)發(fā)展、構(gòu)建農(nóng)業(yè)社會(huì)化服務(wù)體系,明晰政府職能與定位、有所為有所不為,合理規(guī)劃農(nóng)業(yè)生產(chǎn)與結(jié)構(gòu)、減低農(nóng)產(chǎn)品庫(kù)存水平等方面加快我國(guó)農(nóng)業(yè)供給側(cè)改革步伐。
[Abstract]:Taking supply-side reform as the starting point, it is a reliable way to improve the comprehensive strength of China's agriculture by realizing the high agreement between agricultural supply and demand. Based on the analysis of supply-side reform practices in the United States, Australia, Israel and Canada, it is believed that we should pay attention to the development of small-scale concurrent farmers based on the research ideas and contents of "destocking" and "reducing costs" and "mending short boards", and based on the analysis of supply-side reform practices in the United States, Australia, Israel and Canada, etc. To construct the agricultural socialized service system, to clarify the government function and position, to do something wrong, to plan the agricultural production and structure rationally, and to reduce the inventory level of agricultural products, and so on, to accelerate the pace of agricultural supply-side reform in China.
