黑龍江省國有林區(qū)職工家庭收入特征及增收路徑研究
[Abstract]:The state-owned forest area of Heilongjiang Province is one of the main concentrated areas of forest resources in our country because of its humid climate, mild mountain and abundant forest resources, which straddle the frigid temperate zone. The implementation of the natural forest resources protection project, the determination of the ecological functional areas of the Greater and Xiaoxingan Mountains and the complete cessation of the implementation of the commercial harvesting policy of natural forests in the state-owned forest areas of Heilongjiang Province, This means that state-owned forest areas must undergo economic transformation from "wood" to "non-wood". With the implementation of major forestry projects, the central government has improved the income of workers and staff in state-owned forest areas to a certain extent through financial allocations. However, there is still a big gap between the income of workers in state-owned forest areas and that of urban workers. From the perspective of Heilongjiang Province, In recent years, the gap between the average annual wages of workers in state-owned forest areas and that of urban workers has widened rather than narrowed. Thus, it is an urgent problem to increase the income of state-owned forest area workers in Heilongjiang Province. This paper makes a descriptive analysis on the family income characteristics of the staff and workers in the state-owned forest area of Heilongjiang Province, and makes an econometric analysis on the influencing factors of the family income of the staff and workers. The main factors affecting the family income of the workers in the state-owned forest area of Heilongjiang Province are the factors of production. Policies and institutions, regional natural and socio-economic conditions, and subjective factors such as workers' wishes and behaviors. This paper sums up and selects factors such as family characteristics, land characteristics, virtual variables of regional differences and other external characteristics, and makes an econometric analysis on the effects of these factors on the household income of workers and staff members. The OLS regression results showed that the number of family labor had no significant effect on the family income of the workers in the state-owned forest area of Heilongjiang Province. The number of family non-labor has a significant impact on the family income of the workers in the state-owned forest area of Heilongjiang Province, and the forestland resources have an impact on the income of the average household of the workers in the state-owned forest area of Heilongjiang Province. The families of forestry workers and staff are engaged in the economic activities under the forest, such as planting and breeding under the forest and collecting under the forest, using the forestland managed and managed, thus contributing to the income of their families; The average household income of forestry workers in the state-owned forest area of Heilongjiang Province is not affected by the management organization and the supporting policies provided by the forestry bureau where the family is located. The proposal of ecological protection and economic transformation planning in Daxing'anling forest region will greatly enhance the ecological function of the forest in Daxing'anling region, establish an ecologically dominated economic system, and significantly improve the income of residents and the level of public services. In this situation, it is of great theoretical and practical significance to make a scientific judgement on the income trend of forestry workers and staff in the big and small Xing'an Mountains, to understand the characteristics of income in detail, to make a thorough analysis of the difficulty of increasing income, and to make clear the path and countermeasures of increasing income. Based on the domestic and foreign scholars' research on the income of forestry workers, and based on the survey data of the people's livelihood in the state-owned forest areas of Heilongjiang Province, the income of forestry workers and staff in the state-owned forest areas of Heilongjiang Province is introduced in detail.
