【摘要】：精準(zhǔn)扶貧是黨中央針對(duì)減貧形勢(shì)變化,是在扶貧開(kāi)發(fā)頂層設(shè)計(jì)上提出的基本方略,是當(dāng)下貧困地區(qū)的一項(xiàng)重點(diǎn)工程,是全面建成小康社會(huì)的短板,而農(nóng)村地區(qū)是當(dāng)前脫貧攻堅(jiān)的難點(diǎn)。河南省沈丘縣是傳統(tǒng)農(nóng)區(qū),國(guó)家連片特困地區(qū)重點(diǎn)縣,河南省“三山一灘”扶貧工作重點(diǎn)縣,農(nóng)業(yè)人口及貧困人口占比較多,扶貧脫貧途徑少,脫貧意義重大。通過(guò)對(duì)沈丘縣現(xiàn)階段精準(zhǔn)扶貧的研究和分析,能夠找出沈丘縣致貧及當(dāng)前精準(zhǔn)扶貧工作中的脫貧短板,優(yōu)化該地區(qū)精準(zhǔn)扶貧政策,實(shí)現(xiàn)精準(zhǔn)脫貧等。本文以河南省沈丘縣實(shí)證分析的對(duì)象,在充分調(diào)研、有詳實(shí)數(shù)據(jù)資料的基礎(chǔ)上運(yùn)用精準(zhǔn)扶貧的基礎(chǔ)理論,以及文獻(xiàn)資料法、案例分析法等研究方法,通過(guò)對(duì)調(diào)查問(wèn)卷的整理,詳細(xì)分析了沈丘縣農(nóng)村貧困人口基本情況,全面闡述了沈丘縣精準(zhǔn)扶貧開(kāi)展的具體工作包括完善扶貧工作機(jī)制、民生精準(zhǔn)改善、產(chǎn)業(yè)精準(zhǔn)鏈戶等具體工作及總體成效,發(fā)現(xiàn)還存在扶貧對(duì)象識(shí)別度需提高、貧困主體參與積極性低、扶貧項(xiàng)目定位存在偏差、產(chǎn)業(yè)扶貧帶動(dòng)能力有限和扶貧開(kāi)發(fā)主體較為單一等主要問(wèn)題,并分析出存在這些問(wèn)題的成因主要是多元收入識(shí)別困難、貧困戶文化水平低、缺乏扶貧激勵(lì)機(jī)制、因病殘致貧人數(shù)多和扶貧隊(duì)伍能力不足等,而要全面系統(tǒng)地解決這些問(wèn)題和消解這些成因,提出狠下繡花功夫落實(shí)精準(zhǔn)、醫(yī)療扶貧走在脫貧前列、培育多元化的扶貧主體、加大扶貧政策宣傳力度、提高扶貧對(duì)象綜合素質(zhì)和提高扶貧隊(duì)伍整體水平等實(shí)現(xiàn)精準(zhǔn)脫貧的對(duì)策建議。通過(guò)發(fā)現(xiàn)問(wèn)題,找出成因,提出對(duì)策建議的邏輯研究思路,切實(shí)從理論上提高了沈丘縣精準(zhǔn)扶貧實(shí)踐的操作性和沈丘縣精準(zhǔn)扶貧工作效率,對(duì)其他貧困農(nóng)區(qū)乃至所有貧困地區(qū)參考和借鑒精準(zhǔn)脫貧都有一定積極的理論意義和實(shí)踐意義,沈丘縣及其他貧困地區(qū)一定能夠加快實(shí)現(xiàn)精準(zhǔn)脫貧!本文有兩點(diǎn)創(chuàng)新:一是全面系統(tǒng)地開(kāi)展傳統(tǒng)農(nóng)區(qū)貧困縣的精準(zhǔn)扶貧問(wèn)題研究;二是認(rèn)真細(xì)致地找尋傳統(tǒng)農(nóng)區(qū)貧困縣致貧成因及扶貧短板。
[Abstract]:Precision poverty alleviation is a basic strategy put forward by the CPC Central Committee in response to the changes in the poverty reduction situation, a basic strategy put forward in the top-level design of poverty alleviation and development, a key project in the poverty-stricken areas at present, and a short board for building a well-to-do society in an all-round way. Rural areas are the current difficulties in overcoming poverty. Shenqiu County in Henan Province is a traditional agricultural area, the key county in the special difficult areas of our country, and the key county of poverty alleviation in "three Mountains and one Beach" in Henan Province. The agricultural population and the poor population account for more, the ways of poverty alleviation and poverty alleviation are few, and the poverty relief is of great significance. Through the research and analysis of precision poverty alleviation in Shenqiu county at present, we can find out the poverty reduction board in Shenqiu county and the current precision poverty alleviation work, optimize the precision poverty alleviation policy in this area, and realize the precision poverty reduction. In this paper, the object of empirical analysis in Shenqiu County, Henan Province, on the basis of full investigation and detailed data, using the basic theory of accurate poverty alleviation, as well as the methods of literature, case analysis, and so on, through sorting out the questionnaire. The basic situation of rural poor population in Shenqiu County is analyzed in detail, and the specific work of precision poverty alleviation in Shenqiu County including improving the working mechanism of poverty alleviation, improving people's livelihood, improving the household of industry precision chain, etc., and its overall results are comprehensively expounded. It is found that there are still some main problems, such as the need to improve the identification degree of poverty alleviation objects, the low participation enthusiasm of the poor subjects, the deviation in the orientation of poverty alleviation projects, the limited ability of industry to help the poor and the single main body of poverty alleviation and development, etc. The main causes of these problems are the difficulty of identification of multiple income, the low level of education of poor households, the lack of incentive mechanism for poverty alleviation, the large number of poor people caused by illness and disability, and the lack of ability of poverty alleviation team, etc. In order to solve these problems and eliminate these causes in a comprehensive and systematic way, we should put forward the idea of putting painstaking efforts into practice and precision, medical treatment and poverty alleviation being in the forefront of poverty alleviation, fostering diversified poverty alleviation subjects, and increasing the propaganda of poverty alleviation policies. To improve the comprehensive quality of poverty relief objects and improve the overall level of poverty alleviation team to achieve accurate anti-poverty countermeasures. Through finding out the problem, finding out the cause of formation, putting forward the logical research thought of countermeasure and suggestion, improving the maneuverability of precision poverty alleviation practice in Shenqiu County and the efficiency of precision poverty alleviation work in Shenqiu County in theory, It has positive theoretical and practical significance to other poor agricultural areas and even all poor areas. Shenqiu County and other poverty-stricken areas can speed up the realization of precision poverty eradication! There are two innovations in this paper: one is to carry out a comprehensive and systematic study on the problem of precision poverty alleviation in the poor counties of the traditional agricultural areas; the other is to look carefully for the causes of poverty in the poor counties in the traditional rural areas and the short board for poverty alleviation.
