天津市土地利用總體規(guī)劃(2006-2020)實(shí)施評(píng)價(jià)研究

【摘要】:土地利用總體規(guī)劃是落實(shí)土地宏觀調(diào)控和土地用途管制的重要依據(jù)。而土地利用總體規(guī)劃的實(shí)施階段又是整個(gè)規(guī)劃過程的重要組成部分之一。土地利用總體規(guī)劃實(shí)施評(píng)價(jià)不僅是保障規(guī)劃實(shí)施的必要手段,也是本輪土地利用總體規(guī)劃修編的依據(jù),具有重要的現(xiàn)實(shí)意義。2014年11月,國(guó)土部召開全國(guó)視頻會(huì)議動(dòng)員部署全面開展土地利用總體規(guī)劃修改完善工作!短旖蚴型恋乩每傮w規(guī)劃(2006-2020)》(以下簡(jiǎn)稱《規(guī)劃》)的實(shí)施期限已經(jīng)過半,目前正在按照國(guó)土資源部的要求開展《規(guī)劃》修改完善工作。論文在總結(jié)現(xiàn)有文獻(xiàn)及研究成果的基礎(chǔ)上,基于調(diào)控指標(biāo)落實(shí)狀況、規(guī)劃實(shí)施經(jīng)濟(jì)效益和規(guī)劃社會(huì)生態(tài)效益三個(gè)方面構(gòu)建了由三類一級(jí)指標(biāo)、14個(gè)二級(jí)指標(biāo)組成的指標(biāo)體系,運(yùn)用層次分析法確定權(quán)重,運(yùn)用功效函數(shù)法對(duì)天津市土地利用總體規(guī)劃的實(shí)施狀況進(jìn)行分析評(píng)價(jià)。結(jié)果顯示:天津市土地利用總體規(guī)劃整體實(shí)施評(píng)價(jià)分值為0.827,實(shí)施效果較好。此外,論文以天津市涉農(nóng)行政區(qū)為單元,對(duì)全市10個(gè)涉農(nóng)區(qū)《規(guī)劃》實(shí)施效果進(jìn)行區(qū)域差異性分析評(píng)價(jià);谕恋亻_發(fā)利用程度、綜合經(jīng)營(yíng)效益和集約度與生態(tài)保護(hù)三個(gè)方面構(gòu)建指標(biāo)體系,對(duì)各涉農(nóng)區(qū)規(guī)劃實(shí)施狀況進(jìn)行分析評(píng)價(jià),并按照得分劃分為3個(gè)等級(jí)。規(guī)劃實(shí)施狀況等級(jí)為優(yōu)的包括武清區(qū)、濱海新區(qū)和西青區(qū),等級(jí)為良的包括東麗區(qū)、津南區(qū)和北辰區(qū),寶坻區(qū)、靜海區(qū)、薊州區(qū)和寧河區(qū)為一般等級(jí)。分析評(píng)價(jià)結(jié)果顯示各區(qū)土地利用規(guī)劃實(shí)施情況差異較大:東麗區(qū)、西青區(qū)、津南區(qū)、武清區(qū)耕地面積減少程度比其他區(qū)嚴(yán)重;各區(qū)在建設(shè)用地規(guī)模上增速較快,武清區(qū)、濱海新區(qū)、東麗區(qū)、寶坻區(qū)和靜海區(qū)都已經(jīng)達(dá)到目標(biāo)值,而薊州區(qū)和寧河區(qū)在建設(shè)用地規(guī)模占比上基本符合《規(guī)劃》的預(yù)計(jì)增速。基于《規(guī)劃》實(shí)施分析評(píng)價(jià)結(jié)果,論文提出適度縮減2020年的耕地保有量面積、適量增大建設(shè)用地規(guī)劃預(yù)期值、因地制宜對(duì)各區(qū)土地利用規(guī)劃進(jìn)行調(diào)整、探索"多規(guī)合一"等規(guī)劃修改完善建議。
[Abstract]:The overall land use planning is an important basis for land macro-control and land use control. The implementation stage of the overall land use planning is one of the important parts of the whole planning process. The evaluation of land use master plan implementation is not only a necessary means to ensure the implementation of the plan, but also the basis for the revision of this round of overall land use planning, which is of great practical significance. The Ministry of Land and Land held a national video conference to mobilize and deploy comprehensive land use master plan revision and improvement work. The implementation period of the "Tianjin Comprehensive Land use Plan (2006-2020)" (hereinafter referred to as "the Plan") has passed halfway through. At present, according to the requirements of the Ministry of Land and Resources, the program is being revised and improved. On the basis of summarizing the existing literature and research results, based on the actualization of the regulation and control index, the economic benefit of planning and implementation and the social ecological benefit of planning, the paper constructs an index system consisting of three kinds of primary indexes and 14 second-level indexes. The weight is determined by analytic hierarchy process (AHP) and the effect function method is used to analyze and evaluate the implementation of the overall land use planning in Tianjin. The results show that the evaluation score of the overall implementation of the overall land use planning in Tianjin is 0.827, and the effect of implementation is good. In addition, taking Tianjin agricultural administrative district as the unit, the paper analyzes and evaluates the regional difference of the implementation effect of 10 agricultural districts in Tianjin. Based on the degree of land exploitation and utilization, the comprehensive management benefit, the intensive degree and the ecological protection, the index system is constructed, and the planning implementation status of each agricultural area is analyzed and evaluated, which is divided into three grades according to the score. The grade of planning implementation is excellent, including Wuqing District, Binhai New area and Xiqing District, and good Grade includes Dongli District, Jinnan District and Beichen District, Baodi District, Jinghai District, Jizhou District and Ninghe District. The results of analysis and evaluation show that there are great differences in the implementation of land use planning in each district: the decrease of cultivated land area in Dongli District, Xiqing District, South Tianjin District and Wuqing District is more serious than that in other districts; Binhai New area, Dongli District, Baodi District and Jinghai District have all reached the target value, while the proportion of construction land in Jizhou and Ninghe areas basically accords with the predicted growth rate of "Planning". Based on the analysis and evaluation results of the implementation of "Planning", the paper proposes that the cultivated land area in 2020 should be reduced moderately, the expected value of construction land planning should be increased, and the land use planning should be adjusted according to local conditions. Explore the "multi-planning in one" and other planning amendments to improve the proposal.
