【摘要】：柬埔寨是東南亞傳統(tǒng)的農(nóng)業(yè)國家,農(nóng)業(yè)人口占全國總?cè)丝?0%以上。由于其曲折的歷史發(fā)展和動(dòng)蕩的政治局勢(shì),柬埔寨國民經(jīng)濟(jì)發(fā)展始終處于較為落后的水平。2001年,柬埔寨頒布《土地法》允許以特許經(jīng)營的形式將土地租借給國內(nèi)外企業(yè)或個(gè)人從事農(nóng)業(yè)生產(chǎn),此舉吸引了大量外國企業(yè)到柬埔寨進(jìn)行跨國耕地投資活動(dòng),推動(dòng)了柬埔寨農(nóng)業(yè)發(fā)展,但同時(shí)帶來了土地確權(quán)、糾紛解決、信息共享等一系列社會(huì)問題。本文以柬埔寨土地利用和耕地投資發(fā)展?fàn)顩r切入,介紹了柬埔寨接受跨國耕地投資的相關(guān)政策。隨后分析我國在柬耕地投資現(xiàn)況,并選取在柬埔寨積極開展耕地投資活動(dòng)的韓國、越南、泰國、馬來西亞與中國進(jìn)行政策、投資狀況和社會(huì)反饋等方面的詳細(xì)對(duì)比,進(jìn)而采用態(tài)勢(shì)分析法對(duì)我國在柬埔寨耕地投資狀況進(jìn)行系統(tǒng)分析。最后,為我國政府和企業(yè)后續(xù)開展相關(guān)活動(dòng)提供政策建議。
[Abstract]:Cambodia is a traditional agricultural country in Southeast Asia. The agricultural population accounts for more than 70% of the country's total population. Because of its tortuous historical development and turbulent political situation, Cambodia's national economic development has always been in a relatively backward level. The promulgation of the Land Law in Cambodia allows the leasing of land in the form of concessions to domestic and foreign enterprises or individuals for agricultural production, which has attracted a large number of foreign enterprises to invest in transnational arable land in Cambodia. It promotes the development of agriculture in Cambodia, but also brings a series of social problems, such as land rights, dispute resolution, information sharing and so on. Based on the development of land use and cultivated land investment in Cambodia, this paper introduces the relevant policies of accepting transnational cultivated land investment in Cambodia. Then we analyze the current situation of cultivated land investment in Cambodia, and choose Korea, Vietnam, Thailand, Malaysia and China to carry out policy, investment status and social feedback. Then the situation analysis method is used to analyze the situation of cultivated land investment in Cambodia. Finally, provide policy advice for our government and enterprises to carry out related activities.
