【摘要】：本文的研究對(duì)象清河村屬金堂縣重點(diǎn)貧困村之一。三農(nóng)問(wèn)題一直以來(lái)都是農(nóng)村發(fā)展的重點(diǎn)問(wèn)題,而精準(zhǔn)扶貧能夠有效解決三農(nóng)問(wèn)題,因此,目前金堂縣政府以產(chǎn)業(yè)為抓手,全力發(fā)展貧困村經(jīng)濟(jì),進(jìn)行精準(zhǔn)扶貧,帶領(lǐng)貧困村脫貧致富。文章以清河村三農(nóng)現(xiàn)狀作為出發(fā)點(diǎn),對(duì)清河村進(jìn)行精準(zhǔn)扶貧相關(guān)研究。主要研究目的是在上級(jí)政府對(duì)清河村進(jìn)行村莊發(fā)展規(guī)劃的基礎(chǔ)上,以其產(chǎn)業(yè)定位和產(chǎn)業(yè)布局為契機(jī),對(duì)清河村貧困戶(hù)進(jìn)行精準(zhǔn)扶貧,帶動(dòng)貧困村民脫貧,促進(jìn)清河村經(jīng)濟(jì)發(fā)展,提升金堂縣整體實(shí)力,全面助力城鄉(xiāng)居民實(shí)現(xiàn)共同富裕。論文的研究主要分為三個(gè)方面:首先是通過(guò)對(duì)精準(zhǔn)扶貧、產(chǎn)業(yè)扶貧的國(guó)內(nèi)外研究現(xiàn)狀進(jìn)行分析,運(yùn)用文獻(xiàn)研究、歸納分析、實(shí)地考察、調(diào)查問(wèn)卷、實(shí)證研究等社會(huì)科學(xué)研究方法,對(duì)科學(xué)發(fā)展、產(chǎn)業(yè)融合、利益相關(guān)等理論進(jìn)行分析與研究,為文章奠定堅(jiān)實(shí)的理論基礎(chǔ);其次,根據(jù)搜集的實(shí)地調(diào)研資料,分析清河村現(xiàn)階段的三農(nóng)概況,全面分析清河村42戶(hù)貧困戶(hù)的貧困現(xiàn)狀和致貧原因,進(jìn)而分析當(dāng)前清河村貧困戶(hù)脫貧障礙;最后,針對(duì)清河村三農(nóng)現(xiàn)狀和扶貧實(shí)踐現(xiàn)狀,接著提出符合清河村實(shí)際情況的“資金扶貧+生產(chǎn)扶貧+加工扶貧+銷(xiāo)售扶貧+政府兜底”五位一體的綜合性精準(zhǔn)扶貧模式以及該模式在清河村42戶(hù)貧困戶(hù)中的具體應(yīng)用,并隨之對(duì)該扶貧模式的發(fā)展進(jìn)行了相關(guān)對(duì)策和保障機(jī)制研究。本文在促進(jìn)金堂縣發(fā)展地域經(jīng)濟(jì),帶領(lǐng)貧困人口脫貧致富,促進(jìn)城鄉(xiāng)統(tǒng)籌協(xié)調(diào)發(fā)展,實(shí)現(xiàn)全面建成小康社會(huì)上具有十分重要的現(xiàn)實(shí)指導(dǎo)意義,為清河村的村莊扶貧發(fā)展提供切實(shí)可行的借鑒。
[Abstract]:Qinghe Village is one of the key poverty-stricken villages in Jintang County. The problems of agriculture, countryside and farmers have always been the focus of rural development. Precise poverty alleviation can effectively solve the problems of agriculture, countryside and farmers. Therefore, the Jintang County government is now focusing on industry to develop the economy of poverty-stricken villages, carry out precise poverty alleviation, and lead poverty-stricken villages out poverty alleviation and become rich. Based on the village development planning of Qinghe village by the higher government, the main purpose of this paper is to make a precise poverty alleviation for the poor households in Qinghe village by taking the opportunity of its industrial location and industrial layout, and to drive the poor villagers out of poverty and promote the economic development of Qinghe village. The paper mainly divides into three aspects: first, through the analysis of the research status of precision poverty alleviation, industrial poverty alleviation at home and abroad, using literature research, inductive analysis, field investigation, questionnaire, empirical research and other social science research methods, Science Secondly, according to the collected field research data, the paper analyzes the current situation of the three rural areas in Qinghe village, comprehensively analyzes the poverty situation and causes of 42 poor households in Qinghe village, and then analyzes the current poverty-alleviation obstacles of the poor households in Qinghe village. Finally, aiming at the present situation of agriculture, countryside and farmers and poverty alleviation practice in Qinghe village, this paper puts forward a comprehensive and precise poverty alleviation model of five-in-one, which is in line with the actual situation of Qinghe village and its application in 42 poor households in Qinghe village. In this paper, the development of Jintang County to promote the development of regional economy, lead the poor to get rich, promote the coordinated development of urban and rural areas, to achieve a well-off society in an all-round way has a very important practical significance, for the village of Qinghe village poverty alleviation development to provide practical reference.
