【摘要】：拖拉機(jī)產(chǎn)業(yè)是金華市工業(yè)發(fā)展的重要經(jīng)濟(jì)支柱。浙江四方集團(tuán)公司位于金華永康,在拖拉機(jī)生產(chǎn)、科工貿(mào)多元化發(fā)展等方面具有代表性,是全球第一的手扶拖拉機(jī)出口基地。在我省機(jī)械工業(yè)發(fā)展規(guī)劃中,金華永康列入重點(diǎn)發(fā)展的農(nóng)業(yè)機(jī)械生產(chǎn)基地名單。在農(nóng)機(jī)產(chǎn)業(yè)迅猛發(fā)展的同時,拖拉機(jī)產(chǎn)業(yè)也成為浙江工業(yè)領(lǐng)域極具潛力的行業(yè)�？v觀日益繁榮的拖拉機(jī)產(chǎn)業(yè)背后,其發(fā)展也存在諸多問題:產(chǎn)業(yè)規(guī)模參差,行業(yè)結(jié)構(gòu)不合理;品牌示范作用尚未發(fā)揮;專業(yè)內(nèi)人才緊缺;公共服務(wù)平臺尚未完善;土地資源存在短缺問題;農(nóng)機(jī)跨區(qū)域流通不成規(guī)模;缺乏嚴(yán)格的報廢拖拉機(jī)回收鑒定和二手農(nóng)機(jī)稅收體系。本課題旨在研究培育一個科學(xué)的拖拉機(jī)產(chǎn)業(yè)集群,這是提升農(nóng)業(yè)機(jī)械產(chǎn)業(yè)核心競爭力的必由之路,是拖拉機(jī)產(chǎn)業(yè)自身發(fā)展的內(nèi)在要求。目前,金華市內(nèi)初步形成以"浙江四方集團(tuán)"為首的拖拉機(jī)生產(chǎn)貿(mào)易一體的產(chǎn)業(yè)集群雛形,但是相比較國外的拖拉機(jī)產(chǎn)業(yè)集群,本市的拖拉機(jī)產(chǎn)業(yè)布局還存在"多、亂、雜"的局面。在為地方經(jīng)濟(jì)帶來新生活力的同時,金華拖拉機(jī)產(chǎn)業(yè)處于初期發(fā)展階段:市場機(jī)制亟待完善,許多現(xiàn)狀與問題有待研究和探討。課題選取金華市拖拉機(jī)產(chǎn)業(yè)集群的現(xiàn)狀為研究對象,進(jìn)而探討拖拉機(jī)市場形成的背景和發(fā)展路徑,分析該產(chǎn)業(yè)集群帶來的極化效應(yīng)、投資乘數(shù)效應(yīng)、擴(kuò)散效應(yīng),形成拖拉機(jī)產(chǎn)業(yè)集群科學(xué)化運(yùn)作方式和對策的途徑,提出金華拖拉機(jī)產(chǎn)業(yè)集群實(shí)施區(qū)域一體化戰(zhàn)略,即:以拖拉機(jī)產(chǎn)業(yè)集群內(nèi)的大型生產(chǎn)企業(yè)為依托,以價值鏈的垂直分離為基礎(chǔ),著力實(shí)現(xiàn)某些價值環(huán)節(jié),借助產(chǎn)業(yè)集群中諸多網(wǎng)絡(luò)聯(lián)系形成產(chǎn)業(yè)地區(qū)內(nèi)各功能的一體化整合。
[Abstract]:Tractor industry is an important economic pillar of industrial development in Jinhua City. Zhejiang Sifang Group is located in Jinhua Yongkang, representative in tractor production, diversified development of science, industry and trade, is the world's first export base of walking tractors. In our province machinery industry development planning, Jinhua Yongkang listed as the key development of agricultural machinery production base list. With the rapid development of agricultural machinery industry, tractor industry has become a potential industry in Zhejiang province. There are many problems in the development of tractor industry: the scale of the industry is uneven, the structure of the industry is unreasonable, the role of brand demonstration has not been brought into play, there is a shortage of professionals in the profession, the public service platform is not yet perfect; There is a shortage of land resources; the circulation of agricultural machinery across regions is not on a large scale; there is a lack of strict identification of scrapped tractors and a tax system for second-hand agricultural machinery. The purpose of this paper is to study and cultivate a scientific tractor industry cluster, which is the only way to enhance the core competitiveness of agricultural machinery industry and the inherent requirement of the development of tractor industry itself. At present, Jinhua City has initially formed the embryonic form of a tractor production and trade cluster headed by the "Zhejiang Sifang Group". However, compared with the tractor industrial cluster abroad, the tractor industry layout in this city is still "more and more chaotic." A mixed "situation" While bringing new vitality to local economy, Jinhua tractor industry is in the initial stage of development: the market mechanism needs to be improved urgently, and many current situation and problems need to be studied and discussed. This paper selects the present situation of Jinhua tractor industry cluster as the research object, and then discusses the background and development path of tractor market, and analyzes the polarization effect, investment multiplier effect and diffusion effect brought by the industry cluster. The paper puts forward the regional integration strategy of Jinhua Tractor Industrial Cluster, that is, relying on the large production enterprises in the Tractor Industrial Cluster, forms the scientific operation mode and countermeasures of the Tractor Industrial Cluster, and puts forward the regional integration strategy of Jinhua Tractor Industrial Cluster. Based on the vertical separation of the value chain, some value links are realized, and the integration of various functions in the industrial area is formed with the help of many network connections in the industrial cluster.
