【摘要】：[目的]為清晰識別農(nóng)業(yè)資金投入對新疆農(nóng)民收入的影響程度,并給予地方政府進一步優(yōu)化調整農(nóng)業(yè)資金使用效能提供參考依據(jù)。[方法]文章選取1978~2013年新疆統(tǒng)計數(shù)據(jù),采用協(xié)整分析、誤差修正模型等方法對財政支農(nóng)、農(nóng)業(yè)貸款、農(nóng)民自主投資與新疆農(nóng)民人均純收入進行了實證探究。[結果]新疆地區(qū)財政支農(nóng)、農(nóng)業(yè)信貸、農(nóng)民自主投資與農(nóng)民人均純收入之間存在長期均衡關系;而短期內(nèi)財政支農(nóng)、農(nóng)業(yè)信貸以及農(nóng)戶自主投資的促進效應不如長期明顯,其中農(nóng)業(yè)貸款的收入效應遠低于財政支農(nóng)和農(nóng)民自主投資;財政支農(nóng)、農(nóng)民自主投資與農(nóng)民人均純收入在短期內(nèi)具有格蘭杰因果關系,長期則格蘭杰因果關系解釋力逐漸減弱,而農(nóng)業(yè)貸款在短期內(nèi)不是新疆農(nóng)民人均純收入增長的格蘭杰原因,長期則互為格蘭杰因果關系。[結論]該文提出加大財政支農(nóng)投入力度,提高財政資金配置效率;推動農(nóng)村金融改革,提高農(nóng)村金融效率;提振農(nóng)民自主積累資金投資的積極性等政策含義,以期為新疆"三農(nóng)問題"有效解決提供堅實可靠的資本基礎。
[Abstract]:[objective] to clearly identify the influence of agricultural investment on the income of farmers in Xinjiang, and to provide a reference for the local government to optimize and adjust the efficiency of agricultural funds. [methods] based on the statistical data of Xinjiang from 1978 to 2013, the paper uses co-integration analysis and error correction model to make an empirical study on the financial support for agriculture, agricultural loans, farmers' independent investment and the per capita net income of the peasants in Xinjiang. [results] there was a long-term equilibrium relationship between the financial support for agriculture, agricultural credit, farmers' independent investment and the per capita net income of farmers in Xinjiang, but in the short term, the promoting effect of fiscal support for agriculture, agricultural credit and farmers' independent investment was not as obvious as in the long term. Among them, the income effect of agricultural loan is far lower than that of fiscal support for agriculture and farmers' independent investment, and there is a Granger causality relationship between financial support for agriculture, peasants' independent investment and peasants' per capita net income in the short term, but in the long run, the explanation of Granger causality gradually weakens. In the short term, agricultural loan is not the Granger reason for the increase of per capita net income of farmers in Xinjiang, but the cause and effect of Granger in the long run. [conclusion] this paper puts forward the policy implications of increasing the investment of financial support to agriculture, improving the efficiency of the allocation of financial funds, promoting the reform of rural finance, improving the efficiency of rural finance, boosting the enthusiasm of farmers to accumulate funds independently, and so on. In order to effectively solve the "three rural issues" in Xinjiang to provide a solid and reliable capital base.
