【摘要】：一直以來,黨和國家領(lǐng)導(dǎo)人高度重視“三農(nóng)”問題�！叭r(nóng)”問題能否得到有效解決,成為了我國能否實現(xiàn)現(xiàn)代化的關(guān)鍵。我國農(nóng)業(yè)基礎(chǔ)薄弱,農(nóng)村人口眾多,農(nóng)村社會的發(fā)展,制約著我國整體社會發(fā)展水平。因此,建設(shè)社會主義新農(nóng)村是全面建設(shè)小康社會的必由之路。南和縣的新農(nóng)村建設(shè),依托鄉(xiāng)鎮(zhèn)企業(yè)迅速發(fā)展和農(nóng)業(yè)產(chǎn)業(yè)結(jié)構(gòu)不斷調(diào)整所積累的物質(zhì)財富,在諸多方面取得了成效。但是,隨著新農(nóng)村建設(shè)的不斷推進(jìn),也遇到了各種問題。為了準(zhǔn)確了解目前南和縣新農(nóng)村建設(shè)存在的問題,找出合理對策,筆者綜合運用多種方法進(jìn)行研究。通過閱讀文獻(xiàn)資料等方式了解新農(nóng)村建設(shè)的新方法、新模式,并且運用調(diào)查研究法對南和縣進(jìn)一步走訪,掌握第一手資料和大量實踐成果,細(xì)致深入的了解新農(nóng)村建設(shè)的路徑。最后結(jié)合所獲得的資料,運用理論知識,提出問題,總結(jié)歸納出解決問題的方法。文章以南和縣新農(nóng)村建設(shè)路徑為主題展開研究,內(nèi)容圍繞南和縣新農(nóng)村建設(shè)中“生產(chǎn)發(fā)展,生活寬裕,鄉(xiāng)風(fēng)文明,村容整潔,管理民主”進(jìn)行,對南和縣各鄉(xiāng)鎮(zhèn)的新農(nóng)村建設(shè)工作進(jìn)行實際調(diào)研,并且綜合比較,總結(jié)出各鄉(xiāng)鎮(zhèn)的優(yōu)勢與不足。通過比較發(fā)現(xiàn),南和縣通過大力發(fā)展鄉(xiāng)鎮(zhèn)企業(yè)和調(diào)整農(nóng)業(yè)產(chǎn)業(yè)結(jié)構(gòu),促進(jìn)了經(jīng)濟發(fā)展,增加了農(nóng)民收入,基本實現(xiàn)“生產(chǎn)發(fā)展,生活寬裕”。但由于種種原因,新農(nóng)村建設(shè)各項內(nèi)容并不平衡,區(qū)域發(fā)展也有差異,因此,如何使南和縣的新農(nóng)村建設(shè)工作全面、穩(wěn)步開展,是擺在我們面前的一個問題。筆者以南和縣各鄉(xiāng)鎮(zhèn)實際情況為依據(jù)、以新農(nóng)村建設(shè)思想為指導(dǎo),在綜合了國內(nèi)外理論與實踐研究之后,從南和縣新農(nóng)村建設(shè)的現(xiàn)狀和實情出發(fā),總結(jié)歸納出了一條完整、可實施的建設(shè)路徑,以期為南和縣的新農(nóng)村建設(shè)提供依據(jù)。
[Abstract]:All along, the party and state leaders attach great importance to the issue of agriculture, countryside and farmers. Whether the problem of agriculture, rural areas and farmers can be effectively solved has become the key to the modernization of our country. The agricultural foundation of our country is weak, the rural population is large, the development of the rural society is restricting the whole social development level of our country. Therefore, building a new socialist countryside is the only way to build a well-off society. The construction of the new countryside in Nanhe County, relying on the material wealth accumulated by the rapid development of township enterprises and the adjustment of agricultural industrial structure, has achieved results in many aspects. However, with the development of the new rural construction, there are also various problems. In order to accurately understand the problems existing in the construction of the new countryside in Nanhe County and find out the reasonable countermeasures, the author makes a comprehensive use of various methods to carry on the research. Through reading the literature and other ways to understand the new methods and models of new rural construction, and use the method of investigation and research to further visit Nanhe County, grasp first-hand information and a large number of practical results, meticulously and deeply understand the path of new rural construction. Finally, combining the obtained data, using theoretical knowledge, put forward the problem, summed up the solution to the problem. This paper takes the new rural construction path of Nanhe County as the theme to carry out the research, which focuses on the "production development, rich life, local civilization, clean and tidy village, democratic management" in the construction of the new countryside in Nanhe County. This paper investigates the construction of new villages and towns in Nanhe County and summarizes the advantages and disadvantages of these villages and towns. Through comparison, it is found that Nanhe County has promoted economic development, increased farmers' income and basically realized "production development, living well" by vigorously developing township enterprises and adjusting agricultural industrial structure. However, for various reasons, the contents of the new rural construction are not balanced, and the regional development is different. Therefore, how to make the construction of the new countryside in Nanhe County be carried out in an all-round and steady manner is a problem in front of us. Based on the actual situation of villages and towns in Nanhe County and guided by the idea of new rural construction, after synthesizing the theoretical and practical research at home and abroad, the author sums up a complete article from the present situation and reality of the construction of new countryside in Nanhe County. The construction path can be implemented in order to provide the basis for the construction of the new countryside in Nanhe County.
