農(nóng)地經(jīng)營(yíng)權(quán)流轉(zhuǎn)中利益調(diào)節(jié)機(jī)制構(gòu)建研究
[Abstract]:Under the background of urbanization and industrialization, the new changes in rural economic and social development put forward new requirements for the reform of rural land system. The spirit of the third Plenary session of the 18th CPC Central Committee encouraged the transfer of the right of contracted management of rural land to professional large households, family farms, farmers' cooperatives, and agricultural enterprises in the open market, to support innovation in agricultural management methods, and to establish a collective system that takes into account both the state and the collective. Individual land income distribution mechanism. In 2016, the first document of the Central Committee pointed out that we should use the new concept of development to solve the new problems of "agriculture, rural areas and farmers," strengthen the advantages of rural development in planting agriculture, increase the strength of innovation drive, and promote the structural reform on the supply side of agriculture. Speed up the transformation of the agricultural development mode, maintain the stable development of agriculture and the sustained increase of farmers' income, take the road of agricultural modernization with high output efficiency, product safety, resource saving, and environmental friendliness, and promote the new type of urbanization and the construction of a new countryside. Promote mutual progress, let the broad masses of farmers participate in the modernization process on an equal footing, and share the fruits of modernization. Rural supply-side reform is a further exploration of rural reform and development. The circulation of rural land management right is an important aspect of supply-side reform, and it is also the key to change the mode of agricultural development and promote agricultural modernization. Practice has proved that the circulation of rural land management rights can effectively improve the comprehensive development efficiency of land resources and the level of agricultural output, and meet the requirements of the development of rural social productive forces. However, in the circulation of rural land management right, because of the unreasonable distribution of interests and the lack of relevant interest adjustment mechanism, the conflicts of interests occur, which dampens the enthusiasm of the main interests and hinders the smooth circulation of the management rights of agricultural land. Restricted agricultural modernization progress. How to achieve a fair and reasonable distribution of farmland management rights by establishing a mechanism of income distribution that takes into account the state, the collective and the individual, effectively adjusts all kinds of interest contradictions, and realizes the interest balance of the stakeholders. It is an important subject we are facing. Based on the transfer of farmland management right, with interest distribution and regulation as the starting point, this paper analyzes the source of interest in the transfer of farmland management right under the support of land rent theory, land price theory and resource value theory. The composition and goal of the relevant interest subjects, the rational choice of each interest subject under the self-interest condition, the expression and reason of the interest conflict among the various interest subjects, the influence factors that restrict the realization of the interest main body, etc. According to the practical experience and lessons, this paper summarizes the safeguard measures to realize the reasonable interests of various stakeholders, and provides a reference for the mediation of various conflicts of interest in the circulation of farmland management rights. There are five parts of the paper, the first part is the introduction, mainly introduces the background of the thesis, research significance, research status at home and abroad, the main contents and methods as well as innovations and shortcomings; the first chapter is a summary of relevant theories. This paper expounds the connotation and motivation of land management right transfer, analyzes the source of interest, the expression and cause of interest conflict, the influencing factors and so on from the angle of land rent and land price. It is the core and main body of the article to analyze the composition and goal of the relevant interest subject, the rational choice of each interest subject, the main problems existing in the interest distribution, and the practical exploration of the interest regulation. The third chapter puts forward the countermeasures of fair and reasonable distribution of the benefits of the transfer of agricultural land management rights according to the experience of interest regulation; the fifth part is the conclusion and prospect.
