【摘要】：中國(guó)是農(nóng)業(yè)大國(guó)。自古以來(lái),中國(guó)的農(nóng)業(yè)問(wèn)題就是中國(guó)問(wèn)題,農(nóng)業(yè)的發(fā)展,在一定程度上決定了中國(guó)的發(fā)展。中共中央領(lǐng)導(dǎo)對(duì)農(nóng)業(yè)的重視也在逐步的加強(qiáng)。中央一號(hào)文件就已然成為了中共中央重視農(nóng)村問(wèn)題的專有名詞。中國(guó)同樣也是漁業(yè)大國(guó),無(wú)論是農(nóng)民還是漁民數(shù)量,中國(guó)都位居世界第一。其中,舟山的舟山漁場(chǎng),不僅是中國(guó)最大的漁場(chǎng),也是世界四大漁場(chǎng)之一。舟山漁業(yè)是整個(gè)舟山經(jīng)濟(jì)的主要部分,可以說(shuō),舟山漁業(yè)的發(fā)展實(shí)則也代表著舟山的發(fā)展。21世紀(jì)是海洋世紀(jì),為了更好的發(fā)展海洋戰(zhàn)略。2011年國(guó)家成立浙江舟山群島新區(qū),作為海洋戰(zhàn)略實(shí)施的先行者,發(fā)展舟山新區(qū),對(duì)整個(gè)國(guó)家的發(fā)展都有著不可忽視的作用。發(fā)展新區(qū)漁民素質(zhì),就是這其中的關(guān)鍵。改革開(kāi)放以來(lái),我國(guó)漁民素質(zhì)整體得到提高,但與發(fā)達(dá)國(guó)家相比,還存在著一些不足,本文通過(guò)對(duì)舟山新區(qū)漁民素質(zhì)研究,總結(jié)了舟山新區(qū)轉(zhuǎn)產(chǎn)轉(zhuǎn)業(yè)以來(lái),漁民素質(zhì)得到普遍提高,但也同時(shí)將其與發(fā)達(dá)國(guó)家素質(zhì)進(jìn)行了對(duì)比,發(fā)現(xiàn)還存在的一些問(wèn)題,并提出了自己的一些建議和看法。本文一共分為5個(gè)章節(jié),第一章是緒論,主要介紹了本次論文的選題來(lái)源以及研究意義。第二章是本次研究所涉及到的概念以及相應(yīng)的一些理論。第三章介紹了目前浙江舟山群島新區(qū)漁民素質(zhì)的一些現(xiàn)狀,總結(jié)了舟山新區(qū)漁民整體素質(zhì)的提高,但也指出了目前還存在的一些問(wèn)題。第四章是一個(gè)針對(duì)舟山新區(qū)漁民素質(zhì)存在的問(wèn)題進(jìn)行了一個(gè)分析,主要從政府、傳統(tǒng)文化、漁民自身因素等方面進(jìn)行總結(jié)。第五章是文章的核心,也是本文的創(chuàng)新之處,主要是針對(duì)問(wèn)題分析,從政府、社會(huì)和個(gè)人方面提出提升漁民素質(zhì)建議。第六章從構(gòu)成、創(chuàng)新、不足等方面對(duì)文章進(jìn)行一個(gè)總結(jié)分析。對(duì)國(guó)外發(fā)達(dá)國(guó)家提高農(nóng)民素質(zhì)的經(jīng)驗(yàn)總結(jié)。整篇文章通過(guò)對(duì)浙江舟山新區(qū)漁民素質(zhì)問(wèn)題研究,根據(jù)舟山新區(qū)實(shí)地研究,探討舟山新區(qū)漁民素質(zhì)問(wèn)題。文章查閱了很多統(tǒng)計(jì)數(shù)據(jù),對(duì)舟山新區(qū)漁民的整體情況做了一個(gè)整理,并對(duì)國(guó)內(nèi)外研究進(jìn)行分析,就漁民素質(zhì)提出自己觀點(diǎn),建議。
