【摘要】：“小康不小康,關(guān)鍵看老鄉(xiāng)”。農(nóng)業(yè)、農(nóng)村、農(nóng)民問題一直是中國推進(jìn)社會主義現(xiàn)代化建設(shè),全面建成小康社會的關(guān)鍵所在,其中,農(nóng)民增收又是“三農(nóng)”問題的核心。根據(jù)比較優(yōu)勢積極推進(jìn)現(xiàn)代煙草農(nóng)業(yè)發(fā)展對于優(yōu)化農(nóng)業(yè)生產(chǎn)結(jié)構(gòu),增加農(nóng)民收入和國家財政收入,進(jìn)而前面推進(jìn)新農(nóng)村建設(shè)具有舉足輕重的意義。國際經(jīng)驗(yàn)表明,農(nóng)民合作社是推動農(nóng)業(yè)現(xiàn)代發(fā)展的有效組織載體。農(nóng)民煙葉專業(yè)合作社作為中國新興的現(xiàn)代煙草農(nóng)業(yè)經(jīng)營主體,在現(xiàn)代煙草農(nóng)業(yè)發(fā)展的效用如何?其自身發(fā)展治理結(jié)構(gòu)、生產(chǎn)經(jīng)營中存在哪些問題?如何有效化解這些問題,進(jìn)一步提高組織效能?顯然,在深入開展典型案例調(diào)查的基礎(chǔ)上,找到這些問題的答案具有重要理論和現(xiàn)實(shí)意義�；诖�,本研究以中國中部重要烤煙生產(chǎn)產(chǎn)區(qū)寧鄉(xiāng)縣為例,簡要考察其農(nóng)民煙葉專業(yè)合作社發(fā)展?fàn)顩r,基于社員與非社員的比較分析了其煙農(nóng)專業(yè)合作社在促進(jìn)煙農(nóng)增收、現(xiàn)代煙草農(nóng)業(yè)發(fā)展的績效,探討了制約其效用最大化的治理結(jié)構(gòu)問題、經(jīng)營管理存在的缺陷,進(jìn)而提出了相關(guān)改進(jìn)策略。研究表明：農(nóng)民煙葉專業(yè)合作社在提高農(nóng)民煙葉生產(chǎn)收入,降低生產(chǎn)成本等方面具有明顯的正效應(yīng),在推動生產(chǎn)標(biāo)準(zhǔn)化、規(guī)�；�、集約化發(fā)展,提高煙農(nóng)職業(yè)素養(yǎng)方面也具有明顯的社會效益。但無論是經(jīng)濟(jì)效應(yīng)還是社會效益還有較大的提升空間。因?yàn)檗r(nóng)民煙葉專業(yè)合作社在治理結(jié)構(gòu)、經(jīng)營管理、人才建設(shè)、技術(shù)推廣等方面仍存在諸多不足,尤其是民主管理制度不夠落實(shí)、利益分配等不夠合理,導(dǎo)致很多合作社在后續(xù)發(fā)展上缺乏動力。進(jìn)一步提高煙葉專業(yè)合作社的經(jīng)營和服務(wù)效能,促煙農(nóng)專業(yè)合作社健康、持續(xù)發(fā)展,必須健全組織民主管理、引進(jìn)現(xiàn)代企業(yè)制度,強(qiáng)化培訓(xùn)和教育事業(yè),創(chuàng)新經(jīng)營方式,提高服務(wù)效能。
[Abstract]:Whether or not to be well-off, the key lies in the townspeople. The problems of agriculture, rural areas and farmers have always been the key for China to promote socialist modernization and build a well-off society in an all-round way. Among them, the increase of farmers' income is the core of the "three rural areas" problem. It is very important to promote the development of modern tobacco agriculture according to the comparative advantage to optimize the structure of agricultural production, increase farmers' income and national financial income, and then advance the construction of new countryside. International experience shows that farmers' cooperative is an effective organization carrier to promote the modern development of agriculture. As the main body of modern tobacco agriculture in China, what is the utility of farmers' tobacco cooperatives in the development of modern tobacco agriculture? Its own development of governance structure, production and management of what problems? How to solve these problems effectively and further improve the organizational effectiveness? Obviously, it is of great theoretical and practical significance to find the answers to these questions on the basis of a typical case study. Based on this, this study took Ningxiang County, an important flue-cured tobacco production area in central China, as an example, and briefly investigated the development of farmers' tobacco professional cooperatives. Based on the comparison between members and non-members, the study analyzed the role of tobacco farmers' specialized cooperatives in promoting the increase of tobacco farmers' income. The performance of the development of modern tobacco agriculture is discussed, the problems of governance structure which restrict its utility maximization, the defects of management and management are discussed, and the related improvement strategies are put forward. The research shows that the farmers' tobacco cooperatives have obvious positive effects in increasing the income of farmers' tobacco production and reducing the production cost, and promoting the development of production standardization, scale and intensification. Improving the professional quality of tobacco farmers also has obvious social benefits. But no matter whether it is economic effect or social benefit still have bigger promotion space. Because there are still many deficiencies in the management structure, operation and management, talent construction, technology promotion and so on in the farmers' tobacco professional cooperatives, especially the lack of implementation of the democratic management system and the unreasonable distribution of benefits, etc. This has led to a lack of motivation for the subsequent development of many cooperatives. To further improve the management and service efficiency of tobacco professional cooperatives and promote the healthy and sustainable development of tobacco and agricultural cooperatives, it is necessary to improve the organization of democratic management, introduce modern enterprise systems, strengthen training and education, and innovate business methods. Improve service efficiency.
