【摘要】：土地流轉(zhuǎn)問(wèn)題一直是農(nóng)村經(jīng)濟(jì)問(wèn)題研究的重點(diǎn),而通過(guò)土地流轉(zhuǎn)促進(jìn)農(nóng)戶(hù)增收作為一種有效的扶貧開(kāi)發(fā)手段也越發(fā)得到人們的認(rèn)可。通過(guò)土地的流轉(zhuǎn),可以使農(nóng)戶(hù)在獲得土地租金或分紅等收入的同時(shí),還能利用農(nóng)事活動(dòng)以外的時(shí)間獲得其他非農(nóng)收入,對(duì)農(nóng)戶(hù)收入水平的提高具有較強(qiáng)的促進(jìn)作用。而隨著土地流轉(zhuǎn)政策的逐步實(shí)施,土地流轉(zhuǎn)對(duì)農(nóng)戶(hù)收入提升的實(shí)際效果如何,是值得研究和思考的。本文以貧困地區(qū)的土地流轉(zhuǎn)情況為視角,通過(guò)開(kāi)展問(wèn)卷調(diào)查和實(shí)地走訪(fǎng)的形式,獲取河北省保定市四個(gè)貧困縣的截面數(shù)據(jù)。通過(guò)進(jìn)行描述性統(tǒng)計(jì)分析和模型分析,研究貧困地區(qū)土地流轉(zhuǎn)規(guī)模和農(nóng)戶(hù)收入的關(guān)系,以及其他影響農(nóng)戶(hù)收入的主要因素。在實(shí)證分析中,選取農(nóng)戶(hù)收入水平為被解釋變量,土地流轉(zhuǎn)規(guī)模、家庭外出打工人數(shù)、家庭收入中種田收入占比和土地流轉(zhuǎn)意愿作為解釋變量,先運(yùn)用Logit模型進(jìn)行分析,再進(jìn)行交叉表分析和相關(guān)性分析,結(jié)果顯示:土地流轉(zhuǎn)規(guī)模對(duì)農(nóng)戶(hù)收入影響不顯著,較為顯著的影響因素為外出打工人數(shù)、家庭收入中種田收入占比和土地流轉(zhuǎn)意愿,說(shuō)明貧困地區(qū)的土地流轉(zhuǎn)還沒(méi)能對(duì)農(nóng)戶(hù)收入的提升產(chǎn)生顯著的促進(jìn)作用,家庭外出打工人數(shù)、家庭收入中種田收入占比和家庭主要收入來(lái)源是影響農(nóng)戶(hù)收入的重要因素,而這些因素又是同土地流轉(zhuǎn)狀況密不可分的,因而需進(jìn)一步推動(dòng)土地流轉(zhuǎn)工作。在總結(jié)出問(wèn)題的基礎(chǔ)上,在宏觀和微觀兩個(gè)層面歸納出相應(yīng)的對(duì)策建議,以期推動(dòng)貧困地區(qū)土地流轉(zhuǎn)工作,從而促進(jìn)農(nóng)民增收,實(shí)現(xiàn)扶貧效果。
[Abstract]:The issue of land circulation has always been the focus of the study of rural economic issues, and the promotion of farmers' income through land transfer as an effective means of poverty alleviation and development has been increasingly recognized by people. Through the circulation of land, farmers can obtain land rent or dividends and other income, but also make use of the time other than agricultural activities to obtain other non-agricultural income, which has a strong role in promoting the income level of farmers. With the gradual implementation of land transfer policy, it is worth studying and thinking about the actual effect of land transfer on farmers' income. From the perspective of land circulation in poor areas, this paper obtains the cross-section data of four poor counties in Baoding City, Hebei Province, by means of questionnaire survey and field visit. Through descriptive statistical analysis and model analysis, this paper studies the relationship between the scale of land circulation and the income of farmers in poor areas, as well as other main factors that affect the income of farmers. In the empirical analysis, we choose the income level of farmers as the explained variable, the scale of land circulation, the number of families working outside the home, the proportion of farm income and the willingness of land transfer as the explanatory variables, and use the Logit model to analyze. The results show that the scale of land transfer has no significant effect on the income of farmers, and the more significant factors are the number of migrant workers, the proportion of farm income and the willingness of land transfer. It shows that the land circulation in poor areas has not been able to promote the income of farmers significantly. The number of families working outside the home, the proportion of farm income and the main income sources of families are the important factors that affect the income of farmers. These factors are closely related to the land circulation, so it is necessary to further promote the land circulation. On the basis of summing up the problems, this paper sums up the corresponding countermeasures and suggestions at the macro and micro levels in order to promote the land circulation in the poverty-stricken areas, thus to increase the farmers' income and realize the effect of poverty alleviation.
