【摘要】：華鎣市地勢總體NE高、SW低。地貌呈現(xiàn)東部為山地,西部為丘陵平壩。20世紀(jì)90年代以來,華鎣市社會經(jīng)濟(jì)發(fā)展迅速。煤礦業(yè)和石灰礦業(yè)的迅速發(fā)展,極大的推動地方經(jīng)濟(jì)的發(fā)展,促進(jìn)各項(xiàng)產(chǎn)業(yè)的進(jìn)步,人民的生活水平顯著提高。但是,隨著國家政策調(diào)整,駐華鎣市的國有企業(yè)相繼搬遷。目前閑置土地利用率較低,隨著煤炭資源逐步枯竭和產(chǎn)業(yè)政策調(diào)整,煤礦、采石場、水泥廠和鄉(xiāng)鎮(zhèn)加工企業(yè)等相繼關(guān)閉,又遺留了大量礦業(yè)廢棄地。隨著礦產(chǎn)資源的開發(fā),造成土地資源的壓占、挖損和塌陷,對生態(tài)環(huán)境和水資源造成一定程度的污染,同時導(dǎo)致生態(tài)環(huán)境有惡化趨勢,已經(jīng)影響當(dāng)?shù)氐恼Ｉa(chǎn)及生活,阻礙了華鎣市生態(tài)、經(jīng)濟(jì)和社會的可持續(xù)發(fā)展。通過對華鎣市礦業(yè)廢棄地現(xiàn)狀進(jìn)行調(diào)查,主要對社會經(jīng)濟(jì)狀況和壓占、挖損、塌陷的礦業(yè)廢棄地的實(shí)地調(diào)查,總結(jié)出華鎣市礦業(yè)廢棄地的分布現(xiàn)狀與特征。論文通過將自然生態(tài)要素和社會經(jīng)濟(jì)要素納入一個統(tǒng)籌分析框架,從土地理化性質(zhì)、自然地理?xiàng)l件和經(jīng)濟(jì)發(fā)展需求三方面選取影響因子,建立基于生態(tài)-經(jīng)濟(jì)導(dǎo)向的華鎣市礦業(yè)廢棄地復(fù)墾適宜性評價(jià)指標(biāo)體系。包括選取地形坡度、損毀程度、氣候因素、土壤狀況、水資源狀況、區(qū)位條件、復(fù)墾預(yù)期成本、復(fù)墾預(yù)期經(jīng)濟(jì)效益、經(jīng)濟(jì)發(fā)展與環(huán)境保護(hù)協(xié)調(diào)程度等作為評價(jià)因子,運(yùn)用層次分析法,確定各影響因子權(quán)重,構(gòu)建基于生態(tài)-經(jīng)濟(jì)導(dǎo)向的華鎣市礦業(yè)廢棄地適宜性評價(jià)模型。論文采用該模型對華鎣市礦業(yè)廢棄地進(jìn)行適宜性評價(jià),并結(jié)合Arcgis空間疊加分析,對華鎣市礦業(yè)廢棄地作出適宜性評價(jià)。根據(jù)不同礦業(yè)廢棄地類型和評價(jià)結(jié)果,結(jié)合礦業(yè)廢棄地周圍自然條件和社會經(jīng)濟(jì)條件,對市域內(nèi)礦業(yè)廢棄地進(jìn)行綜合復(fù)墾分析,提出基于生態(tài)-經(jīng)濟(jì)導(dǎo)向的華鎣市礦業(yè)廢棄地復(fù)墾模式,通過研究得出“郊區(qū)丘陵平壩生態(tài)農(nóng)業(yè)復(fù)墾模式”和“復(fù)合型山地生態(tài)旅游復(fù)墾模式”作為華鎣市礦業(yè)廢棄地復(fù)墾優(yōu)選模式。提出保障華鎣市礦業(yè)廢棄地復(fù)墾的措施,并對基于生態(tài)-經(jīng)濟(jì)導(dǎo)向的礦業(yè)廢棄地復(fù)墾模式進(jìn)行預(yù)期的生態(tài)、經(jīng)濟(jì)和社會效益分析。論文對華鎣市礦業(yè)廢棄地復(fù)墾模式研究,可為縣級資源枯竭型城市的轉(zhuǎn)型提供參考。
[Abstract]:The topography of Huaying City is generally high and low in NE. The landforms are mountainous in the east and hilly Pingba in the west. Since 1990's, Huaying city has developed rapidly. The rapid development of coal mining and lime mining has greatly promoted the development of local economy, promoted the progress of various industries, and significantly improved the living standards of the people. However, with the adjustment of national policy, the state-owned enterprises in Huaying city have been relocated one after another. At present, the utilization rate of idle land is low. With the gradual depletion of coal resources and the adjustment of industrial policies, coal mines, quarries, cement factories and township processing enterprises have been closed one after another, and a large number of mining wasteland have been left behind. With the development of mineral resources, it has caused the pressure of land resources, excavation and collapse, and caused a certain degree of pollution to the ecological environment and water resources. At the same time, it has led to the deterioration of the ecological environment, which has affected the normal production and life of the local people. It hinders the ecological, economic and social sustainable development of Huaying City. By investigating the present situation of mining abandoned land in Huaying City, the present situation and characteristics of mining abandoned land in Huaying City are summarized. In this paper, natural ecological factors and social and economic factors are brought into an overall analysis framework, and influence factors are selected from three aspects: physical and chemical properties of land, natural geographical conditions and economic development needs. The evaluation index system of reclaim suitability of mining wasteland in Huaying city based on ecological-economic guidance was established. Including terrain slope, damage degree, climate factor, soil condition, water resources condition, location condition, expected cost of reclamation, expected economic benefit of reclamation, coordination degree between economic development and environmental protection, etc. By using the analytic hierarchy process (AHP), the weight of each influence factor is determined, and an evaluation model of the suitability of mining wasteland in Huaying city based on ecological-economic guidance is constructed. The model is used to evaluate the suitability of mining wasteland in Huaying city, and combined with the spatial superposition analysis of Arcgis, the suitability evaluation of mining abandoned land in Huaying city is made. According to different types and evaluation results of mining wasteland, combined with the natural conditions and social and economic conditions around the mining abandoned land, the comprehensive reclamation analysis of mining abandoned land in the city area is carried out. A model of mining wasteland reclamation in Huaying City based on ecological and economic guidance is proposed. Through the research, it is concluded that "ecological agriculture reclamation model in suburban hilly flat dam" and "compound mountain ecotourism reclamation model" are the optimal models for reclamation of mining wasteland in Huaying city. The measures to ensure the reclamation of mining wasteland in Huaying City are put forward, and the expected ecological, economic and social benefits are analyzed based on the ecological-economic-oriented model of mining wasteland reclamation in Huaying City. This paper studies the reclamation model of mining wasteland in Huaying City, which can provide a reference for the transformation of resource-exhausted cities at county level.
