【摘要】：以國家實施林權(quán)制度改革以來的2003~2014年為研究時段,在測算中國各省份林業(yè)生產(chǎn)效率的基礎(chǔ)上,綜合運用ESDA技術(shù)、基尼系數(shù)等方法分析其時空差異,并構(gòu)建計量經(jīng)濟模型研究林業(yè)生產(chǎn)效率變化的影響因素。結(jié)果表明:1)中國林業(yè)生產(chǎn)效率逐年上升,但總體仍然偏低,高效率省份上升幅度較小,低效率省份增長幅度較大。2)林業(yè)生產(chǎn)效率的空間差異明顯,且呈縮小態(tài)勢。高效率省份集中于經(jīng)濟發(fā)展水平較高的中部和東南沿海一帶,低效率省份則主要分布于我國西北地區(qū)。3)人均GDP、林業(yè)系統(tǒng)職工收入、林業(yè)工作者素質(zhì)、病蟲鼠害發(fā)生率對林業(yè)生產(chǎn)效率的影響顯著。應(yīng)采取差別化林業(yè)發(fā)展政策,通過提升從業(yè)者素質(zhì)、增加職工收入、降低病蟲鼠害發(fā)生率等手段提升我國林業(yè)生產(chǎn)效率。
[Abstract]:In the period of 2003 ~ 2014 since the implementation of forest property right system reform in China, on the basis of measuring the forestry production efficiency of various provinces in China, the spatio-temporal differences were analyzed by means of ESDA technology and Gini coefficient. An econometric model was constructed to study the influencing factors of forestry production efficiency. The results showed that the forestry production efficiency of China increased year by year, but it was still on the low side as a whole. The increase range of high efficiency provinces was small, and the increase range of low efficiency provinces was larger (.2) the spatial difference of forestry production efficiency was obvious, and it showed a decreasing trend. The high efficiency provinces are concentrated in the middle and southeast coastal areas with a high level of economic development, while the inefficient provinces are mainly distributed in the northwest region of China (.3) per capita GDP, the income of forestry system workers and the quality of forestry workers. The incidence of pest and disease has a significant effect on forestry production efficiency. The differential forestry development policy should be adopted to improve the forestry production efficiency of our country by improving the quality of the practitioners, increasing the income of the workers and reducing the incidence of diseases, pests, rodent and so on.
