【摘要】：貧困現象有一定限度的長期性。經過國家精準扶貧政策,不管在量上還是在質上,我國的貧困現象將大大改觀。但貧困遺存問題仍將在較長的一個時期內存在,且主要集中在經濟社會發(fā)展相對滯后的區(qū)域。因此,對于貧困遺存的治理,一要轉變對貧困的思維認識;二要形成常規(guī)的脫貧攻堅治理形式;三要轉變機構職能;四要加強貧困痕跡的跟蹤和歸類;五要形成"專項"與"統(tǒng)籌"相結合的治理體制;六對于邊境貧困,應從國家國防角度給予支持和幫扶。
[Abstract]:Poverty has a limited long-term nature. Through the national policy of poverty reduction, poverty will be greatly improved both in quantity and quality. However, the problem of poverty remains will still exist in a long period of time, and mainly concentrated in areas where the economic and social development is relatively lagging. Therefore, for the governance of poverty, it is necessary to change the thinking of poverty; second, to form a conventional form of governance to overcome poverty; third, to change the functions of institutions; fourth, to strengthen the tracking and classification of traces of poverty; Fifth, it is necessary to form a system of governance that combines "special projects" with "overall planning"; sixth, support and help should be given from the point of view of national defense to border poverty.
