【摘要】：定點(diǎn)扶貧是各級(jí)黨政機(jī)關(guān)參與扶貧攻堅(jiān)的主要方式,是我國(guó)扶貧格局中的主要組成部分,對(duì)當(dāng)前減貧成績(jī)的取得具有不可替代的作用。幫助貧困群眾理清發(fā)展思路、夯實(shí)扶貧的組織基礎(chǔ)、提高自身發(fā)展能力,對(duì)當(dāng)前的扶貧攻堅(jiān),意義重大。但是,定點(diǎn)扶貧在縣、鄉(xiāng)及村的層面陷入目標(biāo)異化、跑要項(xiàng)目、體制張力等結(jié)構(gòu)性實(shí)踐困境,亟待研究并予以完善。
[Abstract]:Fixed-point poverty alleviation is the main way for party and government organs at all levels to take part in poverty alleviation, and it is the main component of poverty alleviation pattern in China, which plays an irreplaceable role in the achievement of poverty reduction at present. It is of great significance to help the poor to clear up their development ideas, consolidate the organizational foundation of poverty alleviation and improve their own development ability. However, targeted poverty alleviation in the county, township and village level into the goal alienation, important projects, system tension and other structural practical dilemmas, need to be studied and improved.
