【摘要】：中國自古以來是一個農業(yè)大國。農業(yè)是我國國民經(jīng)濟的基礎,黨和國家一直十分重視“三農”問題的解決。改革開放后,我們黨根據(jù)基本國情確立了以家庭承包經(jīng)營為基礎,統(tǒng)分結合的雙層經(jīng)營體制。這項制度的確立對我國農業(yè)生產關系進行了調整,進一步解放和發(fā)展了生產力。然而,隨著我國社會主義市場經(jīng)濟的不斷發(fā)展,家庭承包責任制逐漸暴露出一些缺陷：一家一戶分散經(jīng)營的模式造成“小農戶、大市場”之間的問題凸顯。為此,要想農戶與市場之間的問題得到有效解決,就必須轉變農業(yè)生產經(jīng)營方式,建立新型農業(yè)生產經(jīng)營主體,走中國特色農業(yè)現(xiàn)代化道路。家庭農場作為一種新型農業(yè)經(jīng)營主體,是在生產實踐中由廣大勞動人民創(chuàng)造的,他一方面能夠有效地克服分散經(jīng)營帶來的困難；另一方面,他能夠解放和發(fā)展農業(yè)生產力,促進農業(yè)又好又快發(fā)展。但是事物的發(fā)展過程總是漫長曲折的,受歷史上傳統(tǒng)的小農經(jīng)濟思想以及我國的現(xiàn)實國情影響,家庭農場在我國的發(fā)展困難重重。因此,本文對發(fā)達國家發(fā)展家庭農場的經(jīng)驗進行了總結,在分析我國家庭農場發(fā)展現(xiàn)狀及其在發(fā)展過程中出現(xiàn)的問題基礎上,提出解決對策。本文共有四部分；引言。這部分主要是從總體上說明本文的研究背景和意義,目前國內外專家學者對此問題研究的現(xiàn)狀以及本文采用的研究方法。第一部分,家庭農場相關問題概述。這部分集中就家庭農場的相關問題進行了系統(tǒng)的說明,并通過將家庭農場與其他幾種農業(yè)經(jīng)營方式的比較,指出了家庭農場的發(fā)展優(yōu)勢以及在我國培育和發(fā)展家庭農場的重要意義。第二部分,發(fā)達國家發(fā)展家庭農場的經(jīng)驗及對我國的啟示。這部分主要介紹了美、法、日三國在發(fā)展家庭農場的過程中各自的經(jīng)驗,分析了他們之間的共性,明確指出了我國在發(fā)展家庭農場過程中需要學習和借鑒的地方。第三部分,我國家庭農場發(fā)展現(xiàn)狀及存在的問題。這部分集中論述了目前家庭農場在我國發(fā)展的實際情況,指出了家庭農場發(fā)展過程中暴露的問題。第四部分,我國發(fā)展家庭農場應堅持的基本原則和解決存在問題的對策建議。這部分主要說明家庭農場發(fā)展過程中必須堅持的基本原則,在總結國內外家庭農場發(fā)展經(jīng)驗的基礎上,針對我國的特殊國情,提出了促進我國家庭農場又好又快發(fā)展的幾點建議。
[Abstract]:China has been an agricultural country since ancient times. Agriculture is the foundation of our national economy, the Party and the country have always attached great importance to the "three rural" problem. After the reform and opening up, our Party has established a double-level management system based on the family contract management. The establishment of this system readjusts our agricultural relations of production and further liberates and develops the productive forces. However, with the continuous development of the socialist market economy in our country, the family contract responsibility system has gradually exposed some defects: the "small peasant household, large market" problem is highlighted because of the pattern of decentralized management of one household. Therefore, in order to solve the problems between farmers and market effectively, we must change the mode of agricultural production and management, establish a new type of agricultural production and management main body, and take the road of agricultural modernization with Chinese characteristics. As a new type of agricultural management subject, the family farm was created by the working people in production practice. On the one hand, it can effectively overcome the difficulties brought about by decentralized management; on the other hand, it can liberate and develop agricultural productive forces. Promote the sound and rapid development of agriculture. However, the development process of things is always long and tortuous. Influenced by the traditional thought of small-scale peasant economy in history and the actual situation of our country, the development of family farm in our country is very difficult. Therefore, this paper summarizes the experience of developing family farms in developed countries, and puts forward some countermeasures on the basis of analyzing the present situation of family farms in China and the problems in the process of development. This article has four parts; introduction. This part mainly explains the research background and significance of this paper, the current situation of domestic and foreign experts and scholars on this issue and the research methods adopted in this paper. The first part is an overview of family farm related problems. This part focuses on the systematic explanation of family farm issues, and compares family farms with several other forms of agricultural management. The development advantage of family farm and the significance of cultivating and developing family farm in China are pointed out. The second part, the experience of developing family farm in developed countries and its enlightenment to our country. This part mainly introduces the experiences of the United States, France and Japan in the process of developing family farms, analyzes the commonness among them, and points out the points that need to be learned and used for reference in the process of developing family farms in China. The third part, the present situation and existing problems of family farm development in China. This part focuses on the actual situation of the family farm development in our country and points out the problems exposed in the family farm development process. In the fourth part, the basic principles and countermeasures to solve the problems in the development of family farms in China are discussed. This part mainly explains the basic principles that must be adhered to in the process of family farm development. On the basis of summing up the experience of family farm development at home and abroad, it aims at the special national conditions of our country. Some suggestions are put forward to promote the development of family farms in China.
