【摘要】：農(nóng)村的發(fā)展和農(nóng)業(yè)現(xiàn)代化水平的提高,不僅是一個(gè)地區(qū)經(jīng)濟(jì)社會(huì)發(fā)展的重要標(biāo)志,也是工業(yè)化、城市化發(fā)展過程中的必然要求。只有加快發(fā)展農(nóng)業(yè)現(xiàn)代化,才能鞏固農(nóng)業(yè)的基礎(chǔ)性地位,保障糧食安全和“三農(nóng)”問題的有效解決�！笆濉逼陂g,寧夏大力發(fā)展現(xiàn)代農(nóng)業(yè),已取得階段性成果,但總體而言與全國(guó),特別是東部經(jīng)濟(jì)發(fā)達(dá)地區(qū)相比還有很大差距,因此,當(dāng)前和今后相當(dāng)長(zhǎng)的時(shí)期內(nèi),采取什么樣的路徑才能有效促進(jìn)寧夏農(nóng)業(yè)現(xiàn)代化水平的提高,將是本文研究的重點(diǎn)。本文著眼于寧夏農(nóng)業(yè)發(fā)展現(xiàn)實(shí),運(yùn)用定量分析、數(shù)據(jù)統(tǒng)計(jì)以及多學(xué)科交叉分析等研究方法,從社會(huì)經(jīng)濟(jì)等不同層面,多角度、多層次的對(duì)寧夏農(nóng)業(yè)現(xiàn)代化發(fā)展現(xiàn)狀進(jìn)行綜合分析,并得出了影響寧夏農(nóng)業(yè)現(xiàn)代化發(fā)展的主要制約因素在于資源環(huán)境不協(xié)調(diào)、農(nóng)村人力資源結(jié)構(gòu)不合理、政策制度不完善和思想觀念保守等。本文結(jié)合國(guó)內(nèi)外在農(nóng)業(yè)現(xiàn)代化建設(shè)方面的成果經(jīng)驗(yàn),從促進(jìn)城鄉(xiāng)一體化發(fā)展、農(nóng)地流轉(zhuǎn)改革以及創(chuàng)新人才培養(yǎng)機(jī)制、財(cái)政投入機(jī)制等角度出發(fā),推動(dòng)農(nóng)業(yè)現(xiàn)代化發(fā)展。并根據(jù)不同區(qū)域資源特點(diǎn),推動(dòng)特色農(nóng)業(yè)帶發(fā)展,結(jié)合小城鎮(zhèn)建設(shè),緩解農(nóng)村剩余勞動(dòng)力的轉(zhuǎn)移壓力,輻射帶動(dòng)農(nóng)業(yè)產(chǎn)業(yè)化、現(xiàn)代化發(fā)展。
[Abstract]:The development of rural areas and the improvement of agricultural modernization level are not only an important symbol of the economic and social development of a region, but also an inevitable requirement in the process of industrialization and urbanization. Only by speeding up the development of agricultural modernization, can we consolidate the basic position of agriculture, guarantee food security and effectively solve the problems of agriculture, rural areas and farmers. During the 12th Five-Year Plan period, Ningxia made great efforts to develop modern agriculture, and it has already achieved periodic results, but in general, compared with the whole country, especially the economically developed areas in the east, there is still a big gap. Therefore, at present and in a very long period of time to come, What path can be taken to effectively promote the level of agricultural modernization in Ningxia will be the focus of this study. This paper focuses on the reality of Ningxia's agricultural development, using quantitative analysis, data statistics and multi-disciplinary cross-analysis research methods, from different levels of social and economic, multi-angle. This paper makes a comprehensive analysis of the present situation of Ningxia's agricultural modernization, and concludes that the main restrictive factors affecting the development of Ningxia's agricultural modernization are the disharmony of resources and environment, and the unreasonable structure of rural human resources. The policy system is imperfect and the ideology is conservative. This paper combines the achievement experience of agricultural modernization construction at home and abroad to promote the development of agricultural modernization from the perspectives of promoting the development of urban-rural integration, the reform of agricultural land circulation, the innovation of talent training mechanism, and the financial input mechanism, and so on. According to the characteristics of different regional resources, we should promote the development of characteristic agricultural belt, combine with the construction of small towns, alleviate the transfer pressure of rural surplus labor force, radiate the industrialization of agriculture and develop modernization.
