【摘要】：基于集體林權(quán)改革制度后福建省5地市496戶(hù)農(nóng)戶(hù)的抽樣調(diào)查數(shù)據(jù),運(yùn)用雙變量Probit模型,分別建立農(nóng)戶(hù)林地流出意愿、林地流出行為模型,實(shí)證檢驗(yàn)農(nóng)戶(hù)分化對(duì)林地流出意愿和林地流出行為的影響。通過(guò)農(nóng)戶(hù)職業(yè)分化和農(nóng)戶(hù)收入分化兩個(gè)維度對(duì)農(nóng)戶(hù)分化程度測(cè)量,研究表明:務(wù)農(nóng)兼業(yè)、非農(nóng)職業(yè)對(duì)農(nóng)戶(hù)林地流出意愿和流出行為有顯著的正向效應(yīng),且農(nóng)戶(hù)分化程度對(duì)林地流出意愿的影響與對(duì)林地流出行為的影響存在差異;農(nóng)戶(hù)的林地流出意愿對(duì)實(shí)際的流出行為有較強(qiáng)的導(dǎo)向影響力;戶(hù)主個(gè)人特征、家庭特征、資源稟賦、林業(yè)經(jīng)營(yíng)環(huán)境和地區(qū)差異對(duì)林地流出意愿和流出行為均有顯著影響。因此建議增加農(nóng)戶(hù)多元化創(chuàng)收渠道,推動(dòng)農(nóng)村剩余勞動(dòng)力轉(zhuǎn)移;建立有利于農(nóng)村勞動(dòng)力轉(zhuǎn)移的制度,改革現(xiàn)有戶(hù)籍管理體系;加強(qiáng)林業(yè)技能培訓(xùn)。
[Abstract]:Based on the sampling data of 496 peasant households in 5 cities of Fujian Province after the collective forest tenure reform system, the bivariate probit model was used to establish the models of the outflow intention and outflow behavior of the farmers respectively. The effect of farmers' differentiation on the outflow intention and outflow behavior of forest land was tested empirically. By measuring the degree of farmers' differentiation from the two dimensions of farmer occupational differentiation and peasant household income differentiation, the study shows that the non-agricultural occupation has a significant positive effect on the outflow intention and outflow behavior of farmers' forest land. And there are differences between the influence of farmer's differentiation degree on the intention of forest land outflow and the influence on the behavior of forest land outflow; the farmer's willingness to outflow has a strong guiding influence on the actual outflow behavior; the personal characteristics of the head of household, the family characteristics, the resource endowment, and so on. Forestry management environment and regional differences had significant effects on the outflow intention and outflow behavior of forest land. Therefore, it is suggested to increase farmers' diversified income generation channels, to promote the transfer of rural surplus labor force, to establish a system conducive to the transfer of rural labor force, to reform the existing household registration management system, and to strengthen forestry skills training.
