中國(guó)共產(chǎn)黨發(fā)展現(xiàn)代農(nóng)業(yè)政策研究（2002-2012）

【摘要】：發(fā)展現(xiàn)代農(nóng)業(yè),符合世界農(nóng)業(yè)發(fā)展的一般規(guī)律,順應(yīng)了我國(guó)經(jīng)濟(jì)發(fā)展的客觀趨勢(shì)。2002年12月,黨的十六大第一次明確提出發(fā)展現(xiàn)代農(nóng)業(yè)的重大任務(wù)。此后,中共中央出臺(tái)了一系列發(fā)展現(xiàn)代農(nóng)業(yè)政策,加快了農(nóng)業(yè)現(xiàn)代化步伐,為社會(huì)主義新農(nóng)村建設(shè)夯實(shí)產(chǎn)業(yè)基礎(chǔ)。本文以2002—2012年中國(guó)共產(chǎn)黨發(fā)展現(xiàn)代農(nóng)業(yè)政策為選題,通過(guò)分析黨發(fā)展現(xiàn)代農(nóng)業(yè)政策出臺(tái)的歷史背景,梳理黨發(fā)展現(xiàn)代農(nóng)業(yè)政策的內(nèi)容,對(duì)黨發(fā)展現(xiàn)代農(nóng)業(yè)政策取得的成效和理論意義進(jìn)行了深入探討,使人們對(duì)十六大以來(lái)黨發(fā)展現(xiàn)代農(nóng)業(yè)政策有了更加清晰的認(rèn)識(shí)。論文共分四個(gè)部分。第一部分,即第一章緒論。在這一章中,主要論證了研究2002—2012年間黨發(fā)展現(xiàn)代農(nóng)業(yè)政策的理論意義和現(xiàn)實(shí)意義,對(duì)學(xué)術(shù)界的研究狀況進(jìn)行了評(píng)述,回答了本文所使用的研究方法,說(shuō)明論文的主要?jiǎng)?chuàng)新之處。第二部分,即第二章黨發(fā)展現(xiàn)代農(nóng)業(yè)政策出臺(tái)的背景。中國(guó)共產(chǎn)黨之所以在這一時(shí)期密集出臺(tái)發(fā)展現(xiàn)代農(nóng)業(yè)的政策,主要是基于當(dāng)時(shí)中國(guó)農(nóng)業(yè)發(fā)展的現(xiàn)實(shí)。可以說(shuō),21世紀(jì)初的中國(guó)農(nóng)業(yè)正處于由傳統(tǒng)農(nóng)業(yè)向現(xiàn)代農(nóng)業(yè)的轉(zhuǎn)型時(shí)期。農(nóng)業(yè)的生產(chǎn)經(jīng)營(yíng)規(guī)模過(guò)小、科技貢獻(xiàn)率偏低、農(nóng)業(yè)服務(wù)社會(huì)化遠(yuǎn)遠(yuǎn)不夠、農(nóng)民的職業(yè)素質(zhì)不能滿足現(xiàn)代農(nóng)業(yè)的發(fā)展要求,這些問(wèn)題都嚴(yán)重制約了現(xiàn)代農(nóng)業(yè)的發(fā)展,影響了農(nóng)業(yè)現(xiàn)代化的進(jìn)程。第三部分,即第三章黨發(fā)展現(xiàn)代農(nóng)業(yè)政策的主要內(nèi)容。2002—2012年間,黨出臺(tái)了一系列發(fā)展現(xiàn)代農(nóng)業(yè)的政策,這些政策可以概括為以下五個(gè)方面,即建立現(xiàn)代農(nóng)業(yè)投入保障機(jī)制;提高現(xiàn)代農(nóng)業(yè)設(shè)施裝備水平;強(qiáng)化現(xiàn)代農(nóng)業(yè)的科技支撐;健全現(xiàn)代農(nóng)業(yè)的產(chǎn)業(yè)體系、市場(chǎng)體系、服務(wù)體系;以及造就現(xiàn)代農(nóng)業(yè)的人才隊(duì)伍,等等。這些政策內(nèi)容構(gòu)成了中國(guó)共產(chǎn)黨發(fā)展現(xiàn)代農(nóng)業(yè)的政策體系,推動(dòng)中國(guó)農(nóng)業(yè)從傳統(tǒng)農(nóng)業(yè)向現(xiàn)代農(nóng)業(yè)轉(zhuǎn)型。第四部分,即第四章黨發(fā)展現(xiàn)代農(nóng)業(yè)政策取得的成效及意義。隨著黨發(fā)展現(xiàn)代農(nóng)業(yè)政策的落地生根,加快了農(nóng)業(yè)現(xiàn)代化步伐,農(nóng)業(yè)科技創(chuàng)新和推廣能力大幅提高,農(nóng)業(yè)綜合生產(chǎn)能力顯著提升,農(nóng)業(yè)發(fā)展呈現(xiàn)多元化形態(tài),農(nóng)民專(zhuān)業(yè)合作組織快速增長(zhǎng),農(nóng)業(yè)正回歸為農(nóng)民增加收入的基本途徑,具有中國(guó)特色的現(xiàn)代農(nóng)業(yè)圖景正展現(xiàn)在人們面前。黨發(fā)展現(xiàn)代農(nóng)業(yè)的政策對(duì)當(dāng)代中國(guó)農(nóng)業(yè)發(fā)展具有重要指導(dǎo)意義,全面闡述了現(xiàn)代農(nóng)業(yè)的科學(xué)內(nèi)涵,為農(nóng)業(yè)現(xiàn)代化指明了前進(jìn)的方向。同時(shí),這些政策還為通過(guò)發(fā)展農(nóng)業(yè)來(lái)增加農(nóng)民收入找到新出路,為農(nóng)民依靠農(nóng)業(yè)獲得收入提供可靠保證;并通過(guò)發(fā)展現(xiàn)代農(nóng)業(yè)為社會(huì)主義新農(nóng)村建設(shè)夯實(shí)產(chǎn)業(yè)基礎(chǔ),為廣大農(nóng)民提供實(shí)現(xiàn)人生價(jià)值的廣闊天地。因此,黨的發(fā)展現(xiàn)代農(nóng)業(yè)政策為解決“三農(nóng)”問(wèn)題提供了新路徑。
[Abstract]:The development of modern agriculture conforms to the general law of world agricultural development and conforms to the objective trend of our country's economic development. In December 2002, the 16th National Congress of the Communist Party of China clearly put forward the important task of developing modern agriculture for the first time. Since then, the CPC Central Committee has issued a series of modern agricultural policies, accelerated the pace of agricultural modernization, and consolidated the industrial foundation for the construction of a new socialist countryside. In this paper, the Communist Party of China's development of modern agricultural policy as the topic, through the analysis of the party's development of modern agricultural policy of the historical background, combing the content of the party's development of modern agricultural policy. This paper probes into the achievements and theoretical significance of the Party's development of modern agricultural policy and makes people have a clearer understanding of the Party's development of modern agricultural policy since the 16th National Congress of the Communist Party of China. The thesis is divided into four parts. The first part is the introduction of the first chapter. In this chapter, the author mainly demonstrates the theoretical and practical significance of the research on the Party's development of modern agricultural policy from 2002 to 2012, reviews the research situation of the academic circles, and answers the research methods used in this paper. Explain the main innovation of the paper. The second part, namely the second chapter, the party develops the modern agriculture policy to issue the background. The reason why the Communist Party of China introduced the policy of developing modern agriculture intensively in this period is mainly based on the reality of the development of Chinese agriculture at that time. It can be said that China's agriculture is in the transition period from traditional agriculture to modern agriculture in the early 21 st century. The scale of agricultural production and operation is too small, the contribution rate of science and technology is on the low side, the socialization of agricultural services is far from enough, and the professional quality of farmers cannot meet the requirements of the development of modern agriculture. These problems have seriously restricted the development of modern agriculture. Affected the agricultural modernization process. From 2002 to 2012, the Party issued a series of policies for the development of modern agriculture. These policies can be summarized as the following five aspects, that is, the establishment of modern agricultural input security mechanism; To improve the equipment level of modern agricultural facilities; to strengthen the scientific and technological support of modern agriculture; to perfect the industrial system, market system and service system of modern agriculture; and to bring up the talents of modern agriculture, and so on. These policies constitute the policy system of the Communist Party of China to develop modern agriculture and promote the transformation of Chinese agriculture from traditional agriculture to modern agriculture. The fourth part, namely the fourth chapter, the party develops the modern agriculture policy achievement and the significance. With the development of the modern agricultural policy of the Party taking root, the pace of agricultural modernization has been quickened, the ability of agricultural scientific and technological innovation and extension has been greatly improved, the comprehensive agricultural production capacity has been significantly enhanced, and agricultural development has taken on a diversified form. With the rapid growth of farmers' professional cooperative organizations and the return of agriculture to the basic ways to increase farmers' income, the modern agricultural landscape with Chinese characteristics is emerging in front of people. The Party's policy of developing modern agriculture is of great significance to the development of modern agriculture in China. The scientific connotation of modern agriculture is expounded comprehensively and the direction of agricultural modernization is pointed out. At the same time, these policies also find new ways to increase farmers' income through the development of agriculture, and provide reliable guarantees for farmers to rely on agriculture to earn income; and through the development of modern agriculture, they can consolidate the industrial foundation for the construction of a new socialist countryside. For the vast number of farmers to achieve the value of a wide range of life. Therefore, the Party's modern agricultural policy provides a new way to solve the problem of agriculture, countryside and farmers.
