【摘要】：作為農(nóng)業(yè)大國,農(nóng)業(yè)是立國之本。近年來,我們國家的經(jīng)濟(jì)飛速發(fā)展,新農(nóng)村建設(shè)日益推進(jìn),村集體組織的職能日益增多,農(nóng)村財(cái)務(wù)管理工作存在的矛盾和糾紛也日益增多,這不僅導(dǎo)致了基層政府財(cái)政負(fù)擔(dān)的加劇,導(dǎo)致了集體經(jīng)濟(jì)組織資源的浪費(fèi),也導(dǎo)致了農(nóng)民負(fù)擔(dān)的加劇,嚴(yán)重制約了我國農(nóng)村經(jīng)濟(jì)的發(fā)展和社會(huì)的和諧與穩(wěn)定。因此,農(nóng)村財(cái)務(wù)管理的信息化顯得尤為重要,它在規(guī)范農(nóng)村"三資"管理,密切農(nóng)村干部群眾的關(guān)系,實(shí)現(xiàn)農(nóng)村集體經(jīng)濟(jì)組織公共事務(wù)的民主管理,村級財(cái)務(wù)公開等各個(gè)方面起著積極的推動(dòng)和引導(dǎo)的作用。農(nóng)村財(cái)務(wù)管理信息化為農(nóng)村財(cái)務(wù)管理的健康有序發(fā)展打下了堅(jiān)實(shí)基礎(chǔ),有利于實(shí)現(xiàn)農(nóng)村社會(huì)經(jīng)濟(jì)的持續(xù)發(fā)展與和諧穩(wěn)定。本文首先闡述農(nóng)村財(cái)務(wù)信息化管理發(fā)展的歷史背景,梳理分析了我們國內(nèi)學(xué)者對農(nóng)村財(cái)務(wù)管理信息化方面的相關(guān)研究成果,闡述了本文的基本研究思路與應(yīng)用的方法,闡明了本文研究的目標(biāo)以及研究內(nèi)容。其次,本文具體分析了農(nóng)村財(cái)務(wù)管理和財(cái)務(wù)管理信息化的含義,并分析了在我國信息技術(shù)飛速發(fā)展的情況下,將信息化管理手段引入農(nóng)村財(cái)務(wù)管理工作所起到的重要作用。認(rèn)為農(nóng)村財(cái)務(wù)信息化管理模式的廣泛運(yùn)用對規(guī)范我國農(nóng)村的"三資"管理,提高村委會(huì)、鄉(xiāng)鎮(zhèn)府等職能部門的工作效率,避免集體資產(chǎn)的虧空,切實(shí)維護(hù)農(nóng)民的切身利益,促進(jìn)農(nóng)村社會(huì)平穩(wěn)、有序的發(fā)展發(fā)揮著至關(guān)重要的作用。本文重點(diǎn)以三明市農(nóng)村財(cái)務(wù)管理信息化為研究對象,運(yùn)用調(diào)查研究和訪談法對三明市農(nóng)村財(cái)務(wù)管理信息化發(fā)展的狀況、取得的成效,三明市農(nóng)村財(cái)務(wù)管理信息化發(fā)展存在的問題及其原因等進(jìn)行探討。(1)從三明市各縣市實(shí)行的村級財(cái)務(wù)委托代理制和農(nóng)村財(cái)務(wù)計(jì)算機(jī)網(wǎng)絡(luò)監(jiān)管系統(tǒng)建設(shè)兩方面分析了三明市農(nóng)村財(cái)務(wù)管理信息化的發(fā)展現(xiàn)狀,并歸納總結(jié)了三明市農(nóng)村財(cái)務(wù)管理信息化建設(shè)取得的成效;(2)從農(nóng)村財(cái)務(wù)信息化管理隊(duì)伍、建設(shè)經(jīng)費(fèi)保障以及信息孤島現(xiàn)象等方面對三明市農(nóng)村財(cái)務(wù)管理信息化建設(shè)進(jìn)程中存在的問題進(jìn)行了探討;(3)從經(jīng)濟(jì)、政策、網(wǎng)絡(luò)技術(shù)手段、領(lǐng)導(dǎo)重視等各個(gè)方面分析了制約三明市農(nóng)村財(cái)務(wù)管理信息化發(fā)展的原因;(4)從強(qiáng)化對農(nóng)村財(cái)務(wù)管理信息化重要性的認(rèn)識(shí)、加強(qiáng)農(nóng)村財(cái)務(wù)管理人才隊(duì)伍建設(shè)以及保障資金投入等方面,提出了推進(jìn)三明市農(nóng)村財(cái)務(wù)信息化建設(shè)的的對策措施。
[Abstract]:As a large agricultural country, agriculture is the foundation of the country. In recent years, with the rapid development of our country's economy, the construction of new countryside is advancing day by day, the functions of village collective organization are increasing day by day, and the contradictions and disputes existing in the rural financial management work are also increasing day by day. This not only leads to the aggravation of the financial burden of grass-roots government, but also leads to the waste of resources of collective economic organizations and the aggravation of peasants' burden, which seriously restricts the development of rural economy and the harmony and stability of our society. Therefore, the informationization of rural financial management is particularly important, which is to standardize the management of "three capital" in rural areas, to close the relationship between cadres and masses in rural areas, and to realize the democratic management of public affairs in rural collective economic organizations. Village-level financial disclosure and other aspects play an active role in promoting and guiding. The informatization of rural financial management has laid a solid foundation for the healthy and orderly development of rural financial management and is conducive to the sustainable development and harmonious and stable development of rural social economy. This paper first expounds the historical background of the development of rural financial information management, combs and analyzes the relevant research results of our domestic scholars on the rural financial management informatization, and expounds the basic research ideas and application methods of this paper. The purpose and content of this paper are expounded. Secondly, this paper analyzes the meaning of rural financial management and financial management informatization, and analyzes the important role of introducing information management means into rural financial management under the condition of rapid development of information technology in China. It is believed that the extensive application of the rural financial information management mode can standardize the "three capital" management in rural areas, improve the working efficiency of the functional departments such as village committees and township governments, avoid the loss of collective assets, and safeguard the vital interests of farmers. Promoting stable and orderly development of rural society is playing a vital role. This paper focuses on the information of rural financial management in Sanming City as the research object, using the method of investigation and interview to the situation of the development of financial management information in Sanming City, and the results achieved. The problems existing in the development of rural financial management informatization in Sanming City and its causes are discussed. (1) this paper analyzes the problems and causes of the development of rural financial management informatization. (1) this paper analyzes the problems in the development of rural financial management informatization from two aspects: village financial entrustment agency system and the construction of rural financial computer network supervision system. The present situation of the development of financial management information in Sanming City, And summarized the results of rural financial management informatization construction in Sanming city. (2) from the rural financial information management team, This paper discusses the problems existing in the process of financial management informatization construction in Sanming City from the aspects of construction funds guarantee and information isolated island phenomenon. (3) from the aspects of economy, policy, network technology, etc. The reasons for restricting the development of rural financial management informatization in Sanming City are analyzed from the following aspects: (4) understanding of the importance of rural financial management informatization, In the aspects of strengthening the construction of rural financial management talents and ensuring the investment of funds, this paper puts forward the countermeasures to promote the construction of rural financial informatization in Sanming city.
