【摘要】：隨著城市化進程的加快、工業(yè)化的發(fā)展和產業(yè)結構的調整,土地資源的集約高效利用日益迫切。棕地再利用可以帶來社會、經濟、生態(tài)效益,是改善當地環(huán)境,建設兩型新社會的重要舉措,因此,棕地的再利用研究受到廣大關注。以湖南省宜章縣為調查區(qū)域,通過實地走訪、測量以及問卷調查等方式,獲取棕地基本資料,了解棕地利用現狀、棕地形成原因,以及棕地再利用存在的問題。選取縣城內部、城鄉(xiāng)結合部、鄉(xiāng)鎮(zhèn)的典型棕地案例進行分析,總結了宜章縣棕地形成的原因：市場競爭工廠倒閉；受規(guī)劃以及相關政策影響；工廠本身存在污染；采礦造成�？h域棕地不同于經濟發(fā)達地區(qū)棕地,再利用節(jié)奏慢,且類型多,分布散。選取位于縣城內部、城鄉(xiāng)結合部、礦區(qū)等地典型棕地案例,結合重心法、層次分析法、耕地地力評價等方法,探索不同區(qū)位棕地的最佳再利用方式,總結棕地再利用規(guī)律。結果顯示,縣城內部棕地經濟價值高,再利用方式首選為商業(yè)用地；城鄉(xiāng)結合部棕地再利用方式有多種選擇,利用層次分析法篩選出公共用地為最佳利用方式；礦區(qū)棕地應注重土地修復和耕地恢復。最后提出棕地再利用對策和建議。
[Abstract]:With the acceleration of urbanization, the development of industrialization and the adjustment of industrial structure, the intensive and efficient utilization of land resources is becoming more and more urgent. Brown land reuse can bring social, economic and ecological benefits. It is an important measure to improve local environment and build two new society. Taking Yizhang County of Hunan Province as the investigation area, the basic information of brown land is obtained through field visits, measurements and questionnaires, and the present situation of brown land utilization, the causes of brown land formation and the problems existing in brown land reuse are understood. This paper analyzes the typical brown land cases in the county town, urban and rural areas and towns, and summarizes the reasons for the formation of brown land in Yizhang County: market competition factory closure; affected by planning and related policies; pollution of the factory itself; and mining. County brown land is different from economically developed area in brown land, and its reusing rhythm is slow, and it has many types and distribution. This paper selects typical brown land cases in the interior of county town, urban and rural areas, mining areas, and so on. Combining the methods of center of gravity, analytic hierarchy process and land fertility evaluation of cultivated land, this paper explores the best reuse mode of brown land in different location, and summarizes the law of brown land reuse. The results showed that the economic value of brown land in the county was high and the best way of reuse was commercial land, and there were many choices in the reusing mode of brown land in the combination of urban and rural areas, and the public land was selected as the best way by AHP. Mining area brown land should pay attention to land restoration and arable land restoration. Finally, the countermeasures and suggestions of brown land reuse are put forward.
