【摘要】：目前,我國(guó)實(shí)施的有計(jì)劃、有組織的大規(guī)模扶貧開(kāi)發(fā)已經(jīng)取得了舉世矚目的成就。當(dāng)前,我國(guó)正在進(jìn)行一項(xiàng)無(wú)比艱巨的脫貧計(jì)劃,即各地都力爭(zhēng)到2020年摘掉貧困縣的帽子,但是,在以往的實(shí)際運(yùn)行中出現(xiàn)了貧困縣退出難的問(wèn)題。通過(guò)對(duì)2012年內(nèi)蒙古各地縣均國(guó)內(nèi)生產(chǎn)總值(GDP)與2012年內(nèi)蒙古人均GDP以及全國(guó)人均GDP的比較,并對(duì)內(nèi)蒙古貧困地區(qū)進(jìn)行排序和劃分、總結(jié)分析發(fā)現(xiàn),內(nèi)蒙古貧困地區(qū)的致貧原因不是單一的因素,而是社會(huì)性、政策性、制度性、資源性、生態(tài)性、主體性、生產(chǎn)性以及病原性等不同因素交錯(cuò)的結(jié)果;同時(shí),為了更好地適應(yīng)經(jīng)濟(jì)新常態(tài)下的扶貧形勢(shì),用貧困縣退出典型案例進(jìn)行更深入的分析,提出開(kāi)放型扶貧環(huán)境、重構(gòu)扶貧政策、瞄準(zhǔn)扶貧下沉和動(dòng)態(tài)可退的貧困縣退出路徑選擇。
[Abstract]:At present, the planned and organized development of poverty alleviation in China has made remarkable achievements. At present, our country is carrying on an extremely arduous plan to get rid of poverty, that is, every place is striving to take off the name of the poor county by 2020, but in the past, in the actual operation, the problem of the poor county exiting is difficult. By comparing the GDP of all counties and counties in Inner Mongolia in 2012 with the per capita GDP of Inner Mongolia in 2012 and the per capita GDP of the whole country in 2012, and sorting out and dividing the poverty-stricken areas in Inner Mongolia, the conclusion and analysis are made. The causes of poverty in the poverty-stricken areas of Inner Mongolia are not a single factor, but the intertwined results of social, policy, institutional, resource, ecological, subjective, productive and pathogenic factors. In order to better adapt to the situation of poverty alleviation under the new normal state of economy, this paper makes a more in-depth analysis of the typical case of poverty county withdrawal, puts forward the open poverty alleviation environment, reconstructs the poverty alleviation policy, aiming at poverty alleviation sinking and dynamically recoverable poverty county exit path choice.
