【摘要】:湖北省內(nèi)流經(jīng)1062公里的長江和979公里的漢江,水資源豐富。據(jù)不完全統(tǒng)計,湖北省內(nèi)共有大小支流1193條。省內(nèi)水域總面積達0.25億畝,江河、湖泊、水庫、池塘等星羅棋布,其中50%以上水域?qū)儆谶m宜養(yǎng)殖水域,水域資源居全國首位,漁業(yè)發(fā)展優(yōu)勢明顯。作為我國淡水漁業(yè)的主產(chǎn)區(qū)之一,長期雄踞我國淡水漁業(yè)第一位,連續(xù)18年淡水產(chǎn)品總產(chǎn)量無出其右。然而,隨著湖北省一些地區(qū)和部分種群的漁業(yè)資源被過度開發(fā)、漁業(yè)水域污染加重、人口劇增、水產(chǎn)品消費意愿增強等問題的出現(xiàn),漁業(yè)資源可持續(xù)性發(fā)展顯得十分緊迫。因此,本文首先對漁業(yè)可持續(xù)發(fā)展研究現(xiàn)狀進行梳理,接著對湖北省漁業(yè)可持續(xù)發(fā)展現(xiàn)狀進行研究,第三,立足于可持續(xù)發(fā)展理念的時代背景,提出漁業(yè)可持續(xù)發(fā)展內(nèi)涵,依據(jù)科學性、綜合性、層次性、協(xié)調(diào)性及可操作性的原則,構(gòu)建了中國省域漁業(yè)可持續(xù)發(fā)展指標體系。第四,通過對全國31省(自治區(qū)、直轄市)漁業(yè)產(chǎn)業(yè)可持續(xù)發(fā)展水平的測度,在全國的尺度范圍內(nèi)對湖北省漁業(yè)可持續(xù)發(fā)展水平的時空演變特征進行分析。第五在此基礎上,用灰色關聯(lián)分析法對27個指標和漁業(yè)可持續(xù)水平的灰色相關度進行了分析,確定了灰色關聯(lián)度最高的10個指標。最后,以前面的研究結(jié)果為基礎,為深入和全面實現(xiàn)湖北省漁業(yè)可持續(xù)發(fā)展和制定因地制宜的現(xiàn)代化漁業(yè)發(fā)展提供較為科學的政策建議。具體研究內(nèi)容包括以下六個章節(jié):第一章緒論。本部分首先探討了湖北省漁業(yè)可持續(xù)發(fā)展的研究背景與意義,整理了相關理論和參考文獻,在此基礎上確立了研究思路、研究內(nèi)容和研究方法,并提出了論文研究成果的理論意義與實踐意義,以及可能的創(chuàng)新點和不足之處。第二章湖北省漁業(yè)可持續(xù)發(fā)展現(xiàn)狀分析。本章分為兩部分:第一部分依據(jù)實地調(diào)研考察及宏觀年鑒數(shù)據(jù),從經(jīng)濟發(fā)展、社會發(fā)展、資源利用和環(huán)境保護四個方面分析了湖北省漁業(yè)的發(fā)展現(xiàn)狀,第二部分應用漁業(yè)生態(tài)足跡指數(shù)模型,測度了湖北省漁業(yè)生態(tài)足跡指數(shù),并首次將脫鉤理論應用到生態(tài)足跡指數(shù)與經(jīng)濟發(fā)展關系的研究中,研究了湖北省生態(tài)環(huán)境與漁業(yè)經(jīng)濟發(fā)展之間的響應關系。第三章中國省域漁業(yè)可持續(xù)發(fā)展水平測度模型的構(gòu)建。依據(jù)國內(nèi)漁業(yè)產(chǎn)業(yè)發(fā)展的現(xiàn)狀與趨勢,構(gòu)建了漁業(yè)可持續(xù)發(fā)展評價指標體系,該綜合指標體系包括經(jīng)濟發(fā)展、社會發(fā)展、資源利用和環(huán)境保護4個子系統(tǒng),經(jīng)濟增長、產(chǎn)業(yè)產(chǎn)值、產(chǎn)業(yè)結(jié)構(gòu)、產(chǎn)業(yè)技術推廣、生產(chǎn)要素、區(qū)域貿(mào)易、資源評價、機動漁船、污染狀況和旱、澇狀況10類要素層和漁業(yè)總產(chǎn)值增加值增長率、漁業(yè)產(chǎn)值對漁業(yè)經(jīng)濟總產(chǎn)值占比、漁業(yè)技術推廣經(jīng)費投入等27個具體指標。采用熵值法對全國31省(自治區(qū)、直轄市)在2004~2011年8年間的26個指標進行客觀賦權(quán),依據(jù)得到的熵權(quán)值計算了全國31省(自治區(qū)、直轄市)漁業(yè)產(chǎn)業(yè)可持續(xù)發(fā)展水平。第四章湖北省基于省域比較的漁業(yè)可持續(xù)水平及時空演變分析。首先利用熵值法得出的權(quán)重,對全國及31省(自治區(qū)、直轄市)2004~2011年的漁業(yè)可持續(xù)水平進行計算,并依據(jù)2005年和2011年漁業(yè)可持續(xù)水平相似程度,由低到高,將31省(自治區(qū)、直轄市)劃分為Ⅰ、Ⅱ、Ⅲ、Ⅳ、Ⅴ五種類型。接著從全國范圍對中國省域漁業(yè)可持續(xù)水平進行分析,最后對湖北省基于全國水平的橫向比較進行漁業(yè)可持續(xù)水及時空演變分析,結(jié)果表明,湖北省漁業(yè)可持續(xù)發(fā)展水平長期處于優(yōu)勢,超全國平均水平。第五章漁業(yè)可持續(xù)發(fā)展評價指標的灰色關聯(lián)分析。湖北省漁業(yè)的可持續(xù)發(fā)展水平呈現(xiàn)出降低-升高-降低的變化趨勢。這種變化趨勢主要由于漁業(yè)養(yǎng)殖單產(chǎn)水平、養(yǎng)殖漁船總功率、漁業(yè)養(yǎng)殖面積、漁業(yè)捕撈業(yè)產(chǎn)量增長率、污染造成水產(chǎn)品數(shù)量損失、漁業(yè)技術推廣經(jīng)費投入等指標值的變化。第六章實現(xiàn)湖北省漁業(yè)可持續(xù)發(fā)展的政策建議。依據(jù)已經(jīng)得到的研究結(jié)論從政府、科研機構(gòu)、漁業(yè)從業(yè)者三個層面對實現(xiàn)湖北省漁業(yè)可持續(xù)發(fā)展提供政策建立。
[Abstract]:Hubei Province flows through the 1062 km Yangtze River and the 979 km Han River with abundant water resources. According to incomplete statistics, there are 1193 large and small tributaries in Hubei province. The total area in the province reaches 25 million mu, rivers, lakes, reservoirs, ponds and so on, of which more than 50% of the waters are suitable for aquaculture waters, water resources are the first in the country, and the fishery development is excellent. As one of the main producing areas of freshwater fishery in China, the first place of freshwater fishery in China has long been dominating, and the total output of fresh water products has not come to the right for 18 years. However, with the over exploitation of fishery resources in some regions and parts of Hubei Province, the pollution of fishery waters is aggravated, the population increase, and the increase of the consumption will of aquatic products. At present, the sustainable development of fishery resources is very urgent. Therefore, this paper first combs the status of sustainable development of fisheries, and then studies the status of sustainable development of Fisheries in Hubei province. Third, based on the era of sustainable development concept, the connotation of sustainable development of fishery industry is put forward, according to scientific, comprehensive, and level. The index system of sustainable development of China's Provincial Fisheries is constructed by the principles of nature, coordination and operability. Fourth, through the measurement of the sustainable development level of the fisheries industry in the 31 provinces (autonomous regions and municipalities directly under the central government), the spatial and temporal evolution characteristics of the sustainable development level of Fisheries in Hubei province are analyzed in the scale of the national scale. Fifth On the base of the grey correlation analysis, the grey correlation between the 27 indexes and the sustainable level of fisheries is analyzed, and the 10 indexes with the highest grey correlation are determined. Finally, based on the previous research results, it provides a more thorough and comprehensive realization of the sustainable development of Fisheries in Hubei province and the development of modern fisheries development according to local conditions. The specific research contents include the following six chapters: the first chapter is introduction. This part first discusses the research background and significance of the sustainable development of Fisheries in Hubei Province, collate the relevant theories and references, and based on this, establish the research ideas, study the internal capacity and research methods, and put forward the research results of the paper. The second chapter is divided into two parts: the first part is divided into two parts: the first part, according to the field investigation and the macro yearbook data, analyzes the development of Hubei fishery from four aspects: economic development, social development, resource utilization and environmental protection. The second part uses the fishery ecological footprint index model to measure the ecological footprint index of Hubei Province, and applies the decoupling theory to the relationship between the ecological footprint index and the economic development for the first time, and studies the response relationship between the ecological environment of Hubei and the development of fishery economy. The third chapter is the sustainable development of the provincial fishery in China. According to the current situation and trend of the domestic fishery industry development, the evaluation index system of fishery sustainable development is constructed. The comprehensive index system includes 4 subsystems: economic development, social development, resource utilization and environmental protection, economic growth, industrial output value, industrial structure, industrial technology extension, production factors, and areas Regional trade, resource evaluation, motor fishing boat, pollution status and drought, drought, water logging 10 factors and increase in total fishery output value, fishery output value to total fishery economy total output ratio, fishery technology extension expenditure and other 27 specific indicators. The entropy method is adopted to the 31 provinces (autonomous regions and municipalities directly under the central government) of the whole country in 8 years of 2004~2011. The sustainable development level of fishery industry in 31 provinces (autonomous regions and municipalities directly under the central government) was calculated according to the entropy weight obtained by the obtained entropy weight. The fourth chapter based on the analysis of the sustainable level and spatio-temporal evolution of Fisheries in Hubei Province Based on the provincial comparison. First, the weights obtained by the entropy value method can be held for the Fisheries of the whole country and 31 provinces (autonomous regions and municipalities) in 2004~2011. The continued level is calculated, and the 31 provinces (autonomous regions and municipalities) are divided into five types based on the similarity of the sustainable level of Fisheries in 2005 and 2011, from low to high. Then, the sustainable level of the fishery in China is analyzed from the national level, and the fisheries in Hubei Province based on the horizontal comparison of the national level are carried out at last. The analysis of sustainable water and spatio-temporal evolution shows that the sustainable development level of Fisheries in Hubei province is in a long period of advantage, the average level of the country is super national. The grey correlation analysis of the evaluation index of sustainable development of Fisheries in the fifth chapter. The sustainable development level of Fisheries in Hubei Province shows a trend of decreasing, rising and decreasing. This trend is mainly caused by the trend of the change trend of the sustainable development of Fisheries in Hubei province. The total power of fishery culture, the total power of fishing boats, the area of fishery culture, the growth rate of fishery production, the loss of aquatic products and the investment of fishery technology extension. The sixth chapter is a policy proposal to realize the sustainable development of Fisheries in Hubei province. The fishery practitioners provide three levels of policy for the sustainable development of Fisheries in Hubei.
