【摘要】：在我國工業(yè)化、城鎮(zhèn)化和現(xiàn)代化的過程中,農(nóng)村社會的面貌得到了極大的改善,人民的生活水平有了極大的提高。然而在農(nóng)村的快速發(fā)展之中也暴露出了很多問題,其中尤其需要關(guān)注的是愈發(fā)嚴(yán)重的生態(tài)環(huán)境破壞�，F(xiàn)在我國農(nóng)業(yè)生產(chǎn)基本上屬于粗放型生產(chǎn),單純依賴化肥和農(nóng)藥的投入,對生態(tài)資源的索取遠(yuǎn)大于對生態(tài)資源保護(hù)的投入,生態(tài)環(huán)境承載壓力大。經(jīng)濟(jì)發(fā)展建設(shè)的同時生態(tài)保護(hù)工作沒有跟上步伐,農(nóng)民的生態(tài)保護(hù)意識又非常薄弱,廣大農(nóng)村面臨著生態(tài)保護(hù)建設(shè)投入不足、生態(tài)恢復(fù)工作緩慢、生態(tài)環(huán)境惡化等問題。這不符合社會主義新農(nóng)村建設(shè)中關(guān)于良好的農(nóng)村生態(tài)環(huán)境的建設(shè)目標(biāo),從長遠(yuǎn)上看也威脅農(nóng)業(yè)安全,制約農(nóng)村長遠(yuǎn)的發(fā)展,不利于三農(nóng)問題的解決。黨的十八大報告中提出了“美麗中國”的建設(shè)目標(biāo),對于我國的生態(tài)文明建設(shè)極為重視,未來生態(tài)文明建設(shè)要深層次的融入到社會經(jīng)濟(jì)文化建設(shè)的各個方面。沒有農(nóng)村的生態(tài)文明,就沒有中國的生態(tài)和諧,農(nóng)村生態(tài)文明建設(shè)的結(jié)果關(guān)系到“美麗中國”目標(biāo)能否實(shí)現(xiàn),為此必須給予農(nóng)村地區(qū)的生態(tài)文明建設(shè)足夠的重視。本文以河南省鞏義市小關(guān)鎮(zhèn)為例,分四部分對小關(guān)鎮(zhèn)生態(tài)文明建設(shè)工作進(jìn)行了分析和研究。首先是介紹了小關(guān)鎮(zhèn)自然狀況和經(jīng)濟(jì)條件,梳理小關(guān)鎮(zhèn)生態(tài)破壞的自然和人文根源,并介紹了小關(guān)鎮(zhèn)生態(tài)文明建設(shè)的現(xiàn)狀。小關(guān)鎮(zhèn)雖然在生態(tài)文明建設(shè)方面做了不少工作,但是其以工礦業(yè)為主的經(jīng)濟(jì)造成的工業(yè)污染仍舊嚴(yán)重,環(huán)境問題急需解決。其次就小關(guān)鎮(zhèn)生態(tài)文明建設(shè)面臨的問題進(jìn)行研究,認(rèn)為小關(guān)鎮(zhèn)目前面臨生態(tài)環(huán)境破壞嚴(yán)重、資源利用不充分、環(huán)保意識薄弱和政府監(jiān)管不到位的問題。然后從生態(tài)經(jīng)濟(jì)建設(shè)、生態(tài)環(huán)境建設(shè)、生態(tài)社會建設(shè)和生態(tài)意識建設(shè)四個方面探討了小關(guān)鎮(zhèn)生態(tài)文明建設(shè)的內(nèi)容。最后就小關(guān)鎮(zhèn)今后生態(tài)文明建設(shè)提出了轉(zhuǎn)變農(nóng)村經(jīng)濟(jì)的發(fā)展方式、培養(yǎng)農(nóng)民生態(tài)文明意識、以可持續(xù)的發(fā)展推進(jìn)農(nóng)村的經(jīng)濟(jì)社會建設(shè)等切實(shí)的政策保障建議。以期為廣大農(nóng)村地區(qū)的生態(tài)文明建設(shè)提供借鑒,努力在小關(guān)鎮(zhèn)乃至全省全國得到推廣,實(shí)現(xiàn)農(nóng)村的生態(tài)和諧。
[Abstract]:In the process of industrialization, urbanization and modernization, the appearance of rural society has been greatly improved, and the living standard of the people has been greatly improved. However, many problems have been exposed in the rapid development of rural areas. At present, agricultural production in our country basically belongs to extensive production, relying solely on the input of chemical fertilizer and pesticide. The demand for ecological resources is far greater than that for the protection of ecological resources, and the burden of ecological environment is great. At the same time, the ecological protection work has not kept pace with the economic development and construction, and the farmers' ecological protection consciousness is very weak. The vast rural areas are faced with the problems of insufficient investment in ecological protection construction, slow ecological restoration and deterioration of the ecological environment. This is not in line with the goal of building a good rural ecological environment in the construction of a new socialist countryside. In the long run, it also threatens the security of agriculture, restricts the long-term development of rural areas, and is not conducive to the solution of the problems of agriculture, rural areas and farmers. The report of the 18th National Congress of the Communist Party of China puts forward the construction goal of "beautiful China", which attaches great importance to the construction of ecological civilization in our country. In the future, the construction of ecological civilization should be deeply integrated into all aspects of the construction of social economy and culture. Without rural ecological civilization, there would be no ecological harmony in China. The result of rural ecological civilization construction is related to whether the goal of "beautiful China" can be realized, so we must pay enough attention to the construction of ecological civilization in rural areas. Taking Xiaoguan Town, Gongyi City, Henan Province as an example, this paper analyzes and studies the construction of ecological civilization of Xiaoguan Town in four parts. Firstly, it introduces the natural condition and economic condition of Xiaoguan Town, combs the natural and humanistic root of ecological destruction in Xiaoguan Town, and introduces the present situation of ecological civilization construction in Xiaoguan Town. Although Xiaoguan Town has done a lot of work in the construction of ecological civilization, the industrial pollution caused by the industrial and mining industry is still serious, and the environmental problems need to be solved urgently. Secondly, the problems of ecological civilization construction in Xiaoguan Town are studied. It is considered that Xiaoguan Town is faced with the problems of serious ecological environment damage, insufficient utilization of resources, weak awareness of environmental protection and inadequate government supervision. Then the contents of ecological civilization construction in Xiaoguan Town are discussed from four aspects: ecological economy construction, ecological environment construction, ecological society construction and ecological consciousness construction. Finally, the paper puts forward some practical policy guarantee suggestions on the construction of ecological civilization in Xiaoguan Town in the future, such as changing the mode of development of rural economy, cultivating farmers' consciousness of ecological civilization, and promoting rural economic and social construction with sustainable development. In order to provide reference for the construction of ecological civilization in rural areas, try to promote it in Xiaoguan Town and even the whole province, and realize the ecological harmony in rural areas.
