【摘要】：針對城鄉(xiāng)建設(shè)用地"雙增"趨勢對資源利用與耕地保護(hù)的挑戰(zhàn),從宅基地功能角度出發(fā)對農(nóng)戶的宅基地退出意愿進(jìn)行探討。研究結(jié)果表明,在當(dāng)前階段宅基地承載著生活居住、風(fēng)險(xiǎn)保障、歸屬承繼、支持生產(chǎn)、情感寄托及資本化等多重功能。由于持有宅基地的情形存在差異,宅基地在各種類型農(nóng)戶家庭中所發(fā)揮的功能也因此各有不同,進(jìn)而形成對農(nóng)戶宅基地退出意愿的差異化影響,因此,倡導(dǎo)宅基地退出需針對不同持有情況區(qū)別對待。從影響農(nóng)戶退出意愿的主要因素來看,安居工程、風(fēng)險(xiǎn)保障和資金補(bǔ)償是構(gòu)建宅基地退出補(bǔ)償機(jī)制需考慮的重點(diǎn)問題,其中如何確保農(nóng)戶的土地承包權(quán)益不受宅基地退出的影響、解決"兩棲"家庭的養(yǎng)老問題、構(gòu)建可進(jìn)可退的靈活城鎮(zhèn)化路徑是破解宅基地低效率使用難題的關(guān)鍵。
[Abstract]:In view of the challenge of "double increase" trend of urban and rural construction land to resource utilization and cultivated land protection, this paper discusses the farmers' willingness to withdraw from the homestead from the point of view of homestead function. The results show that the homestead has many functions such as living, risk protection, inheritance, production support, emotional sustenance and capitalization. Because of the difference in the situation of holding homestead, the function of homestead in various types of peasant households is different, and then the different influence on the homestead withdrawal will be formed. To advocate homestead withdrawal needs to be treated differently according to different holding situation. From the view of the main factors that affect the farmers' willingness to withdraw, housing projects, risk protection and capital compensation are the key issues to be considered in the construction of the homestead withdrawal compensation mechanism. Among them, how to ensure the farmers' land contract rights and interests are not affected by the homestead withdrawal, solve the "amphibious" family pension problem, build a flexible urbanization path that can enter and retreat is the key to solve the problem of low efficiency of homestead use.
