福建省農(nóng)業(yè)科技園區(qū)運營績效評價及提升研究

【摘要】:農(nóng)業(yè)是國民經(jīng)濟的基礎(chǔ),十八大報告提出了"堅持走中國特色新型工業(yè)化、信息化、城鎮(zhèn)化、農(nóng)業(yè)現(xiàn)代化道路的發(fā)展方向,然而當前四化進程的不同步,尤其是農(nóng)業(yè)現(xiàn)代化發(fā)展的滯后,仍然是阻礙中國現(xiàn)代化健康持續(xù)發(fā)展的一大因素。這要求各級政府必須進一步將加快農(nóng)業(yè)產(chǎn)業(yè)升級、促進生產(chǎn)方式轉(zhuǎn)變、提高農(nóng)業(yè)信息化水平,從而實現(xiàn)十三五規(guī)劃制定的目標,建設(shè)現(xiàn)代高效農(nóng)業(yè)園區(qū)是推進高效農(nóng)業(yè)規(guī);,轉(zhuǎn)變農(nóng)業(yè)發(fā)展方式,從而實現(xiàn)農(nóng)業(yè)現(xiàn)代化,農(nóng)民增收的一個重要途徑。農(nóng)業(yè)科技園區(qū)為農(nóng)業(yè)生產(chǎn)科技創(chuàng)新提供了良好的研究試驗場所,有利于推動傳統(tǒng)農(nóng)業(yè)不斷往現(xiàn)代化、技術(shù)產(chǎn)業(yè)化邁進。對農(nóng)業(yè)科技園區(qū)運營績效進行評價有利于了解園區(qū)內(nèi)部的科技研發(fā)以及生產(chǎn)經(jīng)營情況,為園區(qū)下一步發(fā)展計劃的制定提供現(xiàn)實依據(jù),對農(nóng)業(yè)科技園區(qū)的長足發(fā)展具備積極指導意義。鑒于此,本文對福建省農(nóng)業(yè)科技園區(qū)運營績效評價及提升進行研究分析。首先對現(xiàn)代農(nóng)業(yè)科技園區(qū)發(fā)展現(xiàn)狀、條件及影響因素等狀況進行介紹,然后介紹現(xiàn)代農(nóng)業(yè)科技園區(qū)的發(fā)展與建設(shè)的理論基礎(chǔ),包括了經(jīng)濟增長極理論、二元經(jīng)濟結(jié)構(gòu)和產(chǎn)業(yè)集聚理論,其次對福建省的多個農(nóng)業(yè)科技園區(qū)的發(fā)展現(xiàn)狀進行簡要介紹;其二通過層次分析法構(gòu)建運營績效評價指標,對研究樣本內(nèi)福建省多個農(nóng)業(yè)科技園區(qū)進行運營現(xiàn)狀評估,并用模糊綜合評價對福建省農(nóng)業(yè)科技園區(qū)的運營現(xiàn)狀進行分析;最終得出的結(jié)論如下:限制福建省農(nóng)業(yè)科技園區(qū)發(fā)展的負面因素有:園區(qū)內(nèi)部人力資源體系不健全、科研創(chuàng)新鼓勵機制缺失、產(chǎn)業(yè)鏈條斷層以及金融支持政策不足。①園區(qū)內(nèi)部人力資源體系不健全:園區(qū)內(nèi)部的技術(shù)人員較少,缺乏完善的人力資源分配制度和管理體系。②科研創(chuàng)新鼓勵機制缺.失:福建省農(nóng)業(yè)科技園區(qū)以現(xiàn)代化、先進性的農(nóng)業(yè)生產(chǎn)為主,但是創(chuàng)新實驗的成果和科學技術(shù)轉(zhuǎn)化率不高。③產(chǎn)業(yè)鏈條斷層:福建省農(nóng)業(yè)科技園區(qū)內(nèi)大部分企業(yè)以單一的農(nóng)場大規(guī)模生產(chǎn)模式為主要經(jīng)營方式,導致與其他產(chǎn)業(yè)發(fā)生斷層。④金融支持政策不足:缺乏科學的指導進而導致生產(chǎn)能力低下,造成了不良的循環(huán)。相應的扶持政策建議:①優(yōu)化科技園區(qū)內(nèi)部人力資源系統(tǒng)。②建立園區(qū)內(nèi)企業(yè)科研創(chuàng)新政策推動機制。③發(fā)展符合地方農(nóng)業(yè)高新科技產(chǎn)業(yè)延伸產(chǎn)業(yè)鏈條。④建立園區(qū)企業(yè)金融支持機制。
[Abstract]:Agriculture is the foundation of the national economy. The report of the 18th National Congress put forward the "direction of adhering to the road of new industrialization, information technology, urbanization and agricultural modernization with Chinese characteristics. However, the current process of the four modernizations is not synchronized." In particular, the lag of agricultural modernization is still a major factor hindering the healthy and sustainable development of China's modernization. This requires governments at all levels to further accelerate the upgrading of agricultural industries, promote the transformation of production methods, improve the level of agricultural informatization, and thus achieve the goals set in the 13th Five-Year Plan. The construction of modern and efficient agricultural parks is to promote the scale of efficient agriculture. Change agricultural development mode, realize agricultural modernization, an important way that farmer increases income thereby. The agricultural science and technology park provides a good research and test place for the scientific and technological innovation of agricultural production, which is helpful to promote the modernization of traditional agriculture and the industrialization of technology. The evaluation of the performance of agricultural science and technology park is helpful to understand the research and development of science and technology and the production and management of the park, and to provide the realistic basis for the next development plan of the park. To the agricultural science and technology park's considerable development has the positive guidance significance. In view of this, this paper studies and analyzes the performance evaluation and promotion of Fujian Agricultural Science and Technology Park. This paper first introduces the status quo, conditions and influencing factors of the development of the modern agricultural science and technology park, and then introduces the theoretical basis of the development and construction of the modern agricultural science and technology park, including the theory of economic growth pole. The dual economic structure and industrial agglomeration theory, secondly, the development status of several agricultural science and technology parks in Fujian Province is briefly introduced; secondly, the operational performance evaluation index is constructed by AHP. This paper evaluates the operation status of several agricultural science and technology parks in Fujian province in the study sample, and analyzes the operation status of agricultural science and technology parks in Fujian province by fuzzy comprehensive evaluation. The final conclusions are as follows: the negative factors restricting the development of Fujian Agricultural Science and Technology Park are: the imperfect human resource system in the park, the lack of encouraging mechanism for scientific research innovation, Industrial chain fault and insufficient financial support policies 1.The human resource system in the park is not perfect: there are fewer technical personnel in the park, and there is no perfect human resource distribution system and management system. 2. Lack of scientific research innovation incentive mechanism. Loss: Fujian Agricultural Science and Technology Park is dominated by modern and advanced agricultural production, However, the results of the innovation experiment and the transformation rate of science and technology are not high. 3. The fault of the industrial chain: most enterprises in Fujian Agricultural Science and Technology Park take a single large-scale farm production model as the main mode of operation. The lack of scientific guidance leads to a low production capacity, resulting in a bad cycle. The corresponding support policy suggestion: 1 optimize the human resources system within the science and technology park. 2 establish the enterprise scientific research innovation policy promotion mechanism. 3 development in line with the local agricultural high and new technology industry extension industry chain. 4. Establish Financial support mechanism for park enterprises.
