【摘要】：農(nóng)業(yè)對于中國來說,是國民經(jīng)濟的命脈,能否合理地利用與規(guī)劃農(nóng)村土地是關(guān)乎社會穩(wěn)定的全局性問題。中國的國情特殊,政府會介入農(nóng)村的土地流轉(zhuǎn)中,政府的行為直接關(guān)系到了農(nóng)村的土地流轉(zhuǎn)效果,快速有效的政府行為會使土地流轉(zhuǎn)既快又好地發(fā)展,反之,不規(guī)范的政府行為則會影響并阻礙土地流轉(zhuǎn)的順利開展。本文首先介紹了農(nóng)村土地流轉(zhuǎn)政府引導的相關(guān)概念和理論基礎(chǔ),通過以通化市農(nóng)村土地流轉(zhuǎn)的政府引導的具體情況為研究基礎(chǔ),經(jīng)過對各個鄉(xiāng)鎮(zhèn)土地流轉(zhuǎn)行為的分析,分析流轉(zhuǎn)行為的優(yōu)勢和劣勢,進一步闡述通化市政府在農(nóng)村土地流轉(zhuǎn)過程中取得的引導成效和政府引導不到位的情況,最后提出積極有序推進通化市土地流轉(zhuǎn)的一系列舉措,本文共分為六大部分。第一部分,概念界定及相關(guān)理論。主要闡述了關(guān)于農(nóng)村土地流轉(zhuǎn)的概念以及政府引導的概念和相應(yīng)的理論基礎(chǔ),政府引導責任的承擔依據(jù),政府對于農(nóng)村土地流轉(zhuǎn)的引導方式。第二部分,通化市土地流轉(zhuǎn)現(xiàn)狀。以通化市為考察調(diào)研對象,針對目前通化市土地流轉(zhuǎn)的情況,分析通化市農(nóng)村土地流轉(zhuǎn)的主觀、客觀條件、主要的土地流轉(zhuǎn)模式,相應(yīng)提出針對通化市目前土地流轉(zhuǎn)的問題。第三部分,通化市農(nóng)村土地流轉(zhuǎn)中政府引導行為分析。首先研究通化市在市政府的政策引導下所取得的主要成就,如注入新技術(shù)、引導農(nóng)民創(chuàng)收,較為完善的信息咨詢服務(wù)。然后深入分析通化市農(nóng)村土地流轉(zhuǎn)政府引導的現(xiàn)存問題,如中介市場不夠完善,政府對土地流轉(zhuǎn)市場投入的經(jīng)費和配套設(shè)施不能滿足土地流轉(zhuǎn)市場的發(fā)展,土地流轉(zhuǎn)的操作不規(guī)范,監(jiān)督管理不到位。第四部分,土地流轉(zhuǎn)中強化政府引導作用的對策建議。引導好通化市農(nóng)村土地流轉(zhuǎn),主要從以下幾個方面著手,如建立完善的土地流轉(zhuǎn)的信息服務(wù)平臺、建立起較好的土地流轉(zhuǎn)市場機制、加強土地流轉(zhuǎn)典型案例宣傳、推動政府建立激勵機制、完善準失地農(nóng)民的生活保障機制。
[Abstract]:Agriculture is the lifeblood of the national economy for China. Whether the rural land can be rationally utilized and planned is an overall issue of social stability. China's national conditions are special, the government will intervene in the rural land circulation, the government behavior directly related to the rural land transfer effect, rapid and effective government behavior will make the land circulation both fast and good development, on the contrary, Non-standard government behavior will affect and hinder the smooth development of land circulation. This paper first introduces the relevant concepts and theoretical basis of the rural land transfer government guidance, through the concrete situation of the government guidance of the rural land circulation in Tonghua City as the research basis, through the analysis of the behavior of each township land circulation. This paper analyzes the advantages and disadvantages of the circulation behavior, further expounds the guiding effect obtained by the government of Tonghua city in the process of rural land circulation and the situation that the government guidance is not in place, and finally puts forward a series of measures to promote the land circulation in Tonghua city actively and orderly. This paper is divided into six parts. The first part is the definition of concept and related theories. This paper mainly expounds the concept of rural land transfer, the concept of government guidance and the corresponding theoretical basis, the basis of the responsibility of government guidance, and the guidance mode of the government for rural land transfer. The second part, the current situation of land circulation in Tonghua City. Taking Tonghua city as the investigation object, according to the current situation of the land circulation in Tonghua city, this paper analyzes the subjective and objective conditions, the main land circulation mode of the rural land circulation of Tonghua city, and puts forward the problems of the current land circulation in Tonghua city accordingly. The third part, Tonghua City rural land circulation government-led behavior analysis. This paper first studies the main achievements of Tonghua city under the policy guidance of the municipal government, such as injecting new technology, guiding farmers to earn income, and more perfect information consulting service. Then it deeply analyzes the existing problems of the government guidance on the rural land circulation in Tonghua City, such as the imperfect intermediary market, the government investment in the land transfer market and the supporting facilities that cannot meet the development of the land circulation market. Land circulation operation is not standardized, supervision and management is not in place. The fourth part, the countermeasures and suggestions to strengthen the role of government guidance in land circulation. To guide the circulation of rural land in Tonghua City, we should mainly start from the following aspects, such as establishing a perfect information service platform for land circulation, setting up a better market mechanism for land circulation, and strengthening the publicity of typical cases of land circulation. The government should be encouraged to establish an incentive mechanism to improve the living security mechanism of quasi-land-losing farmers.
