【摘要】：在我國,每個(gè)公民都享有國家體制的醫(yī)療資源,這是維護(hù)社會和諧穩(wěn)定的基本條件,也是國家實(shí)現(xiàn)全面小康社會宏偉目標(biāo)的出發(fā)點(diǎn)和落腳點(diǎn)。因此,對于農(nóng)民工參加醫(yī)療保險(xiǎn)過程中出現(xiàn)的各種情況和農(nóng)民工的實(shí)際感受進(jìn)行研究具有重要的現(xiàn)實(shí)意義。本文以濟(jì)南市為具體的研究對象,通過問卷調(diào)查、數(shù)理統(tǒng)計(jì)等方法,對該地外來農(nóng)民工醫(yī)療保險(xiǎn)滿意度進(jìn)行了細(xì)致分析。全文共分為5個(gè)部分:第1部分對本文研究的時(shí)代背景、現(xiàn)實(shí)意義進(jìn)行了陳述和說明,歸納總結(jié)了國內(nèi)外相關(guān)研究成果,并給出了全文研究內(nèi)容、方法和技術(shù)路線;第2部分主要對論文研究過程中設(shè)計(jì)的基本概念、理論基礎(chǔ)進(jìn)行了概述;第3部分以抽樣調(diào)查和現(xiàn)場訪談的方式,對濟(jì)南市外來農(nóng)民工醫(yī)療保險(xiǎn)的參保情況和滿意度情況進(jìn)行調(diào)查;第4部分評價(jià)分析濟(jì)南市外來農(nóng)民工醫(yī)療保險(xiǎn)實(shí)施過程中滿意度的影響因素;第5部分根據(jù)上文中所得到的分析結(jié)果,得出如下主要研究結(jié)論:(1)由于農(nóng)民工獲得醫(yī)療保險(xiǎn)信息渠道的閉塞和自身對于輕微傷病等小病的不重視和為了減少花費(fèi),使其對于參加醫(yī)療保險(xiǎn)的積極性不高,除現(xiàn)已普及的新農(nóng)合外,其他種類的醫(yī)療保險(xiǎn)參保農(nóng)民工數(shù)量較少;(2)農(nóng)民工對醫(yī)療保險(xiǎn)制度、人社部門和醫(yī)療機(jī)構(gòu)機(jī)構(gòu)以及政府職能等總體滿意度并不高,不滿意度(包括比較不滿意和不滿意)分別為45.63%、44.77%和30.88%;(3)對當(dāng)前影響農(nóng)民工醫(yī)療保險(xiǎn)滿意度的因素統(tǒng)計(jì)分析中,制度因素的滿意度最低,政府職能工作滿意度最高,人社部門和醫(yī)療機(jī)構(gòu)滿意度居中。而回歸分析結(jié)果顯示三大維度的影響都比較明顯,其中影響程度最高的是政府職能因素,其次是醫(yī)療保險(xiǎn)制度因素,影響程度最低的則是人社部門和醫(yī)療機(jī)構(gòu)因素。在上述主要研究結(jié)論的基礎(chǔ)上,本文從盡快統(tǒng)一醫(yī)療保險(xiǎn)相關(guān)立法、多層次加強(qiáng)宣傳力度、加強(qiáng)醫(yī)療保險(xiǎn)信息系統(tǒng)建設(shè)、強(qiáng)化對醫(yī)療保險(xiǎn)定點(diǎn)醫(yī)療機(jī)構(gòu)的監(jiān)管等方面提出了改善提高農(nóng)民工醫(yī)療保險(xiǎn)滿意度的對策建議。
[Abstract]:In our country, every citizen enjoys the medical resources of the national system, which is the basic condition for maintaining social harmony and stability, and is also the starting point and the foothold point for the country to realize the grand goal of a well-off society in an all-round way. Therefore, it is of great practical significance to study the various situations and the actual feelings of migrant workers in the process of participating in medical insurance. This article takes Jinan as the concrete research object, through the questionnaire investigation, the mathematical statistics and so on, has carried on the careful analysis to the local migrant worker medical insurance satisfaction. The thesis is divided into five parts: in the first part, the background and realistic significance of this study are stated and explained, the related research results at home and abroad are summarized, and the research contents, methods and technical routes are given. The second part mainly summarizes the basic concepts and theoretical basis of the design in the research process of the thesis. The third part is the way of sample survey and field interview. The fourth part evaluates and analyzes the influencing factors of satisfaction in the implementation of medical insurance for migrant workers in Jinan. In the fifth part, according to the analysis results obtained above, we draw the following main research conclusions: (1) due to the lack of access to medical insurance information for migrant workers and the lack of attention to minor illnesses such as minor injuries and illnesses, and in order to reduce costs, So that their enthusiasm for participating in medical insurance is not high, except for the now popularized New Rural Cooperation, the number of other types of medical insurance insured by migrant workers is relatively small. (2) migrant workers have a medical insurance system. The overall satisfaction of social departments, medical institutions and government functions is not high, and the dissatisfactory degree (including relatively unsatisfactory and dissatisfied) is 45.63% and 30.88% respectively) in the statistical analysis of the factors that affect the satisfaction degree of migrant workers' medical insurance at present. The satisfaction degree of system factor is the lowest, the job satisfaction of government function is the highest, and the satisfaction of social department and medical institution is the middle. The result of regression analysis shows that the influence of the three dimensions is obvious, among which the most influential factor is the government function factor, the second is the medical insurance system factor, and the lowest is the human society department and the medical institution factor. On the basis of the above main research conclusions, this paper unifies the relevant legislation of medical insurance as soon as possible, strengthens the propaganda at various levels, and strengthens the construction of the medical insurance information system. This paper puts forward some countermeasures to improve the satisfaction of medical insurance of migrant workers in such aspects as strengthening the supervision of designated medical institutions of medical insurance.
