【摘要】：近年來,農(nóng)產(chǎn)品加工業(yè)的發(fā)展蒸蒸日上,成為了農(nóng)業(yè)現(xiàn)代化的支柱力量和國民經(jīng)濟(jì)的重要產(chǎn)業(yè),對提高人民生活福祉、保持經(jīng)濟(jì)平穩(wěn)較快發(fā)展發(fā)揮了重要作用。黑龍江省的糧食產(chǎn)量在國內(nèi)首屈一指,得天獨(dú)厚的農(nóng)業(yè)資源為加工業(yè)發(fā)展提供了基礎(chǔ)和保障,但我省農(nóng)業(yè)大而不強(qiáng),農(nóng)產(chǎn)品深加工和科研開發(fā)能力較弱,因此大力引進(jìn)外地資本和技術(shù)力量是黑龍江農(nóng)產(chǎn)品加工業(yè)快速健康發(fā)展的必然選擇。通過對我省招商引資活動重點(diǎn)項目推進(jìn)落實情況的調(diào)查研究,發(fā)現(xiàn)我省缺乏科學(xué)合理的招商引資綜合評價指標(biāo)體系,以對招商引資引進(jìn)的項目進(jìn)行客觀評判。因此全文致力于建立一套實用性強(qiáng)、可靠性高的黑龍江省農(nóng)產(chǎn)品加工業(yè)招商引資投資效益評價指標(biāo)體系,對進(jìn)一步推進(jìn)我省農(nóng)產(chǎn)品加工業(yè)招商引資項目的落實和有關(guān)政策的制定具有一定的理論意義和現(xiàn)實意義。在研究過程中,首先引入成本效益理論、"缺口理論"、外部性理論,并據(jù)此理論按照內(nèi)因和外因得出農(nóng)產(chǎn)品加工業(yè)招商引資投資效益的影響因素;其次在經(jīng)過實地調(diào)研的基礎(chǔ)上,客觀現(xiàn)實的描述出黑龍江省農(nóng)產(chǎn)品加工業(yè)招商引資投資效益的評價現(xiàn)狀,了解現(xiàn)實中招商引資評價工作存在的問題;最后理論與現(xiàn)實相結(jié)合,將農(nóng)產(chǎn)品加工業(yè)招商引資投資效益指標(biāo)體系分為招商引資投入和招商引資產(chǎn)出兩個分目標(biāo)層,下設(shè)政府資金投入、資源與環(huán)境、科技創(chuàng)新、經(jīng)濟(jì)效益、稅收與就業(yè)、經(jīng)濟(jì)協(xié)調(diào)發(fā)展6個子目標(biāo)層,最終建立了 20個評價指標(biāo)的黑龍江省農(nóng)產(chǎn)品加工業(yè)招商引資評價指標(biāo)體系。在研究方法上,文章采用了 2005-2014年十年的數(shù)據(jù),運(yùn)用層次分析法和主成份份析法結(jié)合的方式確定了黑龍江省農(nóng)產(chǎn)品加工業(yè)招商引資效益評價指標(biāo)體系的權(quán)重。在綜合評價近十年我省農(nóng)產(chǎn)品加工業(yè)招商引資投資效益基礎(chǔ)上,為促進(jìn)黑龍江省農(nóng)產(chǎn)品加工業(yè)招商引資工作、合理評價引進(jìn)項目的投資效益提出有針對性的意見,以期能夠促進(jìn)我省優(yōu)越的農(nóng)業(yè)資源轉(zhuǎn)化為經(jīng)濟(jì)優(yōu)勢。
[Abstract]:In recent years, the development of agricultural products processing industry has become a pillar force of agricultural modernization and an important industry of the national economy, which has played an important role in improving the people's well-being and maintaining a steady and rapid economic development. Heilongjiang Province's grain output is second to none in China, and the unique agricultural resources provide the foundation and guarantee for the development of processing industry. However, the agriculture of our province is large and not strong, and the ability of agricultural products deep processing and scientific research and development is relatively weak. Therefore, it is an inevitable choice for Heilongjiang agricultural products processing industry to develop rapidly and healthily by introducing foreign capital and technology. Through the investigation and study on the implementation of the key projects of the investment promotion activities in our province, it is found that the province lacks a scientific and reasonable comprehensive evaluation index system for attracting investment in order to objectively judge the projects of attracting investment. Therefore, the full text is devoted to establishing a set of evaluation index system of investment benefit of Heilongjiang agricultural products processing industry with strong practicability and high reliability. It is of certain theoretical and practical significance to further promote the implementation of investment attracting projects and the formulation of relevant policies in the processing industry of agricultural products in our province. In the course of the research, the cost-benefit theory, "gap theory" and externality theory are introduced first, and according to the internal and external factors, the influencing factors of the investment benefit of the agricultural product processing industry are obtained. Secondly, on the basis of the field investigation, The objective reality of Heilongjiang agricultural products processing industry investment evaluation of the status quo, understand the reality of the problems in the evaluation of investment, the final theory and reality combined, The index system of investment benefit of agricultural products processing industry is divided into two levels: investment and output, with government investment, resources and environment, scientific and technological innovation, economic benefits, taxation and employment. There are 6 sub-target layers of coordinated development of economy, and 20 evaluation indexes of Heilongjiang agricultural products processing industry are established finally, and the evaluation index system of attracting investment from agricultural products processing industry in Heilongjiang Province is established. In terms of research methods, the paper adopts the data from 2005-2014, and uses the method of AHP and principal component analysis to determine the weight of the evaluation index system of investment attraction benefit of agricultural products processing industry in Heilongjiang Province. On the basis of comprehensive evaluation of the investment benefit of agricultural product processing industry in Heilongjiang province in the past ten years, the paper puts forward some suggestions for promoting the investment attraction work of agricultural product processing industry in Heilongjiang Province and rationally evaluating the investment benefit of the imported project. With a view to promoting the province's superior agricultural resources into economic advantages.
