【摘要】:經(jīng)過(guò)了長(zhǎng)年的不懈努力,我國(guó)的農(nóng)業(yè)農(nóng)村經(jīng)濟(jì)不斷邁上新臺(tái)階。如今農(nóng)業(yè)的主要矛盾從總量不足的矛盾轉(zhuǎn)變?yōu)榻Y(jié)構(gòu)性矛盾。近年來(lái),在不斷推進(jìn)農(nóng)業(yè)轉(zhuǎn)型升級(jí)中,新農(nóng)村和現(xiàn)代農(nóng)業(yè)建設(shè)成為我國(guó)全面建成小康社會(huì)的重要任務(wù)。但在新形勢(shì)下,各種問(wèn)題也十分突出,供給側(cè)的矛盾尤為明顯。農(nóng)機(jī)組織的供給與農(nóng)戶(hù)日漸增長(zhǎng)的需求相矛盾,這大大阻礙了農(nóng)業(yè)機(jī)械化的進(jìn)程。隨著農(nóng)村市場(chǎng)經(jīng)濟(jì)體制的逐步完善,相應(yīng)的農(nóng)機(jī)購(gòu)置補(bǔ)貼政策的陸續(xù)出臺(tái),在安徽省農(nóng)機(jī)相關(guān)部門(mén)和農(nóng)戶(hù)的積極努力下,農(nóng)機(jī)服務(wù)組織不斷涌現(xiàn)。在“十三五”規(guī)劃的實(shí)干一年,也是供給側(cè)改革的深化之年,如何正確引導(dǎo)和規(guī)范農(nóng)機(jī)社會(huì)化服務(wù)組織的發(fā)展,使其既能服務(wù)于農(nóng)機(jī)化進(jìn)程,也能使農(nóng)戶(hù)獲得收益,是我們目前亟待回答的問(wèn)題。本文從安徽省農(nóng)機(jī)社會(huì)化服務(wù)組織的經(jīng)營(yíng)機(jī)制入手進(jìn)行分析,主要分為七個(gè)部分:第一部分前言,介紹論文的研究背景、意義和目的,對(duì)研究方法及技術(shù)路線進(jìn)行闡述;第二部分是理論基礎(chǔ)及相關(guān)概論。對(duì)本文將要研究的相關(guān)理論基礎(chǔ)進(jìn)行梳理,對(duì)農(nóng)機(jī)社會(huì)化服務(wù)、農(nóng)機(jī)社會(huì)化服務(wù)組織,及經(jīng)營(yíng)營(yíng)機(jī)制的概念進(jìn)行分析,并羅列農(nóng)機(jī)社會(huì)化服務(wù)組織的類(lèi)型;第三部分是分析安徽省農(nóng)機(jī)社會(huì)化服務(wù)組織的概況,其發(fā)展歷程,現(xiàn)狀及發(fā)展趨勢(shì);第四部分是分析安徽省農(nóng)機(jī)社會(huì)化服務(wù)組織的經(jīng)營(yíng)機(jī)制,此章節(jié)通過(guò)前文對(duì)發(fā)展歷程和現(xiàn)狀研究的基礎(chǔ)上,對(duì)安徽省農(nóng)機(jī)社會(huì)化服務(wù)組織的經(jīng)營(yíng)機(jī)制,及組織的收益和成本進(jìn)行詳細(xì)分析,將組織的收益分為經(jīng)濟(jì)收益和社會(huì)收益。分析其成本構(gòu)成,并對(duì)兩種不同的組織形式進(jìn)行比較分析;第五部分是三家安徽省農(nóng)機(jī)社會(huì)化服務(wù)組織的案例分析,對(duì)比分析了三家組織的經(jīng)營(yíng)機(jī)制,以及它們之間的異同;第六部分是農(nóng)機(jī)社會(huì)化服務(wù)組織有效運(yùn)營(yíng)的對(duì)策。根據(jù)前文研究結(jié)論,從政府、組織和農(nóng)戶(hù)不同的角度提出建設(shè)安徽省農(nóng)機(jī)社會(huì)化服務(wù)組織的建議;最后第七部分是文章的研究結(jié)論和展望。
[Abstract]:After years of unremitting efforts, China's agricultural rural economy continues to step to a new level. Now the main contradiction of agriculture changes from the contradiction of insufficient quantity to structural contradiction. In recent years, in the continuous promotion of agricultural transformation and upgrading, the construction of new countryside and modern agriculture has become an important task of building a well-off society in an all-round way. But in the new situation, a variety of problems are also very prominent, supply-side contradictions are particularly obvious. The supply of agricultural machinery organization contradicts the increasing demand of farmers, which greatly hinders the process of agricultural mechanization. With the gradual improvement of the rural market economy system and the corresponding purchase subsidy policy of agricultural machinery, agricultural machinery service organizations have been emerging constantly under the active efforts of agricultural machinery departments and farmers in Anhui Province. In the year of the 13th Five-Year Plan and the deepening of supply-side reform, how to correctly guide and standardize the development of socialized service organizations of agricultural machinery so that they can serve the process of agricultural mechanization and also enable farmers to obtain benefits? It is an urgent question that we need to answer. This paper analyzes the management mechanism of agricultural machinery socialized service organization in Anhui Province, which is divided into seven parts: the first part is foreword, introduces the research background, significance and purpose of the paper, and expounds the research method and technical route; The second part is the theoretical basis and related introduction. This article will study the relevant theoretical basis to comb, the agricultural machinery socialization service organization, the agricultural machinery socialization service organization, and the management camp mechanism concept carries on the analysis, and lists the agricultural machinery socialization service organization type; The third part is to analyze the general situation of agricultural machinery socialization service organization in Anhui province, its development course, present situation and development trend; the fourth part is to analyze the management mechanism of agricultural machinery socialization service organization in Anhui province. Based on the research of the development course and the present situation, this chapter analyzes in detail the management mechanism, income and cost of the social service organization of agricultural machinery in Anhui Province, and divides the income of the organization into economic benefit and social benefit. The fifth part is the case analysis of three agricultural machinery social service organizations in Anhui Province, the comparative analysis of the management mechanism of the three organizations, as well as the similarities and differences between them; The sixth part is the effective operation countermeasure of agricultural machinery socialization service organization. According to the previous research conclusions, the author puts forward some suggestions on the construction of agricultural machinery socialization service organization in Anhui Province from different angles of government, organization and farmers. The seventh part is the conclusion and prospect of the article.
