【摘要】：論文基于對(duì)昆山市土地利用規(guī)劃實(shí)施保障措施研究的理論與實(shí)踐基礎(chǔ)上,以江蘇省昆山市土地利用總體規(guī)劃的實(shí)施保障措施為研究對(duì)象,結(jié)合資料收集與昆山市實(shí)地調(diào)研情況,吸收國(guó)內(nèi)外成功經(jīng)驗(yàn),對(duì)昆山市土地利用總體規(guī)劃實(shí)施保障措施進(jìn)行研究和探討,并提出了改進(jìn)的相關(guān)對(duì)策和建議。本論文分為六個(gè)部分:第一部分為緒論。介紹了本文的研究背景、選題依據(jù)及研究目的、研究?jī)?nèi)容與思路,并綜述了歐美國(guó)家土地利用規(guī)劃實(shí)施保障機(jī)制的研究和分析,國(guó)內(nèi)土地利用規(guī)劃實(shí)施保障體制的研究和探索。第二部分為上輪土地利用規(guī)劃實(shí)施保障措施的分析,介紹了上輪土地利用規(guī)劃實(shí)施措施的執(zhí)行情況、上輪規(guī)劃主要保障措施運(yùn)行績(jī)效和規(guī)劃管理保障措施的不足之處。第三部分為本輪規(guī)劃實(shí)施保障措施研究的關(guān)鍵理論。闡述了區(qū)域規(guī)劃實(shí)施機(jī)制理論、城市規(guī)劃實(shí)施機(jī)制理論、動(dòng)態(tài)規(guī)劃實(shí)施機(jī)制理論。第四部分為國(guó)外、國(guó)內(nèi)土地利用規(guī)劃保障機(jī)制的借鑒。介紹了國(guó)外土地利用規(guī)劃實(shí)施機(jī)制和國(guó)內(nèi)土地利用規(guī)劃實(shí)施機(jī)制。第五部分為土地利用規(guī)劃實(shí)施保障措施創(chuàng)新。主要介紹了規(guī)劃修編的基本理念,完善規(guī)劃實(shí)施保障措施的要求和方向。第六部分為研究主要結(jié)論與探討。重點(diǎn)介紹了 土地利用規(guī)劃實(shí)施保障措施研究的主要結(jié)論和問題探討。
[Abstract]:Based on the theory and practice of the implementation of land use planning in Kunshan City, this paper takes the implementation of the overall land use plan of Kunshan City, Jiangsu Province, as the research object, and combines the data collection and the field investigation in Kunshan City. Based on the successful experience at home and abroad, this paper studies and probes into the measures to guarantee the implementation of the overall plan of land use in Kunshan City, and puts forward some relevant countermeasures and suggestions for improvement. This paper is divided into six parts: the first part is the introduction. This paper introduces the research background, the basis and the purpose, the contents and ideas of the research, and summarizes the research and analysis of the land use planning implementation security mechanism in Europe and the United States, and the research and exploration of the domestic land use planning implementation security system. The second part is the analysis of the implementation measures of the last round of land use planning, including the implementation of the last round of land use planning, the performance of the main safeguard measures and the deficiencies of the planning management guarantee measures. The third part is the key theory of implementing safeguard measures in this round of planning. Regional planning implementation mechanism theory, urban planning implementation mechanism theory, dynamic planning implementation mechanism theory. The fourth part is the reference of the foreign and domestic land use planning guarantee mechanism. This paper introduces the implementation mechanism of foreign land use planning and domestic land use planning. The fifth part is land use planning implementation safeguard measure innovation. This paper mainly introduces the basic idea of planning revision and the requirement and direction of perfecting planning implementation guarantee measures. The sixth part is the main conclusion and discussion. The main conclusions and problems of the research on the implementation of land use planning are introduced.
