【摘要】：當(dāng)今時(shí)代,全世界各國都意識(shí)到充分合理開發(fā)人力資源才是經(jīng)濟(jì)發(fā)展的第一動(dòng)力,我國自古以來就是農(nóng)業(yè)大國,在農(nóng)村有著豐富的人力資源有待開發(fā),農(nóng)村社會(huì)主義的建設(shè)與發(fā)展首要任務(wù)就是加大開發(fā)農(nóng)村人力資源力度,這有助于實(shí)現(xiàn)我國全面建成小康社會(huì)的新目標(biāo)。吉林省是我國傳統(tǒng)農(nóng)業(yè)大省,其中一些地方經(jīng)濟(jì)相對(duì)落后,其中農(nóng)村人口占據(jù)重要大部分,以柳河縣為例對(duì)農(nóng)村人力資源的合理開發(fā)研究與提出建議,進(jìn)而推動(dòng)柳河縣以及吉林省全省的經(jīng)濟(jì)發(fā)展。研究人力資源的開發(fā),首先要明確界定人力資源的含義,本文將從勞動(dòng)力流動(dòng)理論與人力資本理論兩個(gè)方面并結(jié)合相關(guān)資料與切實(shí)數(shù)據(jù)對(duì)柳河縣的人力資源進(jìn)行詳細(xì)分析。另外本文將從質(zhì)量問題、數(shù)量情況以及結(jié)構(gòu)缺陷三個(gè)方面進(jìn)行探討,得出柳河縣目前存在基數(shù)大但是教育投入小、基礎(chǔ)教育體系以及職業(yè)培訓(xùn)體系薄弱、醫(yī)療社保體系落伍以及人力資源結(jié)構(gòu)不夠完善等問題。文中建議第一:大力建設(shè)農(nóng)村教育體系;第二:建立健全醫(yī)療保障制度;第三:完善結(jié)構(gòu),合理開發(fā)人力資源。
[Abstract]:Nowadays, countries all over the world have realized that fully and reasonably developing human resources is the first driving force of economic development. Our country has been a large agricultural country since ancient times, and there are abundant human resources to be developed in rural areas. The primary task of the construction and development of rural socialism is to strengthen the development of rural human resources, which is helpful to the realization of the new goal of building a well-off society in an all-round way in our country. Jilin Province is a large traditional agricultural province in China, some of which are relatively backward in economy, among which the rural population accounts for an important part. Taking Liuhe County as an example, the rational development of rural human resources is studied and put forward some suggestions. And then promote the economic development of Liuhe County and Jilin Province. In order to study the development of human resources, we should define the meaning of human resources clearly. This paper will analyze the human resources of Liuhe county in detail from two aspects: the theory of labor flow and the theory of human capital, combined with relevant data and practical data. In addition, this paper will discuss the problems of quality, quantity and structure defects, and draw the conclusion that Liuhe County has a large base but small investment in education, and the basic education system and vocational training system are weak. Medical and social security system is outdated and human resource structure is not perfect and so on. The first is to construct the rural education system, the second is to establish and perfect the medical security system, and the third is to perfect the structure and develop human resources reasonably.
