農(nóng)村教育精準扶貧問題研究

【摘要】:貧困是制約經(jīng)濟社會發(fā)展的大問題。自上世紀八十年代,我國通過制度扶貧、大面積開發(fā)性扶貧、八七攻堅扶貧等戰(zhàn)略,于2000年在全國范圍內(nèi)基本解決了國民溫飽問題,并初步進入了小康社會。然而直至目前,在廣大農(nóng)村地區(qū)仍有部分居民處于貧困狀態(tài)。2013年習近平總書記首次提出“精準扶貧”的重要思想,爭取到建黨一百年,即2020年我國全面建成小康社會。為此,“十三五”規(guī)劃把“精準扶貧”作為一項重要的戰(zhàn)略任務(wù),各地也都在積極開展農(nóng)村精準扶貧工作。本文認為,目前的“精準扶貧”工作不能僅限于臨時“輸血”,還得靠長期“造血”,即通過教育精準扶貧來徹底解決農(nóng)村貧困問題。本文通過社會調(diào)查等方式,對當前我國農(nóng)村貧困地區(qū)的現(xiàn)狀,進行深入的教育精準扶貧分析,從教育精準扶貧的理論基礎(chǔ)、農(nóng)村教育扶貧的發(fā)展進程、當前農(nóng)村精準教育扶貧存在的問題及對農(nóng)村教育精準扶貧的政策建議幾個方面進行了系統(tǒng)的分析、闡述,認為目前我國農(nóng)村貧困地區(qū)的教育資源、硬件設(shè)施均和非貧困地區(qū)存在一定差距。所以,要想從根本上實現(xiàn)精準扶貧目標,必須首先改變農(nóng)村貧困地區(qū)的教育基礎(chǔ)設(shè)施、組建優(yōu)質(zhì)的師資團隊,加大對農(nóng)村基礎(chǔ)教育的資源投入;其次是普及義務(wù)教育、創(chuàng)辦職業(yè)培訓、促進高校教育、培養(yǎng)各類人才、初步解決教育方面的貧困;最后是依靠教育扶貧,提升農(nóng)村貧困人口的文化素養(yǎng),使其具備就業(yè)、創(chuàng)業(yè)的基本技能,提升其勞動價值含量,在改變自身及家庭貧苦面貌的基礎(chǔ)上再帶動農(nóng)村貧困地區(qū)脫貧致富,這也是教育扶貧真正的內(nèi)涵意義和價值突顯。教育精準扶貧是面對新時期社會發(fā)展環(huán)境下解決農(nóng)村貧困問題的有效措施,但教育精準扶貧的發(fā)展也是一場持久的硬仗。本文從教育精準扶貧的概念、農(nóng)村教育扶貧的體制機制、農(nóng)村教育扶貧的路徑及實施后的成效,進行了系統(tǒng)的分析,以期為教育精準扶貧的有效開展提供參考。
[Abstract]:Poverty is a major problem restricting economic and social development. Since the eighties of the last century, our country has basically solved the problem of food and clothing in the whole country in 2000 through the strategies of helping the poor by system, helping the poor by development in a large area, attacking the key points in the 1987, and has entered into a well-off society. However, up to now, there are still some residents in the rural areas in the state of poverty. In 2013, General Secretary Xi Jinping put forward the important idea of "precision poverty alleviation" for the first time in order to establish the Party for a hundred years, that is to say, to build a well-off society in an all-round way in 2020. This paper holds that the present work of "precision poverty alleviation" should not only be limited to temporary "blood transfusion", but also rely on long-term "hematopoiesis", that is, to solve the problem of rural poverty thoroughly through education. By means of social investigation and other methods, this paper analyzes the current situation of poverty alleviation in rural areas of our country, and makes an in-depth analysis of precise poverty alleviation through education. From the theoretical basis of poverty alleviation through education, the development process of poverty alleviation in rural education is discussed. In this paper, the problems existing in the poverty alleviation of rural precision education and the policy suggestions on the precision poverty alleviation in rural education are systematically analyzed and elaborated, and the educational resources in the poor rural areas of our country are pointed out. There is a certain gap between hardware facilities and non-poverty areas. Therefore, in order to fundamentally achieve the goal of precision poverty alleviation, we must first change the educational infrastructure in poor rural areas, set up a high-quality teaching team, and increase the investment of resources in rural basic education; secondly, we must popularize compulsory education. To establish vocational training, promote higher education, train all kinds of talents, and initially solve the poverty in education; finally, rely on education to alleviate poverty, enhance the cultural literacy of the poor in rural areas, and equip them with the basic skills of employment and entrepreneurship. It is also the true meaning and value of education poverty alleviation to improve its labor value content and promote rural poor areas to get rid of poverty and become rich on the basis of changing themselves and family poverty. Precision education poverty alleviation is an effective measure to solve the rural poverty problem in the new period of social development environment, but the development of education precision poverty alleviation is also a long and hard battle. This paper makes a systematic analysis of the concept of precision poverty alleviation in education, the institutional mechanism of poverty alleviation in rural education, the path of poverty alleviation in rural education and the results after its implementation, in order to provide a reference for the effective development of poverty alleviation through education.
