【摘要】：近二十年來(lái),以"占多少、墾多少"為核心的耕地補(bǔ)償制度在確保耕地紅線(xiàn)、維護(hù)國(guó)家糧食安全戰(zhàn)略方面起到了積極作用,但占優(yōu)補(bǔ)劣、耕地資源儲(chǔ)備匱乏、土地整治成本加大等問(wèn)題已然凸顯,以數(shù)量平衡為重點(diǎn)的占補(bǔ)平衡政策受到嚴(yán)峻挑戰(zhàn),按補(bǔ)充耕地的等級(jí)折算耕地指標(biāo),通過(guò)對(duì)現(xiàn)有耕地提質(zhì)改造和補(bǔ)改結(jié)合,實(shí)行以質(zhì)抵量,是在新時(shí)期下實(shí)現(xiàn)耕地占補(bǔ)平衡的必由之路,我國(guó)耕地占補(bǔ)平衡政策需要進(jìn)行調(diào)向。
[Abstract]:In the last twenty years, the system of cultivated land compensation, which is centered on "how much and reclaimed", has played an active role in ensuring the red line of cultivated land and maintaining the national food security strategy, but it is dominant and inferior, the reserve of cultivated land is scarce and the cost of land renovation has been increased. It is the only way to achieve the balance of cultivated land in the new period by combining the improvement of the cultivated land with the improvement of the cultivated land and the combination of the supplement and modification of cultivated land, which is the only way to make up the balance of cultivated land in the new period.
