【摘要】：農村集體經濟作為社會主義公有制經濟重要組成部分,體現(xiàn)了社會主義體制下共同富裕的根本原則,是中國特色社會主義制度在農村的重要經濟基礎。建國以來,農村集體經濟為我國農業(yè)生產和工業(yè)發(fā)展做出了重要貢獻,為實現(xiàn)共同富裕目標和農業(yè)現(xiàn)代化發(fā)展奠定了重要物質基礎。在社會主義市場經濟體制不斷完善的情況下,隨著農村集體經濟改革的不斷深入發(fā)展和市場需求的變化,農村集體經濟自身存在的基礎薄弱、產權不清、成員界定模糊、管理不善等問題逐漸暴漏出來,再加上法律法規(guī)不健全、人才技術缺乏、市場競爭激烈等外部因素,同時,社會上還流行著“集體經濟無用論”、“集體經濟過時論”等錯誤觀念,導致農村集體經濟發(fā)展面臨著諸多困難。當前,我國大部分行政村集體經濟發(fā)展處于停滯不前的狀態(tài),甚至有的地方完全沒有集體經濟,使得集體經濟無法有效發(fā)揮自身作用。農業(yè)、農村、農民問題一直是黨和國家關注的重大問題,近年來的中央一號文件都是關于“三農”。針對當前農村集體經濟發(fā)展的現(xiàn)狀,十八大報告中提出了“堅持和完善農村基本經營制度,依法維護農民土地承包經營權、宅基地使用權、集體收益分配權,壯大集體經濟實力,發(fā)展農民專業(yè)合作和股份合作,培育新型經營主體,發(fā)展多種形式規(guī)模經營,構建集約化、專業(yè)化、組織化、社會化相結合的新型農業(yè)經營體系�！钡囊�。本文以十八大精神為指導,以推進農村集體經濟發(fā)展為目標,在宏觀分析當前農村集體經濟發(fā)展面臨困境基礎上分析其問題存在原因及制約因素,并在此基礎上提出針對性建議。本論文主要由以下五部分組成:第一部分,首先分析了發(fā)展農村集體經濟的依據(jù)和動因。本部分闡述了農村集體經濟的概念,分析了當前社會主義市場經濟體制下幾種新型的集體經濟組織和發(fā)展農村集體經濟的現(xiàn)實必要性。第二部分,通過論述農業(yè)合作化時期、人民公社化時期以及改革開放后農村集體經濟發(fā)展新時期三個部分,闡述了我國農村集體經濟發(fā)展的歷史進程。第三部分,從宏觀角度闡述了當前我國農村集體經濟發(fā)展的現(xiàn)狀,肯定了農村集體經濟取得的成績,同時也分析了發(fā)展農村集體經濟面臨的產權不清、管理不善等困境以及制約農村集體經濟發(fā)展的因素。第四部分,此部分根據(jù)農村集體經濟發(fā)展的制約因素提出了針對性建議和措施,以期起到促進農村集體經濟發(fā)展的作用。第五部分,結語部分是對全文的概括總結。
[Abstract]:As an important part of socialist public ownership economy, rural collective economy embodies the fundamental principle of common prosperity under socialist system, and is the important economic base of socialist system with Chinese characteristics in rural areas. Since the founding of the people's Republic of China, the rural collective economy has made important contributions to the agricultural production and industrial development of our country, and has laid an important material foundation for the realization of the goal of common prosperity and the development of agricultural modernization. With the continuous improvement of the socialist market economic system, with the deepening development of the rural collective economy reform and the change of the market demand, the foundation of the rural collective economy itself is weak, the property right is not clear, and the definition of the members is vague. Problems such as mismanagement have gradually leaked out, coupled with external factors such as imperfect laws and regulations, lack of talent and technology, fierce market competition, and so on. At the same time, "the theory of the uselessness of collective economy" is still popular in society. The misconception of "the outdated theory of collective economy" leads to many difficulties in the development of rural collective economy. At present, the development of the collective economy in most administrative villages in our country is in a state of stagnation, even in some places there is no collective economy at all, which makes the collective economy unable to play its role effectively. Agriculture, rural areas and farmers have always been a major concern of the Party and the state. In recent years, the first document of the Central Committee is all about agriculture, rural areas and farmers. In view of the current situation of the development of rural collective economy, the report of the 18th National Congress of the Communist Party of China put forward that "adhere to and improve the basic management system in rural areas, safeguard the rights of farmers to contract and manage their land according to law, the right to use homestead, and the right to distribute collective income," Strengthen the strength of the collective economy, develop professional cooperation and share cooperation among farmers, cultivate new types of business subjects, develop diversified forms of scale operation, and build a new agricultural management system that combines intensive, specialized, organized and socialized operations. " The requirements of the Guided by the spirit of the 18th National Congress of the Communist Party of China, this paper aims at promoting the development of rural collective economy, and analyzes the causes and restrictive factors of its problems on the basis of macroscopical analysis of the difficulties facing the development of rural collective economy at present. And on this basis, put forward targeted recommendations. This paper consists of the following five parts: the first part analyzes the basis and motivation of the development of rural collective economy. This part expounds the concept of rural collective economy, analyzes several new types of collective economic organizations under the current socialist market economy system and the realistic necessity of developing rural collective economy. The second part expounds the historical process of the development of rural collective economy in China by discussing three parts: the period of agricultural cooperation, the period of people's commune and the new period of the development of rural collective economy after the reform and opening up. The third part, from the macroscopic angle, expounds the present situation of the rural collective economy development in our country, affirms the achievements of the rural collective economy, and analyzes the unclear property rights faced by the development of the rural collective economy. Poor management and other difficulties and constraints on rural collective economic development factors. In the fourth part, according to the restrictive factors of rural collective economy, the author puts forward some suggestions and measures to promote the development of rural collective economy. The fifth part, the conclusion part is the summary of the full text.
