【摘要】：以大連花園口經(jīng)濟(jì)區(qū)為研究對(duì)象,對(duì)城鎮(zhèn)建設(shè)用地潛力進(jìn)行測(cè)算�；诔鞘幸�(guī)劃與土地規(guī)劃標(biāo)準(zhǔn),將經(jīng)濟(jì)區(qū)劃分為內(nèi)部區(qū)域、毗連區(qū)域和外部區(qū)域;將"二調(diào)"數(shù)據(jù)修正到2015年,采用潛力評(píng)價(jià)模型測(cè)算三類區(qū)域在最大、最可能、最小挖潛條件下的潛力值。采取"增減掛鉤"措施,將外部區(qū)域潛力置換到毗連拓展區(qū),實(shí)現(xiàn)區(qū)內(nèi)耕地置換、外部區(qū)域潛力動(dòng)態(tài)平衡,將內(nèi)部區(qū)域和毗連區(qū)域的雙向挖掘潛力加和得到全區(qū)潛力評(píng)價(jià)結(jié)果。綜合考慮各因素,推薦全區(qū)建設(shè)用地潛力為42.43km~2。研究得出的潛力評(píng)價(jià)結(jié)果可作為土地利用總體規(guī)劃、城市總體規(guī)劃和產(chǎn)業(yè)布局規(guī)劃等的基礎(chǔ)依據(jù),為新一輪土地規(guī)劃調(diào)整完善的數(shù)據(jù)支撐,對(duì)沿海地區(qū)同類開發(fā)區(qū)城鎮(zhèn)建設(shè)用地潛力挖掘提供借鑒。
[Abstract]:Taking Dalian Huayuankou Economic Zone as the research object, this paper calculates the potential of urban construction land. Based on urban planning and land planning standards, economic zones are divided into internal areas, contiguous regions and external areas, and the "two tones" data are revised to 2015, and potential assessment models are used to measure the maximum and most likely of the three types of regions, The potential value under the minimum potential condition. By taking the measures of "increasing or decreasing linkage", the potential of the external region is replaced to the contiguous expanding area, the cultivated land is replaced in the area, the potential of the outer region is dynamically balanced, and the bidirectional potential of the inner region and the adjacent area is added and the evaluation results of the potential of the whole area are obtained. Considering all the factors, it is recommended that the potential of construction land in the whole area is 42.43 km / m ~ 2. The potential evaluation results can be used as the basic basis of the overall land use planning, urban master planning and industrial layout planning, which can be used as the data support for the new round of land planning adjustment. It can be used for reference to excavate the potential of urban construction land in similar development zones in coastal areas.
