【摘要】：隨著我國(guó)人口發(fā)展、城鎮(zhèn)化推進(jìn)以及人民生活水平的提高,我國(guó)糧食需求呈現(xiàn)剛性增長(zhǎng),糧食供給壓力不斷增大。在其他主要糧食作物資源開(kāi)發(fā)難度越來(lái)越大的情況下,發(fā)展馬鈴薯產(chǎn)業(yè),增加馬鈴薯主糧化供給能力,是進(jìn)一步提升我國(guó)糧食安全保障水平的重大戰(zhàn)略舉措。馬鈴薯產(chǎn)業(yè)健康發(fā)展需要有與之相適應(yīng)的生產(chǎn)組織形式。本文以馬鈴薯合作社為研究對(duì)象,通過(guò)合作社的態(tài)勢(shì)以及技術(shù)效率的研究對(duì)馬鈴薯生產(chǎn)組織形式進(jìn)行優(yōu)化,對(duì)促進(jìn)馬鈴薯產(chǎn)業(yè)可持續(xù)發(fā)展具有重要理論和現(xiàn)實(shí)意義。本文基于實(shí)地調(diào)研數(shù)據(jù),對(duì)西部馬鈴薯合作社進(jìn)行了態(tài)勢(shì)分析,剖析了西部馬鈴薯合作社的基本特征和現(xiàn)階段存在的主要問(wèn)題;采用超越對(duì)數(shù)生產(chǎn)函數(shù)的隨機(jī)前沿面分析測(cè)算了西部馬鈴薯合作社的技術(shù)效率,結(jié)合測(cè)算結(jié)果,提出了若干針對(duì)性的對(duì)策建議。主要進(jìn)展及結(jié)論如下:1、馬鈴薯合作社較其他組織形式具有明顯優(yōu)勢(shì)。西部馬鈴薯合作社以種植型合作社為主。數(shù)據(jù)顯示西部馬鈴薯合作社具有以下優(yōu)勢(shì):資金集中而且豐富;經(jīng)營(yíng)業(yè)務(wù)專(zhuān)一化;人力集中化,生產(chǎn)規(guī)�；�;有統(tǒng)一的技術(shù)規(guī)范;管理集中,入股形式多樣;公共基礎(chǔ)設(shè)施建設(shè)及社內(nèi)福利完善;便于政府集中扶持等。2、西部馬鈴薯合作社組織形式有待改進(jìn)。西部馬鈴薯合作社存在的明顯問(wèn)題:股權(quán)較集中,代表小部分人或者小集體利益;高素質(zhì)精干技術(shù)人才以及管理人才的缺乏;成本上升較快,資金不足;掛牌套取扶持政策的現(xiàn)象嚴(yán)重;理事會(huì)治理缺乏統(tǒng)一的標(biāo)準(zhǔn);經(jīng)營(yíng)業(yè)務(wù)過(guò)于集中,缺乏競(jìng)爭(zhēng)力等。3、西部馬鈴薯合作社的總體產(chǎn)出仍有巨大的提升潛力。隨機(jī)前沿面分析顯示,西部種植型馬鈴薯合作社的平均技術(shù)效率為0.603,即為潛在產(chǎn)出的0.603。投入產(chǎn)出彈性為0.542,處于規(guī)模產(chǎn)出遞減階段。投入費(fèi)用與服務(wù)面積的彈性表現(xiàn)出西部馬鈴薯合作社對(duì)于這兩項(xiàng)的投入過(guò)度。因此增加固定資產(chǎn)投入和社員人數(shù),減緩?fù)度胭M(fèi)用和服務(wù)面積的增長(zhǎng)是現(xiàn)階段馬鈴薯合作社的發(fā)展方向。4、六因素對(duì)西部馬鈴薯合作社效率損失具有顯著影響。運(yùn)營(yíng)時(shí)間(Z1)、專(zhuān)家指導(dǎo)(Z4)、股份差異程度(Z6)對(duì)馬鈴薯合作社的效率影響都是正面的,且影響程度較大;自然稟賦(Z2)、合作社經(jīng)營(yíng)范圍(Z9)、管理層是否有激勵(lì)措施(Z10)則是負(fù)面影響。因此,要重視經(jīng)驗(yàn)積累;協(xié)調(diào)好其他種植產(chǎn)業(yè)和馬鈴薯產(chǎn)業(yè)發(fā)展的關(guān)系;加強(qiáng)專(zhuān)家指導(dǎo),提升技術(shù)水平;優(yōu)化產(chǎn)業(yè)結(jié)構(gòu);經(jīng)營(yíng)專(zhuān)一化;改善現(xiàn)有激勵(lì)措施。
[Abstract]:With the development of population, urbanization and the improvement of people's living standard, China's grain demand is increasing rigidly, and the pressure of grain supply is increasing. The development of potato industry and the supply capacity of potato staple grain are important strategic measures to further improve the level of food security in China under the condition of more and more difficult exploitation of other main food crop resources. The healthy development of potato industry needs to have corresponding production organization form. This paper takes the potato cooperative as the research object, through the cooperative situation and the technical efficiency research carries on the optimization to the potato production organization form, has the important theory and the practical significance to promote the potato industry sustainable development. Based on the field investigation data, this paper analyzes the situation of potato cooperatives in western China, analyzes the basic characteristics of potato cooperatives in western China and the main problems existing in the present stage. The technical efficiency of potato cooperative in western China was calculated by random frontier analysis of transcendental logarithmic production function, and some corresponding countermeasures and suggestions were put forward. The main progress and conclusions are as follows: 1: 1, potato cooperative has obvious advantages over other organizational forms. Potato cooperatives in western China are mainly plant-type cooperatives. The data show that the western potato cooperatives have the following advantages: centralized and rich funds, specialized business management, centralized manpower, large-scale production, unified technical specifications, centralized management and diversified forms of equity ownership; The construction of public infrastructure and welfare in the society are perfect, and the form of potato cooperative organization in western China needs to be improved. The obvious problems of potato cooperatives in western China include: concentrated ownership, representing the interests of a small number of people or small collectives, lack of high-quality technical and managerial personnel, rapid increase in cost and lack of funds; The phenomenon of listing and taking support policy is serious; the governing board lacks the unified standard; the management business is too centralized and lack of competitiveness. 3. The total output of the western potato cooperative still has great potentiality. The stochastic frontier analysis shows that the average technical efficiency of the western potato cooperative is 0.603, which is 0.603 of the potential output. The input-output elasticity is 0.542, which is in the stage of decreasing output. The elasticity of input cost and service area shows that the western potato cooperative put too much money into these two items. Therefore, increasing the fixed assets input and the number of members, slowing down the increase of input cost and service area is the development direction of potato cooperative at present. The six factors have significant influence on the efficiency loss of potato cooperative in western China. The operation time is Z1, the expert instruction is Z4, and the degree of stock difference is Z6) the effect on the efficiency of potato cooperative is positive, and the degree of influence is great; the natural endowment, the scope of cooperative management and the management have a negative effect on the efficiency of the potato cooperative, however, whether the management has incentive measures or not is a negative influence. Therefore, we should pay attention to the accumulation of experience; coordinate the relationship between other planting industries and potato industry development; strengthen the guidance of experts, improve the technical level; optimize the industrial structure; operate exclusively; improve the existing incentives.
