【摘要】：土地問題,在中國(guó)歷史上向來就是一個(gè)核心問題。隨著土地制度改革的日趨完善、規(guī)劃理念變革的日益成熟,我國(guó)土地利用發(fā)展也更加合理與高效。但是因?yàn)橐?guī)劃存在滯后、效益理念存在差異以及土地使用狀況的評(píng)價(jià)系統(tǒng)不成熟,導(dǎo)致土地利用依然存在諸多問題。如用地結(jié)構(gòu)不合理,土地利用效率低下,違法占用耕地等。為此應(yīng)該適應(yīng)轉(zhuǎn)變政府職能、加強(qiáng)監(jiān)管,及時(shí)發(fā)現(xiàn)并改進(jìn)土地利用過程中的問題,就有必要必要針對(duì)土地利用狀況進(jìn)行信用評(píng)價(jià)研究。文章首先分析了我國(guó)土地利用信用研究現(xiàn)狀,交代了背景。其次參考相關(guān)領(lǐng)域國(guó)內(nèi)外學(xué)者有關(guān)信用評(píng)價(jià)指標(biāo)體系和評(píng)價(jià)方法的研究基礎(chǔ)上,同時(shí)考慮當(dāng)前我國(guó)土地利用過程中的實(shí)際問題,即因地制宜,研究包括建立土地利用信用評(píng)價(jià)指標(biāo)體系以及構(gòu)建土地利用信用評(píng)價(jià)模型兩大方面內(nèi)容。在建立評(píng)價(jià)指標(biāo)體系方面,從土地利用的影響因素著手,圍繞指標(biāo)體系的確立原則,從定性指標(biāo)和定量指標(biāo)兩個(gè)方面建立土地利用信用評(píng)價(jià)指標(biāo)體系。然后根據(jù)所建立的指標(biāo)體系,搜集25個(gè)樣本地方的相關(guān)數(shù)據(jù),并通過相對(duì)客觀的熵權(quán)法計(jì)算確定各級(jí)指標(biāo)權(quán)重以及驗(yàn)證所選信用評(píng)價(jià)模型的基礎(chǔ)數(shù)據(jù);在構(gòu)建土地利用信用評(píng)價(jià)模型方面,最初分別運(yùn)用灰色關(guān)聯(lián)投影模型、模糊積分法建立了土地利用信用評(píng)價(jià)模型,并對(duì)樣本數(shù)據(jù)進(jìn)行實(shí)證分析。在對(duì)比評(píng)價(jià)結(jié)果的基礎(chǔ)上,選取組合評(píng)價(jià)法對(duì)評(píng)價(jià)模型進(jìn)行優(yōu)化。最后運(yùn)用優(yōu)化后的評(píng)價(jià)模型對(duì)樣本數(shù)據(jù)進(jìn)行實(shí)證分析,以此驗(yàn)證所建立的土地利用信用評(píng)價(jià)指標(biāo)體系以及評(píng)價(jià)模型的合理性和可行性。
[Abstract]:The land issue has always been a core issue in Chinese history. With the improvement of land system reform and the maturation of planning concept, the development of land use in China is more reasonable and efficient. However, there are still many problems in land use because of the lag of planning, the difference of benefit concept and the immaturity of land use evaluation system. If the land structure is unreasonable, land use efficiency is low, illegal occupation of cultivated land and so on. Therefore, it is necessary to study the credit evaluation of land use by adapting to the transformation of government functions, strengthening supervision, and timely discovering and improving the problems in the process of land use. This paper first analyzes the present situation of land use credit research in China and explains the background. Secondly, on the basis of the research on the credit evaluation index system and evaluation methods of domestic and foreign scholars in related fields, and at the same time considering the actual problems in the process of land use in our country, that is, according to the local conditions, The research includes the establishment of land use credit evaluation index system and the construction of land use credit evaluation model. In the aspect of setting up the evaluation index system, the evaluation index system of land use credit is established from two aspects: qualitative index and quantitative index, starting with the influencing factors of land use and the principle of establishing index system. Then, according to the established index system, the relevant data of 25 samples are collected, and the relative objective entropy weight method is used to calculate and determine the index weight at all levels and verify the basic data of the selected credit evaluation model. In the aspect of constructing the land use credit evaluation model, the grey correlation projection model and the fuzzy integral method are used to establish the land use credit evaluation model at first, and the sample data are analyzed empirically. On the basis of comparing the evaluation results, the combined evaluation method is selected to optimize the evaluation model. Finally, an empirical analysis of the sample data is made by using the optimized evaluation model to verify the rationality and feasibility of the established land use credit evaluation index system and the evaluation model.
